Source: Ministry of Human Resources Manual Amendment Letter No. 1 2004/2005 April 19, 2004 - this latest amendment to the BC Employment and Assistance Policy and Procedures Manual covers the following topics: Time Limits - introduces a new time limit exemption category and changes the treatment of time limits for family units who are caregivers of non-dependent children. Reviewing Employment-Related Obligations - "to improve the employability of clients with temporary medical, drug or alcohol or mental health conditions" (clients with a temporary medical, drug or alcohol or mental health condition will move from the No Employment-Related Obligation category to the Expected to Work - Medical Condition category) Hardship - limits Hardship assistance to three consecutive months for clients with income in excess, assets in excess, no identification, no SIN card and those awaiting other income. Once a family unit has received hardship assistance in any of these categories for three consecutive months, they are not eligible in any of these categories for a period of three consecutive months.

    A Primer on Regional Districts in British Columbia

    Introduction Background Why were they created? What do they do? ... Conclusions Introduction This paper provides background on the development of regional districts in British Columbia. Regional districts are an unique feature of the British Columbia local government system which date back to the early 1960's.
    Background Why were they created? In order to understand why regional districts were created, it is necessary to understand the several factors concerning the nature of the province in 1965. In 1965, the province was undergoing rapid expansion, in particular because of resource development. Rural areas were growing but did not have a general purpose local government. Where land use planning and regulation existed, it was done directly by the Minister of Municipal Affairs and provincial staff using the authority of the Local Services Act . Local services like fire protection, street lighting and water supply were provided by independently incorporated improvement districts or by municipalities under contract to the ministry with cost recovery managed through local service areas established using the authority of the

    List of issues to be taken up in connection with the consideration of the third periodic report of Canada : United Nations Committee on Economic, Social and Cultural Rights - Implementation of the International Covenant on Economic, Social and Cultural Rights (June 10, 1998) British Columbia Government Response to the List of Issues 6. Explain the position of the federal and provincial governments in Eldridge v. Attorney General of British Columbia with respect to the Charter's protection of the rights of people with disabilities, referring specially to General Comment No.5. For an explanation of the provincial governments position in Eldridge v. A. G.B. C., 1 enclose a copy of the govemment's argument in the Supreme Court of Canada. The issues in the case were extraordinarily complex, and 1 do not believe that the nuanced approach of the Government of British Columbia can adequately be summarized in a paragraph or two. The general position of the Province was that the medical services provided to the plaintift were adequate. We believed that the evidence demonstrated that while deaf people experienced frustrations in respect of communication with medical professionals, they did not receive inferior medical care. We also argued that the issue was appropriately one to be decided under Provincial Human Rights legislation rather than under the Charter. 1 would suggest that anyone wishing an "explanation" of the Province's argument read the Province's written argument as well as the decisions at all three levels of court.

    Canada's federation has two levels of government: federal and provincial, each with its own law-making bodies, governing executive and judiciary.
    At the federal level, the Canadian government has two law-making bodies: the 301-seat House of Commons and the 105-seat Senate. B.C. Residents are represented by 34 elected Members of Parliament (MPs) and six appointed senators. The Prime Minister and appointed Ministers comprise the federal cabinet or governing executive. The federal judiciary includes the Supreme Court of Canada, the highest court of appeal for all cases.
    Provincial Government
    The structure of the British Columbia government is rooted in British parliamentary tradition and precedent. Prior to 1866, B.C. was comprised of two British-controlled colonies, one on Vancouver Island and a second on the mainland. In 1866, the two colonies were officially united as the Crown Colony of British Columbia, with its capital in Victoria. British Columbia became a province of Canada when it entered Confederation on July 20, 1871.

    Canada: business "flabbergasted" by British Columbia government's tax cut
    By Keith Jones 14 June 2001 Use this version to print Send this link by email During the election campaign, the BC Liberals promised to make the rate of taxation on the first $60,000 in income the lowest in the country by the end of their first term in office. Under the scheme they unveiled June 6, all personal income tax rates are to be reduced by 25 percent by next January 1. The cuts are to be implemented in three stages, the first stage of which has been made retroactive to the beginning of this year. Not only will these cuts give BC the country's lowest taxation rate on the two lowest taxation brackets, they reduce the tax rate on incomes over $85,000 from the highest in the country to the second lowest. While the Liberals are manipulating statistics to claim that in percentage terms their tax cuts are of greatest benefit to those with low incomes, the cuts are heavily skewed in favor of the well-to-do. British Columbians making $20,000 a year will see their taxes drop by about $236 in 2002, as compared to $1,947 for those earning $80,000, and $7,800 for those with incomes of $200,000.
