REGISTRATION:
In January 2001, the Department of Motor Vehicles (DMV) assumed boat registration from the U.S. Coast Guard (USCG).
  • All motorized boats must be registered. All non-motorized boats over 10 feet must be registered. Boats with current USCG registration need not register
  • with DMV until their registration expires.
  • Registration card must be carried on board the boat.

SAFETY EQUIPMENT REQUIREMENTS:

Statewide Boating Regulations for Non-Tidal Waters:
Effective June 1, 2001 , all children under the age of 7 must WEAR a United States Coast Guard approved Personal Flotation Device (Life Jacket - Type I, II, III or V) while underway on a recreational vessel under 21 feet in length on Maryland waters. Recreational vessel includes motorboats, sailboats, canoes, kayaks, rowboats, and any other device capable of being used for transportation on the water, when the vessel is being used for other than commercial purposes.
The Life Jacket must be the proper size for the child and must be in good and serviceable condition.
This requirement does not apply when:
  • A vessel is moored or anchored. A child is below deck or in an enclosed cabin.
The following are the Department of Natural Resources (DNR) regulations applicable to Deep Creek Lake:
  • Boating accidents must be reported. When water-skiing, two persons in the boat (an operator and an observer) must be at least 12 years old.

    "Just the facts Ma'am." Boating can be great fun, but don't let your weekend outing turn into a tragedy. Most fatal boating accidents involve people who suddenly and unexpectedly find themselves in the water without a life jacket. About 50% of all boating fatalities occur: - On lakes, ponds and reservoirs and not on navigable waterways,
    - On weekend afternoons,
    - In calm weather,
    - In full daylight,
    - In boats 12-16 feet long,
    - 2/3 involved in fatal boating accidents have had no training in boat handling and safety,
    - Are 26-50 years of age,
    - 87% do not wear lifejackets,
    - A large percentage have been drinking,
    - Most think of themselves as "swimmers"! Hypothermia: Hypothermia is a major killer in aquatic mishaps. Hypothermia is a reduction in the body's core temperature below where normal biological functions can occur. Your body loses heat more rapidly than it can replenish it. It can kill you at temperatures well above freezing. It can occur at any time of the year in strong winds, especially if your clothing is wet, but occurs most rapidly when the body is in cold water. It is a serious life threatening condition. If you suspect hypothermia seek prompt and competent medical attention. The colder the water the more rapidly hypothermia occurs. It can occur in water as warm as 80 degrees if you are exposed to it for a long enough time. The shivering you may experience in mild cases of hypothermia is one means the body has to keep itself warm. I imagine that most people have experienced some type of mild hypothermia while swimming for long periods.

    Know the Law Required Equipment Recommended Equipment Marine Sanitation Devices (MSDs)
    Know the Law Boarding Preparations You've been stopped by the local marine patrol for a routine equipment check. According to your recent Courtesy Marine Exam, you are carrying all required and recommended equipment. But, do you know what else marine officers are likely to check? Numbering and Registration Just as you wouldn't drive your car without a license plate, current sticker, and registration, your boat must be properly numbered, stickered, and your registration on board. Boat numbers must be affixed on both bows with three inch contrasting letters, with spaces or hyphens between numerals and letters, as: MD 1234 AB or MD-1234-AB. This is a Federal and State requirement. Also, the State requires a current sticker immediately after or before the boat numbers on the port side. Many boaters like to carry their boat papers on a floating key ring handle so they will always have them close at hand. (Click on state numbering thumbnail for better view) Your vessel will also have (if manufactured since 1972) a Hull Identification Number which is the serial number of your vessel. This number is usually located on the upper right portion of the vessels' transom. This number indicates the boat manufacturer, its serial number, and the month and year of production. This number is used to register the boat, and to identify an individual boat.

NEW –At least one (1) U.S. Coast Guard approved Type IV (ring buoy OR seat cushion), per boat, is now required on all recreational boats regardless of size, in ADDITION to the wearable PFD required for each person onboard. Does not apply to personal watercraft (jet skis), canoes, kayaks and inflatable rafts. 2. Wearing of PFDs OLD –When being towed by a Personal Watercraft (PWC), skiers did not have to wear a PFD provided a dedicated observer was onboard in addition to the operator.     New Boating Safety Regulations Expected to Save Lives
    New regulations are being introduced this year to reduce boating fatalities in Canada from their present level of 200 annually. Currently in Canada, anyone of any age can operate any boat of any size without any formal training or experiences. In fact, two-thirds of those operating powered boats in Canada lack any formal training in boating safety or operation. With more and more boaters taking to the waterways in new, and increasingly powerful vessels, the status quo could be a recipe for disaster.
    Age and Horsepower Restrictions
    Effective April 1, 1999, children under the age of 12 will no longer be permitted to operate boats above 10 horsepower for recreational purposes unless accompanied by a person 16 years of age or older. On the same date, youth at least 12 years of age, but under 16 years of age, will no longer be permitted to operate boats above 40 horsepower unless accompanied by an individual 16 years of age or older. Finally, as of April 1, 1999, the new minimum age for operating Personal Water Craft (PWC) will be 16 years of age.
    Operator Competency
    Beginning on September 15, 1999 youth under 16 years of age (as of April 1, 1999) operating powered craft used for recreational purposes will be required to have proof of operator competency. This requirement will be extended to all operators of power boats less than four metres in length, as well as all PWCs. By September 15, 2009, proof of operator competency will be required for all power boat operators.

    The State Legislature enacted new boating regulations on March 17,1997. The new regulations establish minimum age limits for operation of personal watercraft. Persons between the ages of 12 and 16 are now prohibited from operating a personal watercraft without the direct, on-board supervision of a person over the age of 18. A personal watercraft is defined as a vessel less than 16 feet in length propelled by machinery, and designed to be operated by an individual sitting or kneeling on the vessel rather than sitting or kneeling inside the vessel. There are tougher restrictions on drinking and boating. Minimum blood-alcohol limits are now more stringent for boat operators who are under Ohio's legal drinking age of 21, bringing state boating law into agreement with the limit already in place for underage motor vehicle drivers. The new regulations increase the age requirement for a supervising person. The age of a person supervising boat operation by anyone under 12 years of age has been raised from 16 to 18 years of age. No one under 12 years of age may operate any vessel unless that person is under the direct visual and audible supervision of a person 18 years of age or older.

    When measuring a vessel, measure from the forward end to the after end across the deck down the center line, excluding the sheer. This means in a straight line and only that part of the hull that is permanent. EQUIPMENT CLASS A

    (26 feet, but under 40 feet) CLASS 3
    (40 feet or over in length) Every motorboat, principally used in North Dakota ,that is powered by any motor (including electric motors) must be registered with the Game and Fish Department.
