REGULATIONS - Florida Boating This section contains information on Florida Boating Regulations that are in addition to the Federal Requirements covered in the Basic Boating Course . If you have not reviewed the course material, please do so now. All Federal Requirements in the basic boating course apply to Florida; this section lists Florida Boating Requirements that are above and beyond Federal Requirements. The Nautical Know How Boating Safety ID card is recognized in the State of Florida as proof of successful completion of a Boating Safety Course. If you are covered by Florida's mandatory boater education law, you will also receive an ID card from the state of Florida. Florida and federal boating laws are presented in a summarized form. The laws in their entirety can be found by consulting Florida State Law. These laws are subject to change. It is the responsibility of the operator to be aware of the most current laws when using a boat. Certain bodies of water in Florida may have local restrictions as to type and size of watercraft or motor.

Age Restrictions Persons less than 14 years of age shall not operate a Personal Watercraft. No person born after September 30, 1980, may operate a vessel powered by a motor of 10 horsepower or greater unless he or she has in their possession a photographic identification and a boater safety identification card issued for successful completion of a NASBLA approved boating safety course. This law will be progressively phased in each year to include a larger segment of the boating population until October 1, 2001 when all persons 21 years of age or younger will be subject to this law. All vessels must be registered and numbered except boats propelled manually, sail boats eight feet or less in length without other means of propulsion, and certain public vessels. Out of state registration is valid for 90 days. In addition, some boats, such as houseboats, require a Forest Service permit to be on the lake in excess of 30 days per calendar year. This restriction applies primarily to boats equipped for overnight use. Contact the Shasta Lake District Office or the Shasta-Trinity National Forest Headquarters Office during business hours for more information on this subject. General Rules ... The boat operator is responsible for knowing the laws and regulations governing Shasta Lake, boat operations, and the conduct of passengers in the boat. The law shall not prevent common sense precautions which may be required by the ordinary practice of seamen or by special circumstances. The operator must know the proper procedures in the event of a boating accident. Reckless or Negligent Operation... includes riding on the bow, gunwale or transom of a boat when underway if there is no protective railing; maneuvering towed skiers or other devices, so as to pass the towline over another vessel; navigating a towing vessel and it's tow; and operating under the influence of intoxicants or drugs. Other actions such as speeding or skiing in confined or restricted areas or "buzzing" or "wetting down" others can also be construed to be reckless or negligent operation.

Fire Prevention Fire Restrictions Fireworks Firearms ... Permit Information Boat Safe and Sober! Alcohol and drug use have been cited as contributing factors in many boating injuries and fatalities. Studies indicate that the effects of alcohol and drugs are more pronounced when operating a boat. Alcohol and/or drug use combined with wind, increased noise levels, vibration, wave action and sun glare have been shown to have a tremendous adverse influence on judgment and response times. It is unlawful to operate a recreational vessel while under the influence of alcohol or drugs. Under California State law, a person with a blood alcohol level of .087% or greater is considered to be under the influence. Floating Debris Floating debris (such as limbs, logs and bark) generally enter the lake through rivers and streams. Following winter storms and during spring runoff, a considerable amount of debris may accumulate in Shasta and Trinity lakes. The rising lake also "refloats" any debris beached on the shoreline from previous years. The larger debris can present a physical obstacle for boaters, while smaller debris can clog water intake ports in boat engine cooling systems, and can ruin props. Boat operators should maintain a constant watch and travel at reduced speeds when these conditions exist.

Boating Regulations in Canada
The Canadian safe boating regulations require recreational boaters to obtain a pleasure craft operator card which demonstrates that they have the basic knowledge to operate a motorized pleasure craft safely.
Proof of competency required
The safe boating regulations require operators of motor boats to carry proof of competency if
  • They are born after April 1, 1983. They operate a boat under 4 metres. They operate a PWC (Jet ski or Seadoo).
By September 15, 2009, all boaters will be required to carry the boat license regardless of the size of their boat. The safe boating regulations do not have a grandfather clause.
Proof of competency can take 1 of 3 forms:
  • proof of having successfully completed a boating safety course in Canada prior to April 1, 1999; a pleasure craft operator card issued following the successful completion of a Canadian Coast Guard accredited test; a completed rental-boat safety checklist (for power-driven rental boats).

    BOATING REGULATIONS BOAT NUMBERING According to state law, boat identification numbers comprise the letters "SD" followed by a group of three numbers, which are then followed by two letters. The owner must permanently and securely display the numbers on each side of the forward part of the motorboat so that the numbers are clearly visible and readable at a distance of 100 feet on a clear day, without the aid of a magnifying device, when the motorboat is in the water. The numbers displayed must be a plain block design, upper case and measure at least 3 inches in height. The numbers must be a color that contrasts with the color of the vessel and be placed to read from left to right. There is no fixed formula for what constitutes contrasting colors, but blue on black, black on blue, brown on black, black on dark red, etc., are not contrasting to the degree that they can be clearly read from 100 feet. The choices need to be dark letters on light colored boats or light letters on dark boats. In addition, a space equal to one letter or number must be left between the letters "SD" and the group of three numbers and the final group of letters. Annual or three-year number validation decals must be displayed adjacent to the numbers on motorized vessels or on each side of the forward part of the vessel on non-motorized vessels and must be readily visible. No numbers or letters other than the assigned identification numbers may appear on the forward part of the vessel.
