Nearly 700,000 boats were registered in 1989about one boat for every 6.3 people living in the state. With so many boaters, questions of boating safety arise. How safe is boating in Minnesota? What safety problems do boaters encounter and what should be done about them? To obtain answers to these and other questions related to the quality of boating in Minnesota, a statewide survey of registered Minnesota boat owners was conducted in 1988 by the University of Minnesota and the Minnesota Department of Natural Resources (DNR), funded by the DNR. In this section, speed regulation, lake specific boating restrictions, equipment requirements, and other related information is specified. Washington State marine laws also affect King County boaters. In the Revised Code of Washington (RCW) Chapter 79A.60, Regulation of Recreational Vessels, similar regulations affecting boaters can be found including the requirements for personal flotation device. The information presented in this factsheet is designed to give a brief overview of general regulations on King County lakes.

Each lake is unique, subsequently so are the boating regulations. These regulations were established through individual ordinances passed by the Metropolitan King County Council. The waters of Washington state are a national and international resource. Recreationally and commercially, these waters contribute to the well-being of residents of the Pacific Northwest. To help maintain this valuable resource, it is essential that all users of these waters, including recreational boaters, recognize their role in keeping these waters clean. Additionally, it's important that boaters operate their vessels in a safe manner to protect themselves and others from needless accidents and injuries.
The State Parks boating program promotes enjoyable, safe, environmentally responsible recreation on Washington's waters in partnership with government, business, educators, citizen action groups and the boating public. Program activities are guided by a citizen advisory committee and, where possible, all boating safety activities occur at the county and city levels. The program provides assistance in training, equipment and materials to local groups in carrying out a network of boating safety education and law enforcement activities. On a statewide basis, the program conducts a targeted boating safety information program intended to increase the safety awareness of specific groups of boaters. The program also works with the U.S. Coast Guard and other states to ensure reciprocity of boating regulations for ease of travel by boaters when crossing state and national boundaries.

Significant changes to Connecticut boating regulations went into effect March 9, 2004. These changes will increase safety and minimize environmental damage that can be associated with boating practices.

(PDF, 388K) With respect to Section numbers, the final regulations:
  • define "Slow-No-Wake" vessel operation;
  • require the use of reflective materials and appropriate symbols on all regulatory markers;
  • permit additional marker styles and delete the non-existent solid black buoy;
  • require any person desiring to place any type of marker to first obtain the approval of the chief executive authority of the town or lake authority;
  • require the Regatta Permit application to be submitted thirty days prior to the event and require a Regatta Permit for discharging pyrotechnic displays over state waters;
  • restrict the operation wing-in-ground effect vessels;
  • require the observer of water skiing on a personal watercraft to be at least 12 years of age;
  • permit the display of the recognized Federal Public Safety Light;

    New Boating Safety Regulations Expected to Save Lives
    January 18, 1999 TORONTO - David Anderson, Minister of Fisheries and Oceans, today unveiled changes to the regulatory framework governing recreational boating safety in Canada. The changes are designed to reduce the annual level of boating fatalities and accidents in Canada from their current levels of 200 and 6,000 respectively. "These are not "made-in-Ottawa" solutions," said Minister Anderson. Describing the extensive consultations that gave rise to the regulations, Minister Anderson stated, "They result from an extensive process of dialogue with Canadians who share an interest in making our waters safer. These individuals are the real architects of these common-sense and balanced measures." The new measures were presented to some 60 boating association representatives from across Canada at the Toronto International Boat Show. Highlights of the changes include the introduction of:

    Regulations Cal Boating is responsible for reviewing, updating, and adopting State boating regulations as needed to reflect changes in Federal boating law and to maintain uniformity among Federal and State laws. Local government entities may also adopt certain boating regulations, or ordinances, for waterways in their areas. These ordinances can pertain only to time-of-day restrictions, speed zones, special-use areas, and sanitation and pollution control. Cal Boating works with local agencies in the development of their regulations and recommends model local ordinances to maintain uniformity among boating ordinances.     Amendments Give Bite to Safe Boating Regulations
    July 2, 2002 OTTAWA Advice from the Canadian boating community has prompted amendments to the boating safety regulations that were introduced in 1999. "Now three years old, the regulations were in need of amendments to make them stronger and easier to enforce," said the Honourable Robert G. Thibault, Minister of Fisheries and Oceans. "Canadian boaters worked with the Canadian Coast Guard to identify where those improvements were needed." A first set of amendments, introduced earlier this year and now in effect, strengthened the regulations by providing the peace officers with more effective means to enforce the regulations. The Canadian Coast Guard is now able to intervene when it is believed that a boating safety course, accredited by the Canadian Coast Guard, is not being delivered according to criteria set out in the regulations. In addition, changes mean that parents will now bear the responsibility of compliance should their children violate the regulations. A second set of amendments, now being developed in consultation with stakeholders, will also provide the Coast Guard with a greater monitoring role over the delivery of courses and exams, and improve the standards used by the Canadian Coast Guard to accredit boating safety courses and exams. The proposed amendments would also help the Coast Guard build and manage a boating safety database required for enforcement agencies.

    Boating Rules and Regulations As a boater, you have to follow a set of rules and regulations that are designed to protect you, other boaters, and wildlife habitat of the region. The rules are not onerous, most involve common sense, and responsible boaters have no trouble abiding by them.
    It is worth noting that Ontario has on-the-spot ticketing and fines for boaters contravening regulations issued under the Canada Shipping Act and the Department of Transport Act (which includes the Historic Canals Regulations). This makes it much easier for the police to enforce the on-water rules and makes it safer for all boaters. Fines are not cheap, many are in the the $200+ range for offences such as not carrying enough PFDs, speeding, and failure to turn off electrical equipment while refuelling.

The new regulations resulted from approximately 4 years of consultations with the public, boating associations, manufacturers, cottagers, coroners, enforcement agencies and other stakeholders, and which proceeded along two tracks: one dealt with operator competency and age and horsepower restrictions; the other addressed Small Vessel Regulation amendments. [See OPHA's response to the call for input , submitted in Aug. 1998.] The new regulations include the following changes:
    • minimum age limits for operating power boats above 10 Horsepower and personal watercraft;
    • mandatory operator competency requirements (phased in over 10 years) for operators of recreational power boats;
    • minimum safety equipment and operation standards for all boats.
    The Small Vessel Regulations were expanded to include a "careless operation" offence which will allow enforcement agencies to issue tickets to reckless boaters who put themselves and others at risk.
