    Early History through the Soviet Era
    The region now constituting Belarus was colonized by East Slavic tribes from the 5th to the 8th cent. It fell (9th cent.) under the sway of Kievan Rus and was later (12th cent.) subdivided into several Belarussian principalities forming part of the Kievan state. Kiev's destruction by the Mongols in the 13th cent. facilitated the conquest (early 14th cent.) of Belarus by the dukes of Lithuania. The region became part of the grand duchy of Lithuania, which in 1569 was merged with Poland. The large Jewish population (later decimated by the Germans during World War II) settled in Belarus in the 14th cent. The region flourished under Lithuanian rule; but after the Polish-Lithuanian union Belarus lost its relative importance, and its ruling classes became thoroughly Polonized. In Mar., 1918, the Belarussian National Rada in Minsk proclaimed the region an independent republic; but in Jan., 1919, the Soviet government proclaimed a Belorussian Soviet Socialist Republic at Smolensk, and soon the Red Army occupied all of Belarus. In 1921, the Treaty of Riga, which ended the Soviet-Polish War, awarded W Belarus to Poland. The eastern and larger part formed the Belorussian SSR when the USSR was formally established in 1922. In Sept., 1939, the Soviet army overran W Belarus and incorporated it into the Belorussian SSR. Occupied by the Germans during World War II, Belorussia was one of the most devastated areas of the USSR. In 1945 its western border was adjusted slightly in favor of Poland, but the 1939 frontier remained essentially unchanged. The republic has had a separate seat in the United Nations since 1945.

Beginning in the 6th century the territory of modern Belarus was settled by East Slavic tribes, the ancestors of the Belorussians. In the 9th and 10th centuries several principalities emerged, the most important being centered around Polotsk (Polatsk) Through dynastic links they came to be part of Kievan Rus' and were converted to Orthodox Christianity.
After the disintegration of Kievan Rus' in the 13th century, the Belorussian lands were incorporated into the expanding Grand Duchy of Lithuania. At first the Belorussians exerted a strong religious and cultural influence on the pagan Lithuanians; after the dynastic union of Lithuania and Poland in 1386, however, the Lithuanians converted to Latin Christianity, and the position of the Orthodox Belorussians began to decline. The Belorussian bishops accepted union with Rome in 1596. Most of the population adhered to the EASTERN RITE (Uniate) church, but the nobility largely adopted Latin Rite Catholicism along with the Polish language and culture.
In the Partitions of Poland (1772, 1793, and 1795; see POLAND, PARTITIONS OF), Belarus was annexed to the Russian Empire. In the 19th century the Russians and Poles competed for the loyalty of the Belorussian (largely peasant) masses.Only in the late 19th century, after a peasant revolt led by Kastus Kalinouski (Konstantin Kalinovsky) in 1863, did a distinct Belorussian national awareness begin to develop.This was further stimulated by a literary revival,exemplified by the works of the Belorussian poets Yakub Kolas and Yanka Kupala.

Evidence of human occupation in Belarus goes back to the early Stone Age. Eastern Slavs were certainly here in the 6th to 8th centuries AD, during the Slav expansion. Many Belarusian towns became Tatar vassals after the Mongols defeated the region's Slav rulers in Kiev in 1240. During the 14th century the area was taken over by Lithuania, a 'hands-off' ruler that allowed Belarus to hang onto its Orthodox religion and its language, despite imposing serfdom on most of the locals. Over the next 400 years, Belarus became a cultural entity distinct from Russia and Ukraine. When Poland unified with Lithuania in 1569, Polish culture became much more prominent in Belarus and the Belarusian church was brought under the authority of the Vatican. By the end of the 18th century, Poland was getting a bit doddery, so Russia stepped in and took charge of Belarus. Russia was determined to make Belarus part of the great fatherland: publishing in the Belarusian language was banned and the Russian Orthodox church instituted. During the 19th century Belarus started moving from agriculture to a more industrialised economy. In the 1860s the serfs were freed, but poverty in the countryside remained so high that 1.5 million people emigrated around the turn of the century. Since the Russians required Jews to live in designated areas - one of which was Belarus - the country's urban Jewish population increased dramatically during the 19th century, and in some towns more than half the population was Jewish. Most urban areas were largely populated by Jews and Russians, while the Belarusians remained on the land, having little political influence or access to resources.

Membership became effective on March 13, 1998. Scouting was originally founded in 1909, as part of the Tsarist Russia. Scouting was banned in 1918 and revived in 1989. Belarus is the former Soviet Socialist Republic of Belorussia, which was part of the USSR before its collapse. In December 1991, Belarus became a founder member of the Commonwealth of Independent States (CIS). The capital city is Minsk. The Belarusian National Scout Association includes more than 7,500 members, both boys and girls, in 3 branches ranging from 8 to 17 years of age. They are spread all over the country but the majority of members come from the major cities. The first Belarusian Scout groups were created in 1909, just after the founding of Scouting in the England in 1907. Scouting's development stopped during the Soviet control. Scouting was reborn and reorganized in 1989. In December 1991, a National coordinating Committee was set up under the aegis of WOSM in order to promote the unification of the various Scout Associations, which appeared in different parts of the country. Scouting grew steadily with support from the Christian Orthodox and Catholic Churches, as well as the Youth Commission of the Parliament. In March 1997, as a result of a long process of reconciling divergent nationalistic trends in Scouting, a constituent assembly was held in Minsk. This assembly approved the creation of a united National Scout Association under the name, "BELARUSKAYA NATSIANALNAYA SKAUTSKAYA ASATSIYATSIA" .

