Oruro - Culture The city of Oruro is a mixture of history, customs, culture, and folklore. The Carnival of Oruro has been and is one of the most important folkloric shows of the Andean region. Year round the city has a number of attractions, including the Virgin del Savon Sanctuary and the Museum of Archaeology, which has an interesting collection of Carnival masks. The artisans who craft Carnival masks and embroidery can be found along the Calle La Paz. Oruro is the regional administrative and commercial capital, and mining plays, or rather used to play an important role. The mineral riches and the ores in the mountains, were the economical backbone of the city. The carnival becomes more and more fabulous every year, but the miners, who once controlled the event, have disappeared from the carnival groups, and their carnival is celebrated in the street on a totally different social level. Santa Cruz - Culture C Santa Cruz's transformation from a quiet lowland town to a rapidly growing urban center in less than 50 years has been complete and dramatic. The city continues to grow at extremely high rates. In 1950, just before the popular revolution and land reform, the population of the city of Santa Cruz was approximately 43,000 people. By 1976, the population had grown to about 256,000.1 That represents a growth of six times its original size in just 25 years. This rapid urbanization has not slowed yet. The city continues to increase at a rate near 8% each year as is has since 1976. The city's very dynamic population makes maintenance of up-to-date statistics difficult, but the most recent estimates place the population above 800,000. It has surpassed Cochabamba as the second largest city shop with their migrant maids. The smells and sounds of the market float over the government buildings on the Plaza Principal where sloths hang in the palm trees, oblivious to the city that has sprung up around their small square of jungle trapped in the center of ever-expanding urbanization. The sloths' slow, lazy pace is a reminder of the town's previous identity as a sleepy, Spanish colonial town in the middle of the jungle. It is only the last fifty years that have transformed that dusty frontier town into a dynamic boom town whose rapid growth has made it the second largest city in the nation. Over half of the population is full-blooded indigenous and the vast majority has some ethnic connection to the indigenous cultures that lived in the region before the arrival of Europeans. About 70% of the population lives in the Altiplano, despite the cold and harshness of the region. Most Bolivians speak Quechua or Aymara in addition to Spanish. The standard of living is relatively low in Bolivia compared to other countries in South America, mostly due to its historically slow economic development. The national dance is the cueca , which originated from the Chilean version of the dance. Cueca consists of couples moving to three quarters time while waving handkerchiefs. The Cueca dance of Bolivia is most commonly seen during festivals.

The Spanish arrived in 1531, and Francisco Pizarro and Diego de Almagro made their way inward looking for wealth and land. They returned to Spain to look for reinforcements in order to return to the New World. Return he did, marching into Cajamarca, in northern Peru, before capturing, ransoming and executing the Inca emperor, Atahualpa, in 1533. Bolivia has undergone 191 governments since independence. It has been ruled by corrupt officials and hard line military juntas. Finally, in 1982 a leftist civilian movement called the Movimiento de la Izquierda Revolucionario won the election against the military. This government began the difficult job of reforming the government into a true democracy.

QUIPUS CULTURAL FOUNDATION
The Quipus Cultural Foundation (QCF) is a non-profit organization established in 1985 by a group of prominent Bolivians . It is concerned with the promotion and preservation of the cultural and artistic expressions of Bolivia's diverse ethnic groups . Compared to many other South American countries, Bolivia has maintained its pre-Columbian traditions and identities. Its rural and urban citizens are highly influenced by Andean and other indigenous world views. The dynamic mixing of these and Western world-views creates rich art, craft and culture.
The principal strategy that the Foundation employs is to stimulate the active interest of Bolivians in their pre-columbian and colonial history, and their understanding of the processes that have created today's multi-cultural society. Unfortunately, this effervescent culture is not legitimized within the educational system which teaches history from colonialism on, even though more that 60% of the population speaks a native language. The Foundation is designing a Museum of Bolivian Arts and Cultures in La Paz to accomplish these goals, and is creating interactive theater programs in Sucre for children to learn about the culture of indigenous groups throughout Bolivia.

Some have said that Bolivia is timeless; a land that refuses to change. Maybe, BUT a guide that exists to expound on the Bolivian culture should not be timeless it needs to be current. This guide is not current. Mark Cramer initially wrote this book pre-1996, and though the title page states the text was "revisited in 2001" I found nothing in the book that included the last five years of Bolivia's revolts and reformations. Bolivia is a country with serious upheavals (economic and political) and it has an engaging and often revolutionary political system. My visit this year to Bolivia showed me that the country and people do change, and they have. This book should have illustrated this fact. My criticism does not mean that the book is without 'some' significance. Cramer's first 100 pages are somewhat engaging and informative. His writing is at its best in the chapter that deals with "Social and Business Customs". Sadly, half of that chapter is used to list the various festivals in Bolivia, without adequately telling you the "why" each festival exists, i.e. "San Rafael" (24 Oct.) "A four day festival in Santa Fe with folk dancing and more drinking." The last 150 pages are superfluous. Instead of guiding you deeper into the customs, culture and etiquette (the normal focus of 'Culture Shock!' guides) Cramer takes a hike... literally. He attempts to turn the book into a travel guide, and not a good one at that.
