STATEMENT DELIVERED BY THE TEMPORARY GOVERNOR FOR BARBADOS HONOURABLE MIA AMOR MOTTLEY, M.P. Mr. Chairman, Fellow Governors, President of the Bank, Directors, Bank Staff, Distinguished Guests. My Delegation wishes to thank you and the Government and People of St. Lucia for the splendid hospitality and arrangements you have made for this meeting. I would wish on this occasion to warmly congratulate the new President of the Bank, Dr.Compton Bourne, on his recent election to this office. Mr. Chairman, at the beginning of a new century and in the face of stiff economic challenges the Caribbean Development Bank needs to be a vibrant development institution providing strong intellectual leadership. I have worked with Dr. Bourne over the last six years within the UWI. It is my strong belief that Dr. Bourne will engender a climate in which the independent economic thought of which he spoke recently, will flourish. Mr. Chairman, the Caribbean Development Bank must consistently seek to engage the regional private sector in this quest to reconstruct the Caribbean economy. For among us, there is an emerging ethos of public/private sector partnerships designed to facilitate our development. There has indeed been a paradigm shift. Governments are contributing equity to projects and managing many of the externalities that arise therefrom whilst the private sector have been dealing with the commercial aspects of them. As a result therefore the Bank will need to fashion new instruments other than those within the framework of traditional public sector lending to fit these new realities in its Borrowing Member Countries.

A knowledge of history and an awareness of historical process and change are not derived exclusively from attendance at lectures and from the reading of books. Important supplements to the learning experience include discussions, formal as well as informal, the regular exchange of the results of research and observation, the experience of field trips, and the viewing of films on historical subjects. Some of these activities can be pursued on an individual basis, but most of them can be best organised in group form. For this reason, students are encouraged both to explore the available opportunities for such activity and to initiate such activity where the organisation does not exist or is functioning inefficiently. Examples of such organised activity are listed below. THE HISTORY FORUM In 1996, the Department replaced the more formal Staff/Student Seminar which had run for many years with the new History Forum. The Forum is a natural meeting place for all those with an interest in history to hear about current research, discuss current trends in the discipline and share ideas. Meetings of the Forum are held regularly during term times - usually once per fortnight - on Friday evenings from 4.30 pm in the Bruce St. John Conference Room. Presentations to the Forum include workshop papers, panels discussions, debates and reviews of important new publications, as well as the more traditional formal papers. Watch the History notice board for news of meetings of the Forum. We look forward to seeing you!

The Barbados Defence Force
In the late 1980s, Barbados was one of only two Eastern Caribbean states to maintain a standing military force (Antigua and Barbuda was the other). The Barbados Defence Force (BDF) was established in 1978 as a force completely separate from the RBPF. It has played a leading role in the RSS. Within the RSS framework, Barbados contributed the highest percentage of the system's budget, provided BDF headquarters as the RSS base of operations (and the BDF chief of staff as RSS coordinator), and informally earmarked the BDF as the primary regional reaction force in crisis situations. This understanding may have been abandoned, however, when the BLP government was voted out of power in May 1986. Domestically, the BDF was a somewhat controversial institution insofar as its existence underscored the Barbadian (and, one might well say, the Caribbean) ambivalence toward established military organizations. The circumstances that led then-Prime Minister Tom Adams to create the BDF were unsettling and worrisome to the government and to many Barbadians. Adams's October 1976 announcement of an aborted attempt by two United States nationals to seize power with the aid of mercenary forces (and the explosion five days after the announcement of a Cuban airplane at Grantley Adams International Airport) exposed the vulnerability of small island governments to destabilization by outside forces (just as the 1979 overthrow of the Eric Gairy government in Grenada displayed the susceptibility of such states to takeover by domestic dissident groups). The establishment of the BDF was subsequently justified, at least in the eyes of Adams and his supporters, by its successful December 1979 intervention on Union Island in St. Vincent and the Grenadines, which quelled an uprising by militant Rastafarians (see Glossary; Regional Security Threats, 1970-81, ch. 7).