The princes of Kiev ruled Belarus until the invasion of the Mongols in 1240, when most of its towns were destroyed. The region came under the control of powerful Lithuanians and, in 1386, under the Lithuanian-Polish Jagiellonian Dynasty. For centuries, the Poles and the Muscovites struggled bitterly over Belarus. In 1772, Catherine the Great gained control over part of the country, and, by 1795, Russia ruled all of Belarus. During the 19th and 20th centuries, the country again became a European battleground. Napoleon passed through Belarusand fought therein 1812, and the Germans fought the Soviets on Belarusian territory in World War I. Although a Soviet Socialist Republic was proclaimed in January 1919, fighting with Poland continued until 1921. Belarus suffered heavy losses in World War II, when some 2.2 million inhabitants perished. The postwar period saw a significant rebirth especially in the economic sphere. On August 25, 1991, Belarus declared its independence from the Soviet Union.

The stage was set for the emergence of a national consciousness by the industrialization and urbanization of the nineteenth century and by the subsequent publication of literature in the Belorussian language, which was often suppressed by Russian, and later Polish, authorities. It is ironic, then, that the first long-lived Belorussian state entity, the Belorussian Soviet Socialist Republic (Belorussian SSR), was created by outside forcesthe Bolshevik government in Moscow. And it was those same forces, the communists, whose downfall in 1991 precipitated the existence of an independent Belarus, which has been torn between its desire for independence and a longing for integration with newly independent Russia. The population of the Belorussian SSR was jolted into national awareness in the late 1980s with the occurrence of one disaster and the discovery of another. The explosion at the Chornobyl' (Chernobyl') nuclear power plant in Ukraine not only entailed the physically damaging radiation carried by the winds but also came to represent the toll taken on the country's sense of its ethnic and cultural identity by years of Russification. These two sets of consequences affected both the daily lives of the Belarusians and national politics: how was the country to remedy the two kinds of damage?

    The experiences of Belorus and the Belarussians in the 19th century led to the development of their national consciousness.
    Belorussians have been ruled by many nations. For the five hundred years before the 19th century Belarus had been controlled by the Polish state. Through the partitions of Poland in the late 18th century, Russia took control of the area. A new culture, a new language, and a new government were imposed upon the Belorussians. Was the coming of the Russians to the lands today known as Belarus an invasion of Polish lands, a retaking of Russian lands, or simply the transfer of rule over the Belorussians? Today Belarus is a separate state, but the question still remains, who are the Belorussians, and who should have a claim to their land? If the Belorussians are simply Polonized Russians as some claim, then possibly they should reunite with Russia. If they are Russified Poles, then they could reunite with Poland. However, if they are distinct as Belorussians they should maintain their sovereignty. bodyOffer(33145) During the 18th century the lands of Poland were partitioned three times, culminating in the disappearance of the Polish empire. The Russians occupied the eastern portion, including the area today known as Belarus. Catherine II, the tsarina of Russia, felt that she was returning lands that Poland had taken from the Russian empire centuries earlier. However, she found that more than a military occupation was needed to make Belarus a part of the Russian empire. She found that the Belorussians not only practiced a different religion and spoke a different language, but also had a different historical memory. Over the course of the 19th century Russia tried to alter these differences and make the Belorussians into Russians.

    Belarus, officially Republic of Belarus (1994 estimated population 10,405,000), c.80,150 square miles (207,600 square kilometers), Eastern central Europe, formerly a constituent republic of the USSR; it is sometimes called White Russia. It borders Poland (West); Russia (East); Ukraine (South); and Lithuania and Latvia (North). The majority of the people are Belarussians; Russians, Poles, and Ukrainians are among the minorities. The main religions are the Orthodox Eastern and Roman Catholic churches. Belarussian is the official language, but most people speak Russian.
    Minsk city (1990 estimated population 1,610,000), capital of Belarus on the Svisloch River. Founded c.1067, it became the capital of the Minsk principality in 1101, and a major trade and craft center by c.1500. Annexed by Lithuania (1326) and Poland (1569), it passed to Russia in 1793 and developed industrially in the 1870s. During World War Ii Minsk was heavily damaged and most of its large Jewish population was exterminated by occupying Nazi forces. The city was rebuilt and industry reestablished after the war. In 1991, with the collapse of the USSR, Minsk was chosen as the ceremonial headquarters of the new Commonwealth of Independent States. Other large cities include Homyel (Gomel), Mahilyow (Mogilev), Vitsyebsk (Vitebsk), Hrodna (Grodno), and Brest.
    Settled by East Slavic tribes (5th-8th century), the region became part of Kievan Russia (12th century), of the grand duchy of Lithuania (14th century), and of the Russian Empire (18th century) and was devastated by the Russian-Polish wars (16th-18th century), the Napoleonic invasion (1812), World War I (1914-18), and the Soviet-Polish war (1919-20).
