Belgium's tangled tongues date back to when Christ was a toddler and Franks were forcing Celts and Gauls into the land's southern regions, making an early form of Dutch the norm in the north. And so it remains, with French the accepted language in the south. Brussels, stuck in the middle, is one of the world's few officially bilingual capitals. The vast majority of Belgians are Roman Catholics, and despite a decline in church attendances, religious traditions still flavour much of Belgium's daily life. Early Belgian artists are credited with inventing oil painting, so it's no wonder the place has produced more than its fair share of masterpieces. The Flemish Primitive Jan van Eyck started it all in the 15th century, Pieter Brueghel followed with his portrayals of peasant life in the 16th century, and Pieter Paul Rubens dominated early 17th century art as the leading light of the Baroque period. In Antwerp, Rubens set up a highly productive studio of painters and turned out sensational religious allegories such as his famous Descent from the Cross At the turn of this century, the sinuous architecture of Art Nouveau started in Brussels led by Henri van de Velde and Victor Horta. Horta was famed for his interiors which avoided straight lines - ceilings simply became curved continuations of walls. Stained glass and wrought iron were much used to accentuate this whiplash of lines. Comic strips are another Belgian forte and while there are many local favourites, Herg©, the creator of the quiffed reporter Tintin, is the most widely known.

One of the most famous festivals is the three-day carnival at Binche, near Mons, held just before Lent. Another famous pageant is the Procession of the Holy Blood, held in Brugge in May. December 6 commemorates Saint Nicholas’s Day, an important children’s holiday. Belgium's rich artistic heritage makes it an artistic centre of considerable importance. The paintings of the Flemish masters are on display in museums throughout the country; Belgium's contribution to Art Nouveau is clearly evident in the Brussels cityscape; and folk culture is kept alive in a variety of indoor and outdoor museums. Brussels, Antwerp, Liège, and Ghent are centres of contemporary artistic creation. The National Orchestra and the National Opera in Brussels enjoy international acclaim. The renowned Queen Elisabeth of Belgium International Music Contest attracts talented young artists from throughout the world. The International String Quartet Competition in Liège and the Young Musicians' Competition also are significant annual musical events.

Belgium draws in the full gamut of international performers to its festivals and venues, but home-grown talent of international standing is still a rarity. Belgian cultural celebrities do not trip off the tongue: they wait to trip you up, to trick, tease and amuse. Tintin, Magritte and Jacques Brel make bizarre, wayward companions, as do Inspector Maigret, Jean-Claude van Damme and Toots Thielemans. These are not so much icons as quirky travelling companions who know their cultural limitations. The relative isolation of such talents reflects the fragmentation of the Belgian arts scene, in turn a result of the linguistic and political splintering of the country. The rival communities are beset by cultural differences which exacerbate artistic tensions. However, in the year 2000, Brussels will take on the mantle European Capital of Culture, and there are optimistic plans to bring the different communities together under one cultural umbrella. The city plans a series of exhibitions, street carnivals and film festivals to celebrate this year in the cultural limelight.
The written word
Literary Belgium has made few waves beyond its borders. Certainly, the country has suffered from the proximity and cultural dominance of the rich French and Dutch literary traditions. Strictly speaking, Belgian literature has no individual identity of its own; in the north, the Flemish-speaking writers look towards the Netherlands while the French speakers in the south look to France. As a result, even famous Belgian writers are often mistaken for French, a misapprehension which wounds national pride. In the past, Walloon writers have tended to be slow in correcting this impression since many considered themselves to be French writers of Belgian origin.

Libraries and Museums The Royal Museum for Fine Arts in Antwerp is noted for its collection of paintigs by the Flemish painter Peter Paul Rubens. The Royal Museum of Fine Arts of Belgium, located in Brussels, has a collection of artworks of many periods, a concert hall, and a cinema. Literature th century. Poet and playwright Maurice Maeterlinck, who wrote in Frech, won the Nobel Prize in literature in 1911. Art During the 15 th and 16 th Christmas Father Christmas is called 'Saint Nicholas', the same as in Holland and he is believed to bring presents on December 6 th , St. Nicholas Day, along time before Christmas. Small family presents are given at Christmas too, under the tree, or in stockings near the fire-place to be found in the morning. Christmas breakfast is a special sweet bread calles 'cougnou' or 'cougnolle' - the shape is supposed to be like baby Jesus. Some families will have another big meal on Christmas day.
