Plebiscites and Referenda
According to J. Patrick Boyer in Lawmaking by the People; Referendums and Plebiscites (Toronto: Butterworths, 1982), both plebiscites and referenda are "methods of submitting an important measure to a direct vote of the people". Popular usage has confused the two terms and some provinces have used them interchangeably but Boyer feels that a distinction must be made. A plebiscite "is an expression of opinion by the people on a general course of action proposed by the government," whereas a referendum involves "submitting or 'referring' an important legislative measure to a direct vote of the whole people". The former is essentially "a public opinion poll" and "is not legally binding on the government, although there may be a political and moral obligation to respect the result". The latter "automatically binds a government to enact a law (or refrain from doing so) according to the voters' wishes". This distinction appears to have been followed in British Columbia. As a rule, some statutory authority exists or is created to hold both plebiscites and referenda. Boyle again distinquishes between the two: "The referendum is generally an established procedure provided for by existing constitutional or legislative provisions, while a plebiscite arises either by special Legislative Act providing for it or by special initiative of a government, utilizing procedures already provided by statute".

History
Long before the European explorers arrived, these islands were home to the Coast Salish, who occupied choice areas in the islands at least 5000 years ago and whose evidence is traced throughout middens, petroglyphs and relics found at multiple Gulf Island sites. The fine white shell beaches the islands are famous for are often all that remains of these First Nations settlements. Many of the islands, their waterways, bays and harbours now carry the names of the Spanish and English explorers who arrived in the 18th century: Narvaez Bay, Vesuvius Bay and Galiano, Valdes, and Mayne Islands. The ships that brought later explorers in the 19th century also live on in their namesakes: Plumper Sound, the Salt Spring town of Ganges, Satellite and Trincomali Channels, to name a few. In the mid 1850s, gold fever catapulted Miners Bay on Mayne Island into an active port and one of the first Crown colonies. Gold seekers from Vancouver Island and the United States passed eagerly through Active Pass on their way to seek Fraser River Gold, thus establishing Miners Bay as one of the first Southern Gulf Islands settlements. A few years later, Salt Spring Island was settled by Australians, British and African Americans escaping slavery in the United States. Fruit orchards soon followed, and for many years the produce from Gulf Islands orchards was highly prized and profitable. Abandoned orchards can still be found on many of the islands today.

70. Living Landscapes
Our goal is to encourage and facilitate the exploration and appreciation of the human and natural history of british columbia from regional perspectives.
http://livinglandscapes.bc.ca/
Living Landscapes was created by the Royal British Columbia Museum as a regional outreach program involving intensive cooperation with other museums, First Nations, educators, naturalists, and other agencies. Our goal is to encourage and facilitate the exploration and appreciation of the human and natural history of British Columbia from regional perspectives. We approach this goal through a two-year focus on a particular region of B.C. and integrating stories and research locally generated with both research knowledge and descriptive information from the collections and curatorial staff at the Royal British Columbia Museum. ALAN DOUGLAS - Caribbean Lullaby legacy home the artists the music lost songs ... the links etcetera pre-about post-about contact powered by
Welcome to the new look Alan Douglas site! Lots of work has been done and there's still plenty more to do. Currently work has been completed on the main page and I am in the process of developing the link pages. This work is not as easy as what I had figured it would be isn't that always the case with these things? The most visible change is the use of a cascading style sheet that gives the site its look and feel. I'm still not 100% certain of what it all means or how it all works. It's one of those things that ended up making this take a lot more time than I had thought it would. I also went nuts and scanned loads of old photos and created a photo log. The pictures will update each time the page is re-loaded. So hopefully things will at least seem fresher. The second major change is the use of a database on the backend. Instead of having to manually update and re-deploy the changes, I can now add information to the various tables and have the site update dynamically. So, hopefully, updates will be more frequent. And I'll have more time to spend being creative. June 06, 2004: First Release

The History of Radiation Treatment in British Columbia
Stewart Jackson MD This book chronicles the history of radiation treatment used in British Columbia throughout the twentieth century. The story begins with the acquisition of X-rays by the Royal Jubilee Hospital in Victoria in 1899 and the treatment of a "sarcoma" of the jaw at the Vancouver City Hospital in April 1902. The first cures using radium were described in 1910 by a retired naval surgeon at St Paul's Hospital. (Click thumbnail image at left to zoom.) The desire to centralize treatment in a first class clinic in the 1930s led to the creation of the British Columbia Cancer Institute. The progress of the Institute is traced through to the creation of the provincial British Columbia Cancer Agency in the last quarter of the century. The story closes on December 31st 2000. The narrative is liberally referenced with source material and contains 123 black and white illustrations, personal remembrances, biographical sketches of significant individuals and Author's Notes to help guide those less familiar with the scientific aspects of the treatment.
