They do not reflect the official position of the US Government, Department of Defense, the United States Air Force, or Air University. ABOUT THE AUTHOR ACKNOWLEDGMENTS ABSTRACT NATO initiated Operation DENY FLIGHT at the request of the UN Security Council in April of 1993, in response to the on-going war in Bosnia-Herzegovina. Two and one half years later, in December of 1995, DENY FLIGHT officially ended after an almost continuous 970 day "aerial presence" constituting over 100,000 aircraft sorties. In that time, NATO aircraft dropped more than 3000 bombs while participating in combat operations for the first time in Alliance history. DENY FLIGHT’s initial mission was to enforce a UN Security Council mandated "no-fly" zone over Bosnia. This mission expanded in the ensuing months to include Close Air Support, when requested, for UN Protection Forces on the ground, and to deter Serb aggression against six UN designated "safe areas." By August 1995, warring Croats, Muslims, and Serbs had consistently violated the no-fly zone. The UN had documented over 5000 airspace violations, primarily by helicopters. Serbs, Croats, and Muslims had killed or wounded over one hundred UNPROFOR soldiers and aid workers and the Serbs had overrun three of the six designated safe areas. Serbs had also used UNPROFOR soldiers as "human shields" to guard against NATO airstrikes.

History: Under pressure from Austria, Ottoman rule began to weaken during the 18th and 19th centuries, until the Turks were finally expelled following the Russo/Serbian-Turkish war of 1876; Bosnia was assigned to the Austro-Hungarian Empire by the Congress of Berlin. An influx of non-Muslims from the north around this time brought Bosnia to something close to its present-day ethnic mix. The decision by Vienna to annex Bosnia fully in 1908 produced a destabilising chain of events contributing to the First Balkan war of 1912–13, then to the assassination of the Austrian Archduke Franz Ferdinand in the Bosnian capital, Sarajevo, by a Serb revolutionary, Gavrilo Princip, in June 1914. This single event led directly to the outbreak of World War I. At the end of the war, with the approval of the victorious Great Powers, Serbia annexed Bosnia as part of the new ‘Kingdom of Serbs, Croats and Slovenes’, which was renamed ‘Yugoslavia’ in 1929. After Yugoslavia’s dismemberment by the Axis powers during World War II, the area was incorporated into a so-called ‘Independent State of Croatia’, ruled by the fascist Ustasa movement, under the joint sponsorship of both Nazi Germany and its ally Italy, with the Vatican also giving its support. Among other things, this resulted in an Ustasa policy of genocide against the local Serbs (henceforth a numerical minority as a result), often supported and aided by the Slavic Muslims, who had strongly resented Serb rule before the war. Concomitantly, the area was also the major battleground of the Yugoslav civil war proper, between royalist Chetnik forces loyal to the exiled King Peter II and his government in London, and Partisans under the control of the Communist Party of Yugoslavia, led by Josip Broz Tito. Following the Communist take-over in 1945, Bosnia and Herzegovina became a constituent republic of the new Yugoslav federation.

The judges of the War Crimes Tribunal at The Hague called on Professor Paul Garde to give an historic overview of the Balkans region and Garde then fielded questions from the judges. Garde's testimony was given June 27-28, 1996. He is a professor of Slav literature and languages and has written many lingustics books. Since 1991 Garde's research and writing have focused on the break-up of Yugoslavia.
Q. What are some of the key events in the history of the former Yugoslavia? A. In the former Yugoslavia, in the western part of the Balkans, you have different peoples living there that speak the same language or similar languages the southern Slavic languages and you have peoples who for a long time have belonged to different cultural areas. You have the Serbs and Macedonians that belonged to eastern Christianity or orthodoxy, then you have the Croats that belong to western Christianity, to Catholicism. So, basically, you have different cultural backgrounds and you have sociological different habits, as it were. Back in the Middle Ages at different times you had Serb states, you had Croat states, you had Bosnian states, at different times, and covering different areas. And in modern times, as applied to the rest of the Balkans, you had the Ottoman Empire, and the regions in the north west were excluded from the Ottoman Empire and belonged to the Habsburg Empire.

