Botswana is a multiparty parliamentary republic operating under a 1966 constitution. The country is headed by an elected president, and there is a bicameral legislature. The upper house consists of a 15-seat advisory House of Chiefs. The lower house, the National Assembly, has 40 elected members and four appointed members. To Index To end of page Back to History Home Page 1: Brief History of Botswana ... 15: Media Contents Notes and Comments Provisional version by Neil Parsons April 1999 Botswana is a unitary state with a multi-party parliamentary system, an executive presidency, and executive machinery dominated by a cabinet of ministers chaired by the president. Since independence Botswana has exhibited strong elements of democracy - accountability of government to the electorate through regular free elections held every five years, relatively uncorrupt bureaucracy accountable to government, government and judicial respect for human rights and the rule of law, and the economic underpinning of increasing resources distributed through government. Against these factors must be balanced the centralization of power away from popular participation in decision-making at local levels, increasingly unequal distribution of resources between rich and poor, internal security measures introduced in the 1980s (against subversion by South African agents), and the dependence of the economy on the world price fluctuations of a single commodity (diamonds) under foreign multinational control.

Media yesterday
The first newspaper in the national language of Botswana came hot off the press as long ago as 1857. Other Setswana newspapers followed but with a notable gap in Botswana's period of greatest poverty, between the 1910s and 1940s. The writer Sol Plaatje, however, stepped in by presenting an entirely new form of media in the 1920s-30s. His travelling 'bioscope' (cinema) toured villages, apparently using the techniques of combining silent film and live performance which Plaatje had pioneered in London in the early 1920s. (Unfortunately the records on Plaatje's bioscope held in the National Archives were 'automatically' destroyed in the 1970s-80s.) Photography in the form of 'magic-lantern' lectures was publicly exhibited in Botswana from 1895-96, when the three major rulers (Khama, Sebele, and Bathoen) arrived back from England with glass slides of London and of British notable such as Queen Victoria.

Diamonds and Botswana The diamonds being mined in Botswana, the world's leading diamond source, has been used to rebuild their society after the British colonization, and has had great effects on the Tswana. However, the diamonds have brought other problems to the nation as well, including the forced movement of San tribes in regions possibly for diamond mining, a large class of impoverished Tswana, the diamond industries controlling the Botswana government, and subsistence farming being destroyed in tribal regions. Colonization and Botswana's Diamonds When the British colonized the modern- day region of Botswana, they taught values that involved the Western ideals of capitalism and money- making. The Tswana, who before the colonization didn't even have a currency system. After the British left in 1966, they were able to apply their money- making skills to the newfound diamond discovery in the region. Diamond Funds in Modern Botswana Ever since the discovery of diamonds in 1967 in the Botswana region, the economic status of the country has gone higher, and the country is largely improved from its days as a British protectorate. Botswana has a gross national product that is seven times higher than the average sub- Saharan nation, and 95 percent of those profits come from diamond mines. Many new roads have been spread out throughout the country, and three secondary schools have risen to three hundred schools with free education. Many hospitals have also been built, and nobody lives no more than eighteen miles away from one.

Botswana is Africa's longest continuous multiparty democracy. It is among the continent's most stable countries, is relatively free of corruption and has a good human rights record.
Botswana is also among the world's biggest diamond producers and protects some of the continent's largest areas of wilderness. The country is sparsely populated, because it is so dry. The Kalahari desert, home to the dwindling group of Bushman hunter gatherers, makes up much of the country and most areas are too arid to sustain any agriculture other than cattle. OVERVIEW
FACTS
LEADERS MEDIA In the late 1800s Britain formed the protectorate of Bechuanaland, preventing territorial encroachment of Boers from the Transvaal or German expansion from South West Africa. In 1966 Bechuanaland became independent as Botswana. Botswana provided a haven for refugees and anti-apartheid activists from South Africa in the 1970s and 1980s, but had to tread carefully because of its economic dependence on the white-ruled neighbour, and because of South Africa's military might. Botswana has become a victim of its own economic success as foreign investment has lead to better transport links which in turn have aided the spread of HIV-Aids. The disease has left many thousands of children orphaned and has dramatically reduced the national life expectancy rate.

    The Harvard AIDS Institute "Our programs in Botswana have been steadily expanding, and with a potential vaccine trial scheduled to start later this year, I really wanted to be there," said Essex. The candidate vaccines to be studied in the trial are unusual and important in that they are designed specifically for prevention against a subtype of HIV called HIV-1C. Two-thirds of all new HIV infections in the world are of the type HIV-1C, said Essex, and many of those new infections are taking place in African countries. But many current vaccine research programs focus on HIV-1B, the strain most common in Europe and North America. "The virus strain in Botswana is clearly different from those we see in the West," said Essex. "No one knows how important that difference will be in terms of vaccine development. No one knows if a vaccine against HIV-1B will work as well against HIV-1C. That’s why it is important to make vaccines with HIV-1C in mind."     The Botswana government changes its Tsetse control strategy
    Faced with strong opposition from environmental organizations led by the Kalahari Conservation Society (KCS), the Bostwana Government has changed its controversial control programme of the tsetse fly (the carrier of sleeping sickness) which infests the Okavango Delta area. The control programme originally involved aerial spraying (with a chemical called Endosulfan) starting next June and continuing for a period of three years. Recently the government decided to replace this pesticide with Deltamethrin - a substance which, according to the experts, has less of an environmental impact. For more than 20 years, the spraying of pesticides in Botswana has been part of the tsetse control programme, and there has always been criticism of its environmental impact. In the past, other control techniques have been adopted but none have proved to be efficient: the Odour Bait Technique (OBT) and the Sterile Insect Technique (SIT) were just some of them. The OBT method involves the erection of nets sprayed with an insecticide which attracts the fly with a special odour. This technique was discarded after tourists complained about the OBT nets that were strewn around the Okavango delta. The SIT method, set out by the Food and Agricultural Organization (FAO) together with the International Atomic Energy Agency (IAEA), involves the release of sterile male flies into the environment which then mate with the females, who do not breed. The problem with this technique is that, to be effective, a great number of sterile males are required in order to out-number the fertile insects. In Zanzibar this technique has been used with great success, and the ratio of sterile males to fertile males was 50 millions to one.
