THE British Government is poised to make an announcement about future changes to Bermuda’s Constitution.
Late last year, Government House irritated the Bermuda Government when, following orders from London, it asked people to write in saying how they thought future changes to the Constitution should be carried out. The PLP said if anyone was going conduct such an exercise it should be the Bermuda Government.
The British, however, decided to launch the consultation exercise in an effort to avoid a repeat of the bickering that enveloped the boundary change debate four years ago and the move to ‘one man one vote’, which required changing the Constitution.
Government House told the Bermuda Sun yesterday that it received a total of 28 submissions between November 2003 and January 2004, 19 of them were from individuals, the rest from organizations. They were forwarded to the Foreign and Commonwealth Office in February.
Asked what’s happened since then and whether Government House has been given any indication of what’s going to happen next, Government House replied: “[British] Ministers are being consulted with a view to an announcement of the outcome before long.”

THE ACTING DIRECTOR of Public Prosecutions is appealing the three-month jail sentence of a former Bermuda Government clerk who stole $159,493 from the Accountant General’s office and has not paid back a cent.
Clayton Albert Busby, 57, pleaded guilty earlier this year to stealing from the Government Employee Health Insurance Scheme between March 13, 2002 and June 26, 2003, and to forging Bank of Bermuda cheques.
Last month, Assistant Justice Philip Storr sentenced Busby to two years imprisonment although the Crown had asked for three-and-a half-years out of a maximum sentence of 7 years imprisonment.
The Assistant Justice then suspended all but three months of the sentence running it concurrently with another three-month sentence for other offences.
Acting Director of Public Prosecutions Kulandra Ratneser told the Bermuda Sun yesterday that he has already filed with the Supreme Court and hopes to see the appeal heard in the June sessions.
“In my view, the sentence is manifestly inadequate,” he said. “That is the basis of the appeal.”

Bermuda Government Intensifies E-Commerce Efforts
September 26, 1998 The island nation of Bermuda announced an initiative to develop e-commerce. This announcement was made by the government and the Bermuda International Business Association. Bermuda wants to attract global companies that would establish e-commerce operations. The CEO of the Bermuda Stock Exchange, William Woods, stated "Bermuda is already widely viewed as a leader among offshore jurisdictions in its e-commerce efforts. Our new initiative will enable Bermuda to increase that lead and offer global companies an alternative to even the larger business centers in the United States and Europe for cyber-based commerce." According to the statement the government has already allocated assets to exploit business opportunities, such as a business technology park development and fiberoptic communications networks. New from our Region Bermuda Housing Scandal Reveals Government's Abuse of Power Since last December when allegations of the Bermuda Housing Corporation (BHC) involvement in affordable housing programme corruption and misuse of taxpayers' funds to contractors, first arose, many officials within the Bermuda Government have rallied to maintain their own reputation and innocence in the scandal. Initial reports that a painter was paid more than $800,000 in several months, a gardener received $68,564 in three months, and a carpentry company received $487,193 over the course of seven months lead officials to call for a full independent investigation into the BHC's handling of the programme. What was discovered that the payments to these three contractors were merely the tip of the iceberg. It seems that inflated bills, according to sources, were a standard protocol at the BHC. In an effort to get to the bottom of the swindle against taxpayers, a Government auditor carried out an audit of BHC's finances and Health Minister Nelson Bascome under whose ministry the BHC falls, called for an internal investigation. Members of the Bermuda Government were targeted as knowing about the spending sprees and individuals within the BHC jockeyed for positions in the press, decrying their colleagues and proclaiming their own innocence. Misappropriation of funds even spanned as far as public money being used for personal home improvement and landscaping projects at certain officials' places of residence.

Welcome to the official web site of the Bermuda Turtle Project, a research and education programme sponsored by the Bermuda Aquarium, Museum and Zoo and the Caribbean Conservation Corporation. Since shortly after colonization in the early 1600s, Bermuda has had an impressive record of striving to protect sea turtles that are now endangered or threatened worldwide. The islands that make up Bermuda are surrounded by lush seagrass beds, healthy coral reefs, and crystal-clear, unpolluted waters which provide perfect habitat for young green turtles and hawksbills. Few other places on earth can match the beauty of this remote oceanic island where turtles enjoy complete protection. Bermuda is one of a number of locations worldwide where post-pelagic, immature green turtles occur in the complete absence of adults. It may be the best site in the world where green turtles of this age can be studied in their natural habitat. Whereas most studies of sea turtles take place on nesting beaches, Bermuda provides scientists and resource managers with a unique opportunity to study the little understood juvenile stage of the green turtle.

Bermuda's Cold War Legacy

On the outset of Second World War, the British government handed approximately one-tenth of Bermuda's landmass to the United States for military purposes on a 99-year lease. This was done without consultation of the Bermuda government or people, who live on just 54 square kilometres of land some 1,000 kilometres off the coast of Cape Hatteras, North Carolina, USA. Although the U.K. received some military supplies in exchange for this territory, no rent was ever charged or received. In the construction of the U.S. bases, over 150 Bermudians (out of an island population of then about 45,000) were displaced from close knit communities and resettled elsewhere on the island. A unique reef system was destroyed, resulting in the extinction of at least three endemic fish, and the entire ecosystem of the area was altered by dredging and landfill. After the war the bases served a strategic role for the U.S. military during the Cold War, becoming the first line of defence in the case of a naval assault. On September 1, 1995, the U.S. officially abandoned its bases, bringing to an end fifty-four years of military occupation of a large section of Bermuda's territory. The Canadian and British governments also abandoned their military bases around the same time. Investigations of the former base lands revealed extensive environmental damage. After negotiations, the U.K. and Canadian governments agreed to assume responsibility for damage on their former bases, yet the U.S. continues to ignore its responsibilities.
