Determining if tax-free munis are right for your portfolio
Municipal bonds, or "munis" for short, are IOU's issued by city, county, and state governments in order to raise money for community projects such as a highway, new school, or hospital. Their primary attraction is that the interest paid to the owner of a municipal bond is exempt from federal taxes. In most cases, if the investor resides in the state the bonds were issued in, he / she maybe exempt from state and local taxes as well.

From Stocks to Bonds: Investing Basics

One hears about it any time it reaches a new high or a new low, and also daily in statements like "The Dow Jones Industrial Average rose two percent today, with advances leading declines by a margin of..." One may also hear about bonds and having a good investment portfolio, but what does it all mean?
All those fancy terms mentioned before lie under one general heading: finance. Finance is the term used to describe the creation and maintenance of wealth. Obviously, everyone is not finance majors, but everyone could definitely use the information if they want to have access to the wealth it implies.
Having said that, lets move on to stocks. Quite simply, stock, also referred to as an equity security, is ownership in a company. Imagine that you own a business. If a person were to divide that business up into small pieces and sell those pieces, one would essentially have issued stock. An owner of stock is allowed to vote in corporate matters pertaining to the running of that company. Also, he or she, receives a return on that investment in the form of a dividend, payable at the end of the business year, or technically speaking, the fiscal year.
A second type of return also accumulates to the owner in the form of an appreciation in the stock price. Many investors invest in a company primarily for this kind of return. However, since stock is essentially a measure of ownership, as owner you share in the risk of the business. Therefore, while one may yield considerable profit from investing in stock, there's also a 50-50 chance of a loss.

What Is a Bond?
Ever borrow money from someone? Sure you have. It happens all the time. Forget your lunch money? Wanna buy a soda? Need cab fare? People borrow money every day for all kinds of reasons. Much like people, large organizations such as corporations, the federal government, and state and local governments all need to borrow money occasionally. Unlike you and me, it is awfully difficult for these organizations to get as much money as they need just with the promise to repay it the next day. Instead, they have to agree not only to pay back the amount they borrowed, but also to pay a little extra in the form of a fee (interest) for the privilege of borrowing the money. Bonds are a form of indebtedness that is sold to the public in set increments, normally in the neighborhood of $1000. In return for loaning the debtor the money, the lender gets a piece of paper that stipulates how much was lent, the agreed-upon interest rate, how often interest will be paid, and the term of the loan.
