Polar Bears and Whales: Contrasts in International Wildlife Regimes
    Introduction
    This paper examines the management and use of certain marine mammals in the nearshore areas in northern regions, where for many years the traditional use and commercial trade of marine mammals has sustained the health and vitality of both aboriginal and non-aboriginal communities and their distinctive cultures. To assist in examining the issue of sustainable and equitable resource use and management, two quite different marine mammal management regimes will be briefly described and their performance analyzed. These two management bodies are the International Whaling Commission (IWC) and the International Agreement on the Conservation of Polar Bears. One very important distinction between these two management regimes is the different understanding each holds of the role of people in wildlife and fisheries management. In these two perspectives, the reactionary position characterizing the whaling regime is strongly contrasted with a quite progressive view represented by the polar bear regime.

The biological characteristics, behavioral traits, current distribution and other interesting attributes of NY's black bears have been summarized and can be found in Black Bears in New York: Natural History, Range, And Interactions With People (283k pdf). This document was created to serve as an informational resource for individuals who have specific interests in black bears in NYS, or for those who simply may want to know about bears in general. As bear populations have increased during the last few decades, the need to address where bears occur and the effects that humans experience from the bear resource has received increasing levels of attention by wildlife managers. In addition to defining "where" bears occur and "how many" bears there are, there is a growing need to help people better understand, appreciate and coexist with bears. While this plan is intended to help guide the agency in the management of the bear resource, it will also help the public to interact with the DEC to examine and resolve existing and emerging bear issues. In addition to Biological Carrying Capacity, which focuses on the biological components of the bear resource, this plan also incorporates the concept of Social Carrying Capacity. Social Carrying Capacity reflects the desires and tolerance of humans who are affected positively or negatively by bears. This plan incorporates an ongoing process that is referred to as Adaptive Impact Management (AIM) . The AIM approach identifies people who are or can be affected by bears as Stakeholders. These individuals help to define and prioritize the Impacts associated with black bears. This process then seeks to suggest management actions which might serve to enhance positive impacts, mitigate negative impacts or accomplish both.