Bosnia and Herzegovina Introduction Back to Top Bosnia and Herzegovina (in Serbo-Croatian, Bosna i Herzegovina), republic in south-eastern Europe, in the Balkan Peninsula, bounded on the north and west by Croatia, and on the east and south by Serbia and Montenegro. Formerly a constituent republic of the Socialist Federal Republic of Yugoslavia, Bosnia and Herzegovina declared its independence in March 1992. Civil war then broke out in the country as Bosnia and Herzegovina became involved in the Bosnian-Croatian-Serbian War. Bosnia and Herzegovina (often referred to simply as Bosnia) has a territory of about 51,129 sq km (30,677 sq mi). After the 1995 peace accord, however, the country was formally split into a Muslim-Croat federation controlling 51 per cent of its territory, and a Bosnian-Serb statelet with 49 per cent. Bosnia's History
From the late 6th century A.D. to the early 20th century. Because of Bosnia's and Hercegovina's relatively isolated position, it began to develop somewhat independently, soon having its own uniquely "Bosnian" Church. Their beliefs are unclear. Some say it was an off-shoot of the Manichaeistic "Bogomils" that originated in Bulgaria. There are various different opinions on the subject. It could, however, simply have been a Church with differing practices, a mixture of Latin and Eastern Rites. The region we know know as "Bosnia-Hercegovina", however, always had significant numbers of Orthodox and Roman Catholic believers, and the Bosnian Church was probably only a minority. An independent Bosnian kingdom DID exist from the mid 13th century to the late 15th century, when the Balkans became dominated by the Turks. At the same time, the kingdoms of Serbia and Bulgaria were at their height and the most powerful forces in the region, until they, too, fell to the Ottoman Turkish armies. However, the extent of the kingdom known as "Bosna" varied considerably Basically it was a small pocket that comprised a portion of the Dalmatian coast and extended eastward, perhaps as far as the modern city of Sarajevo. It should be noted that the concept of "national identity" as we know it today was only in its beginning stages of development during this time of imperial kingdoms. Under Turkish domination, the communities were divided into "millets," which were based on religion. This separated the Orthodox Christians, Roman Catholic Christians, and the Turkish Muslims (and converts to Islam). What had developed as the Bosnian Church was soon absorbed by the Muslim pressure to convert, along with some Orthodox and Catholic Christians, which granted the right to own land and certain other favorable conditions. The Yugoslavia which emerged from World War II was a six republic federation. From north-west to south east, the political entities were Slovenia, Croatia, Bosnia-Herzegovina, Serbia, Montenegro and Macedonia. At various times during the past millennium, the country know known as Yugoslavia, and its surrounding countries, straddled the borders of three faith groups: Islam, Orthodox Christianity, and Roman Catholicism. Various sources give conflicting stories of the area's past. The following is our initial attempt at describing the history of Yugoslavia. Lecture No. 12: Bosnia-Hercegovina and the failure of reform in Austria-Hungary
Previous lecture Complete list of lectures Next lecture Revolution and reform represented two approaches to change in late nineteenth century Europe. For the Habsburgs, like the Ottomans, revolutionary nationalism was not acceptable as a solution to political and social problems. Instead, Austria-Hungary's leaders expected that reforms would bring economic progress, out of which would flow personal prosperity and ultimately political stability. Lecture 11 showed that reform efforts lagged and ultimately failed in the Ottoman Empire, because Ottoman leaders too often regarded reformers as outsiders usurping the power of the proper Turkish authorities. "Reform" meant Western ideas and Western innovations, forced onto an unwilling Ottoman establishment. Denied the help of the Ottoman state, Western European reformers (even the leaders of the Great Powers) got nowhere. In the case of Austria-Hungary, reform had no such handicap. Austria-Hungary was a "Western" state: ideas that were foreign novelties in Turkey were the norm in the Habsburg Empire. The Habsburgs had accepted legal equality, religious toleration, applied science and rational government during the Enlightenment and the reign of Joseph II. Given a chance to apply these Western notions in southeastern Europe, the Habsburg state in theory should have rapidly demonstrated the value of reform and the power of "modern" Western society to solve problems of Balkan backwardness.

Dizdarevic does a good job of showing the terror of everyday life in Sarajevo. What struck me about this book is how the population slowly accomodated itself to random shootings and starvation. As the population adjusted itself, you can feel the anger welling up inside the author against the world leaders and the UN. UN troops sat around and did nothing.
