BARBADOS JUNE 02, 2002 Mr. President Madam Chairman Heads of Delegation Mr. Secretary General Distinguished Ladies and Gentlemen: Barbados is greatly honored that the people of the Americas have chosen our nation as the place to hold this most important assembly at such a vital stage in the development of our Hemisphere. I therefore take great pride and pleasure in welcoming all of you to Barbados on the occasion of the Thirty-Second Regular Session of the General Assembly of the Organisation of American States. I regret only that I cannot offer you the keys to the city of Bridgetown. We have no municipal form of Government in Barbados. Such keys as they are to our capital city are therefore firmly in the grasp of its elected Member of Parliament; the Deputy Prime Minister of Barbados and Minister of Foreign Affairs and Foreign Trade, Ms. Billie Miller, who will be your Chairperson at this meeting. She stands ready to extend to you every comfort and delight that Bridgetown has to offer to make this meeting held under her Chairmanship, and in her constituency, one of the most memorable in the history of this Organisation. This General Assembly is being convened in furtherance of one of nature's and history's great causes.

    Research Interests:
    Dr Drewett has worked on many projects worldwide including Britain, Portugal, Hong Kong, Barbados, the British Virgin Islands and the Cayman Islands. His main areas of interest include settlement and landscape archaeology particularly of early agricultural peoples. His current projects include a study of the eastern landscape visible from the major multiperiod enclosure complex at Mount Caburn in East Sussex and archaeological surveys and excavation on the Caribbean Islands of Barbados and Tortola. On Barbados the current project is focused on inland settlement including a reconsideration of the major Saladoid - Suazoid settlement in the Greenland Valley. On Tortola, British Virgin Islands, the project is concentrating on the total excavation of a coastal settlement site at Belmont which developed into a ceremonial centre with ball courts.

    History: Little is known of the early history of Barbados – it was probably occupied by Arawak Indians from South America up until the arrival of the Spanish, in the region in the early 16th century. The earliest European arrivals were the Portuguese, also in the early 16th century, although the British established the first settlements in 1627. Barbados was declared a British colony in 1663. Slaves were brought to the island from Africa, to work on the sugar plantations until the abolition of slavery in the mid-19th century. Barbados joined the West Indies Federation in 1958 and was granted internal self-government three years later. Full independence within the British Commonwealth was achieved in 1966. Politics on the island have since been dominated by the Barbados Labour Party (BLP) – formed by Grantley Adams in 1937 – and the rival Democratic Labour Party (DLP), which began life after a split in the BLP. The two parties have alternated between government and opposition since independence. The DLP’s most recent term of office ended in 1994, after eight years in charge. Since then, the BLP has been pre-eminent. At the most recent general election, held in January 1999, the BLP won an overwhelming victory, taking 26 of the 28 House of Assembly seats.

    How does IARU Region 2 emerge?
    The International Amateur Radio Union - IARU was founded in 1925 and over many years the organization served the worldwide interests of amateur radio. Then, in 1950, Member Societies in Europe and Africa, that is in Region I of the International Telecommunication Union Region - ITU - decided to form a regional organization called IARU Region I. Thereafter in 1975 the IARU Constitution itself was amended in order to recognize and incorporate into the world organization the existence of IARU regional organizations according to ITU division of the world into three administrative regions. Meanwhile, a group of IARU Member Societies in the Americas decided to also form a regional amateur radio organization on this Continent. Thus, on April 16, 1964, the First Pan-American Congress of Amateur Radio, organized by the Liga Mexicana de Radioexperimentadores is held in Mexico City. 15 countries of the Americas participated in this First General Assembly of Delegates who decided to create the Inter American Amateur Radio Union (IARU).

    PREAMBLE:
    The Pan American Sanitary Bureau (PASB) is the executive arm of the Pan American Health Organization (PAHO); it simultaneously serves as the Regional Office for the Americas of the World Health Organization.
    ORIGIN:
    In 1949, the Pan American Sanitary Organization and the World Health Organization agreed that the Pan American Sanitary Bureau would serve as the Regional Office of the World Health Organization for the Americas. In 1950, the Pan American Sanitary Organization was recognized as a fully autonomous and specialized inter-American organization. Thus, the Organization became a component of both the United Nations and the inter-American systems. The XV Pan American Sanitary Conference (San Juan, Puerto Rico, 1958) changed the name of the Pan American Sanitary Organization to the Pan American Health Organization. The name of the Pan American Sanitary Bureau remained unchanged.
    FUNDAMENTAL PURPOSES:

    Barclays has provided unbroken service to the Caribbean since May 1837. The early decades of the nineteenth century saw the establishment of the first joint stock banking companies in England, providing greater resources and security for shareholders and customers. Against this background, and the favourable economic conditions in both England and the West Indies, a group of merchants and bankers in London decided to establish a bank to operate in the West Indies. A Royal Charter to establish this bank, with the name The Colonial Bank, was granted on 1st June 1836, and the following May offices were opened across the Caribbean, commencing with offices in Barbados, Trinidad and British Guiana, and continuing later in 1837 with representation in St Lucia, Grenada, Antigua, Dominica, St Kitts, St Vincent, the Danish Virgins and Kingston, Jamaica. 1840 to
    Throughout much of the nineteenth century, the Colonial Bank operated as a virtual monopoly in the Caribbean, with the only serious competition being from the West India Bank in the 1840s. The spread of representation across the Caribbean islands provided a degree of resilience to local economic circumstances, and the Colonial Bank proved to be a commercial success.
