Historical overview
People have lived in what is now known as Nigeria since at least 9000 BC, and evidence indicates that since at least 5000 BC some of them have practised settled agriculture. In the early centuries AD, powerful kingdoms emerged in the drier, northern savanna, prospering from trade ties with North Africa. At roughly the same time, the wetter, southern forested areas yielded city-states and looser federations sustained by agriculture and coastal trade. These systems changed radically with the arrival of Europeans in the late 15th century, the rise of the slave trade from the 16th through the 19th century, and formal colonization by Britain at the end of 19th century.
In precolonial times, the Niger area (present day Nigeria) was home to several kingdoms and tribal communities; in spite of European contact that began in the 16th century, they maintained their autonomy until the 19th century. The colonial era began in earnest in the late 19th century, when Britain consolidated its rule over Nigeria. In 1914 the British merged their northern and southern protectorates into a single state called the Colony and Protectorate of Nigeria. Nigeria became independent of British rule in 1960.

Of the countries covered by the regional delegation, Benin and Ghana were stable in 1998, while the three others – C´te d’Ivoire, Guinea and Togo – experienced some form of instability or unrest.
Tensions in C´te d’Ivoire
With two years to go before the presidential elections scheduled for 2000, tension was already mounting in C´te d’Ivoire. The government took a number of steps, including measures strengthening the role of the army in maintaining law and order and giving the Head of State greater powers over the postponement or cancellation of the electoral process. The opposition responded by calling on the civilian population to take to the streets in protest. Meanwhile, the military presence was increased in western C´te d'Ivoire, which is traditionally the focal point for opposition to the government and where some 150,000 Liberians had taken refuge.
Guinea affected by Sierra Leone conflict
In 1998, Guinea was involved militarily on two fronts. In June, it sent several hundred troops to Guinea-Bissau to help the government deal with the mutineers, [9] and Guinean forces clashed on several occasions with Sierra Leone rebels along the border in Guinea Foresti¨re. The country also experienced internal tensions linked to the presidential elections in December.

Introduction
Unrest in Ghana, Nigeria and Togo subsided by the end of 1994, although the root causes of the various political crises remained unresolved. Throughout the year the ICRC's regional delegation in Lagos maintained and strengthened its contacts with the political players in the different contexts. Dissemination of international humanitarian law to security forces remained one of its key activities, with positive developments in all four countries covered. Another priority for the ICRC was to help the region's National Red Cross Societies increase their emergency preparedness.
In view of the complexity of the situation in Nigeria, the ICRC decided to make its regional delegation in Lagos responsible for that country alone as from the beginning of 1995, and to transfer responsibility for Benin, Ghana and Togo to the regional delegation in Abidjan.

The ICRC funded and took part in six seminars on the law of war, attended by 120 officers and 60 non-commissioned officers from the Benin armed forces, the gendarmerie and the police. One of the seminars, in December, concentrated on the obligations and responsibilities of States with regard to the implementation of international humanitarian law. The Benin armed forces expressed their support for the ICRC in its attempts to obtain legislative protection for the red cross emblem.

Brief history of IPGRI in sub-Saharan Africa
The first IPGRI (then IBPGR-International Board for Plant Genetic Resources) office was established in West Africa in Ouagadougou, Burkina Faso in 1981. It was later moved to Niamey, Niger in l987 and given responsibility for West and Central Africa, with a single scientist. The Nairobi office was established in 1982 with, at that time, responsibility for Eastern and Southern Africa. One scientist also originally ran it. At this time IPGRI (IBPGR) was a field programme of the FAO and the initial emphasis of the work in sub-Saharan Africa was assistance to national programme in procurement and development of conservation facilities; collection of germplasm through both local and international missions and training of national programme staff in plant genetic resources conservation and use mainly at the University of Birmingham through fellowships provided by UNEP and FAO . Because of the urgent need to rescue germplasm from a multiplicity of threats IBPGR (IPGRI) located one collector in the LAC region and was based at IRAZ in Burundi while another collector was based in Harare Zimbabwe to facilitate germplasm collection in the Southern Africa region. After an internal re-organisation and the establishment of IPGRI as an independent CGIAR institute, the sub-Saharan Africa Group was established, with a main office in Nairobi. The office had four staff members (2 IRS and 2 LRS) and a sub-office for West and Central Africa in Niamey with two staff members (1 IRS and 1 LRS, the latter on a special project). This latter office was relocated to Cotonou, Benin in June 1996.

Progress Toward Poliomyelitis Eradication African Region, 1997
In 1988, the World Health Assembly established the goal of eradicating poliomyelitis worldwide by 2000 (1). To achieve this goal, the World Health Organization (WHO) promotes the implementation of specific strategies (2,3). Eradicating polio from the African continent is one of the remaining major challenges to achieving global eradication by the target date. This report summarizes progress in the African Region of WHO in 1997 with the implementation of polio eradication strategies, and suggests that polio eradication by 2000 remains a feasible target. During 1997 and the first quarter of 1998, a total of 36 countries in the region conducted National Immunization Days (NIDs) * ( ). These were the first NIDs for seven countries (Burundi, Guinea, Guinea-Bissau, Madagascar, Mali, Niger, and Senegal). Because of political instability, NIDs could not be conducted in Liberia, Republic of Congo, and Sierra Leone. Vaccination coverage was reported at greater than or equal to 80% for both rounds in all countries except Central African Republic (81% and 73%), Gabon (78% and 82%), Kenya (76% and 80%), Lesotho (67% and 65%), Mozambique (65% and 75%), Nigeria (72% and 91%), Rwanda (73%, first round results only), and South Africa (81% and 76%) ( ). DR Congo conducted Subnational Immunization Days (SNIDs) ** in 47 cities (25% of the total population); coverage was greater than 85% for both rounds.

Artistic production responds to refinements in metallurgic technologies and an intensified use of symbolic and ritualistic emblems of kingship. Artists of the Guinea coast are influenced aesthetically through contact with Islamic traders and the Portuguese, who often directly commission the carving of ivory objects. Additionally, the Akan (in what is now Ghana) develop an elaborate system of cast brass gold weights to measure the precious gold dust being traded to North Africa and then to Europe; the design of these gold weights is heavily influenced first by abstract Islamic visual motifs and later indigenous Akan aesthetics.
The royal court of Benin is believed to have originated in the thirteenth century. According to Edo oral tradition, the kingdom was governed by the thirty-one "Rulers of the Sky," or Ogiso kings. The Ada ceremonial sword, which in contemporary Benin court ritual remains an important emblem of kingship, is believed to date to this period. Eweka I, who may have been from the neighboring Yoruba dynasty, is the first Benin oba (king), succeeding the Ogiso kings around 1300. As we meet here, over the next two days, to focus on the subject of cotton, we need to remember and appreciate the historical contributions of this region to the world. The modern state of Benin was preceded by the ancient kingdom and empire of Dahomey, a wealthy and flourishing civilization.
