HABITAT: During the summer they are found in areas where the vegetation is most dense, such as the slopes of river valleys and upland plains. During the winter, they inhabit areas where the snow cover is not as deep, such as beach ridges and rock outcrops.
DESCRIPTION: Peary Caribou are almost completely white with small antlers. They have a large blunt muzzle, short and broad ears, large feet, and crescent-shaped hooves.
THREATS TO: Hunting and human disturbance to feeding areas.

Endangered Species Act Legislation designed to protect specific species dates back to early history in the United States. However, the Endangered Species Act of 1966 was the first piece of legislation specifically addressing species with a threatened or endangered status. In 1973, the Endangered Species Act (ESA) was modified to include plants as well as animals. Overall, the ESA authorizes the Secretary of the Interior to determine which wildlife species are facing extinction in the United States. The act also prohibits the importation of endangered species and their products. The ESA recognizes endangered and threatened species as components of our ecosystem and stresses that integrity of ecosystems hinges on maintaining these species of concern. Threatened and endangered species serve many purposes in our society, such as providing educational, historical and ecological values. The ESA even provides distinction between species that are threatened and endangered. For instance, protection as a threatened species means that the species, according to all the information available, are likely to go extinct. Endangered species are those faced with extinction in all or most of their distribution, requiring complete protection.

    Success Stories THE EASTERN UNITED STATES Bald Eagles
    Recently downlisted as threatened, the bald eagle is beginning to make a comeback in Maine, New York, New Jersey, New Hampshire, Massachusetts, Vermont and Connecticut. Although banning DDT had a positive impact on this species, habitat loss has been a major cause of its decline. Section 7 of the ESA has worked successfully to protect the habitat of the nation's bird by requiring federal agencies, such as the Army Corps of Engineers, to consider the impacts of their actions on bald eagles. For example, a Corps authorized sewer upgrade in Bedford, N.H. was merely rerouted to avoid removing a large number of trees where bald eagles nested. Peregrine Falcons Listed as Endangered, the Peregrine falcon population has started to increase in response to reintroduction and habitat protection, as well as the elimination of other threats such as pesticide use. The original range of this species of bird, known best for its beauty and sharp hunting skills, included most of New England. Today, only a handful of breeding pairs are known to exist, including some new pairs in and around New York City.

    FAMILY: Ursidae STATUS: Threatened, Federal Register , January 7, 1992 DESCRIPTION: The Louisiana black bear is one of sixteen recognized subspecies of the American black bear U. americanus (Hall, 1981). This species was formerly widespread in North America, from northern Alaska, including Newfoundland, south to central northern Mexico (Lowrey, 1981). The Louisiana black bear is distinguished from other black bears by possessing a skull that is longer, more narrow, and flat, and by possessing proportionately large molar teeth (Nowak, 1986). Black bears are huge, bulky mammals with long black hair. Although weight varies considerably, large males may weigh more than 6OO pounds. BIOLOGICAL INFORMATION: The Louisiana black bear is a habitat generalist and often overwinters in hollow cypress trees either in or along sloughs, lakes, or riverbanks in bottomland habitats of the Tensas and Atchafalaya river basins. These bears are mobile, opportunistic, largely herbivorous omnivores that exploit a variety of foods and closely track phenological development. The distribution and abundance of foods, particularly mast, largely affects their movements. The size of an individual's range or area it traverses annually to secure food and mates and to care for young, is probably directly related to the diversity of vegetative cover, or habitats. Constituent elements of black bear habitat include hard and soft mast, escape cover, denning sites, corridor habitats, and some freedom from disturbance by man.

    What do the American alligator, Aleutian Canada goose, Loch Lomond coyote thistle, and Oregon silverspot butterfly have in common? They are protected by the Endangered Species Act (ESA). The American alligator, found in the Southeastern United States, has completely recovered, although it remains listed because it looks similar to the still endangered American crocodile. Only around 300 Aleutian Canada geese remained when they were listed as endangered in 1967; today there are almost 14,000 and they have been reclassified as threatened. The California Department of Fish and Game purchased and has begun to rehabilitate the only habitat where the coyote thistle occurs, and the plant has increased in density. Habitat management has secured three of the six silverspot butterfly populations. The protection afforded by the ESA currently extends to over 1,250 species, and most of them have completely recovered, partially recovered, had their habitat protected, or had their populations stabilized or increased. In fact, around 64 percent of the mammals and 68 percent of the bird species listed since 1973 (the year the ESA became law) were classified as "improving and stable" by 1994. As importantly, millions of acres of forests, beaches, and wetlandsthose species' essential habitatshave been protected from degradation and development.

    Hearing on Fish and Wildlife Conservation Bills
    Tuesday, July 7,1998, 9:00 a.m.
    Good morning, Mr. Chairman. Although I will not have comments on every bill before us this morning, I want to emphasize that these bills represent important issues in Fish and Wildlife Conservation. S. 361, and H.R. 2807, two versions of the Rhino and Tiger Product Labeling Act amend the Endangered Species Act to make certain labeling of products a criminal act. I am concerned about these provisions and concerned that these bills may be placing the administration of justice above the doing of justice. Under S. 361 specifically, if a person labels a product as containing any endangered or threatened species, this provision would make that labeling a criminal act regardless of the content of the package, and regardless of whether the package actually contains parts or products derived from the endangered or threatened species. The penalties for such labeling are enormous, potentially including confiscation of property and considerable fines. The purpose of the provision is to discourage trade in these threatened or endangered species. They say that it is impossible to test all packaging and that continuing to allow such product labeling does not sufficiently discourage trade in endangered and threatened species. Yet I fear that the means to this admirable end may be the discouragement of First Amendment rights. I remember just a few years ago when the Spotted Owl debate raged on, a small business in the Pacific Northwest relabeled some cans of potted meat product as containing Spotted Owl, a listed species. "Spotted Owl Helper" was packaged claiming to contain Spotted Owl. This humorous attempt to parody a critical habitat designation designed to end logging in the Pacific Northwest would become a criminal act under this law. Why?

By 1978, the bird was endangered in 43 states and threatened in five others. In 1995, the species was reclassified as threatened throughout the lower 48 states; it was never in danger in Alaska.

    Threatened and Endangered Species The following species are federally listed as threatened (T) or endangered (E). The species on this list are placed there by the US Fish and Wildlife Service (FWS) and the US National Marine Fisheries Service (NMFS). These agencies are responsible for evaluating candidate species and determining if the species are in danger of going extinct (threatened) or on the brink of extinction (endangered). FWS is responsible for the species that reside on the continent, while NMFS addresses species that spend all or part of there life at sea in US waters. FEMA is required to follow all federal laws, includeing the endangered species act. To this end FEMA will not fund any project that adversely impacts threatened / endangered species, or their habitat. The environmental review is in place to make sure that this dosen’t happen.
