It has retained closer political and economic ties to Russia than any of the other former Soviet republics. Belarus and Russia signed a treaty on a two-state union on 8 December 1999 envisioning greater political and economic integration. Although Belarus agreed to a framework to carry out the accord, serious implementation has yet to take place.

    The United States shares the concerns that you and Mr. Duve have expressed with respect to the forthcoming elections in Belarus. We listened carefully this morning to our Belarusian colleague's presentation, but I must state candidly that we do not find it compelling. The late invitation and the visa denials to us constitute obstructions of ODIHR's observation efforts and are inconsistent with our common commitments made in Copenhagen and Istanbul.
    We call upon Belarus to cooperate fully with ODIHR's team now on the ground to issue visas to the two individuals who have previously been denied and to issue visas and accreditation rapidly to short-term observers.

    Click the link for more information. has consolidated power steadily in the executive branch through authoritarian means. He used a nondemocratic November 1996 referendum to amend the 1994 Constitution in order to broaden his powers and illegally extend his term in office. The new constitution has a popularly elected president who serves a 5-year term. The bicameral parliament consists of the 64-seat Council of the Republic and the 110-seat Chamber of Representatives. The president appoints the prime minister, who is the head of government. Administratively, the country is divided into six regions (provinces) or "voblasts". In October 2000, parliamentary elections occurred for the first time since the disputed referendum of 1996. According to OSCE/ODIHR, these elections failed to meet international standards for democratic elections. In particular the elections fell far short of meeting the minimum commitments for free, fair, equal, accountable and transparent elections. Following on from the flawed parliamentary elections, and based on the unrecognized 1996 constitution, Lukashenko announced early in 2001 that presidential elections would be held. International monitors noted sweeping human rights violations and nondemocratic practices throughout the election period, including massive vote counting fraud. These irregularities led the OSCE/ODIHR to find that these elections also failed to meet Belarus' OSCE commitments for democratic elections.

    The Constitution
    A new Belarusian constitution was submitted to the Supreme Soviet in three different versions before it was finally adopted on March 28, 1994, and went into effect on March 30, 1994. The new basic law declares the Republic of Belarus a democracy that operates on the basis of a diversity of political institutions, ideologies, and opinions, with all religions and creeds equal before the law. The official language is Belarusian, although Russian is retained as the language of interethnic communication. Belarus is declared a nuclear-free, neutral state. Moscow's slow response both to the accident at the Chornobyl' power plant and to the discovery of mass graves of Stalin's victims at Kurapaty led to demands for government accountability and reform. Ukraine's declaration of independence, in particular, led the Belorussian SSR to realize that the Soviet Union would not last long.     History: Belarus was part of the Grand Duchy of Lithuania during the 13th and 14th centuries. The Grand Duchy was united with Poland in the 1500s. Belarus then became part of the Russian Empire, following the dismemberment of Poland at the end of the 18th century. The Republic became part of the Soviet Union, after the Russo-German treaty of Brest-Litovsk in 1918, which ended World War I in Eastern Europe. Between 1941 and 1944, Belarus was occupied by German forces invading Russia; the region bore much of the brunt of the German occupation. An estimated two million people – including virtually the whole Jewish population – were murdered during this period. With the post-war settlement, Belarus returned to its former status as a Soviet republic but (uniquely among Soviet republics) was granted membership of the United Nations in its own right as a concession to Soviet requests for greater voting power at the assembly. The post-war Soviet era brought comparative prosperity to the Republic, as it became a major centre of manufacturing in the western USSR. Along with this came a sizeable Russian immigrant population, who now account for about one seventh of the total. Lacking the specific grievances that affected other Soviet areas, such as the Baltic republics, there was less pressure for reform during the Gorbachev era. The principal opposition formation, the Belarusian Popular Front, was formed in 1988, achieving some success at the elections to the (now disbanded) Congress of People’s Deputies in Moscow.
