It has failed to deliver on one of its key election pledges - to improve law and order - but has made progress in cleaning up the environment and strengthening the economy. Nevertheless, it is the failure to reverse growing lawlessness in Bangladesh that is causing the most concern.     Bangladesh: government okay's marketing of anti-arsenic technologies
    The Bangladesh government has at the end of Feb 2004 cleared four technologies to remove arsenic from contaminated water for commercial use in the country. The Bangladesh Council for Scientific and Industrial Research (BCSIR) certified three household as well as chemical and one non- chemical arsenic removal plants that can filter arsenic. The BCSIR with the technical assistance of a Canadian NGO (non-governmental organisation) - the Ontario Centre for Environmental Technology Advancement - has been evaluating five technologies for the last two years. Of those, Alcan, Sidko, READ-F and Sono, validated in the field tests, achieved the BCSIR authorisation. The BCSIR started evaluation 17 technologies on 9 Mar 2002, provided by the Bangladesh Arsenic Mitigation Water Supply Project (BAMWSP). Five of these were field tested in Chapainawabganj, Manikganj, Hajiganj, Bera in Pabna and Kolaroa in Satkhira. Around the same time at an international three-day conference on arsenic contamination in Bangladesh, experts revealed that despite a seven-year effort Bangladesh still tops the list of 23 arsenic affected countries with 85 million people exposed to the poison. Lack of finances and coordination between bureaucrats and people at the grassroots, has prevented the government from tackling the problem adequately. The government had failed to formulate a concrete policy to address the arsenic problem, with many victims of poisoning failing to get treatment as a result.

26 April 2004 DHAKA, Apr 26 (OneWorld) - In a flagrant violation of human rights and Constitutional guidelines, last week the Bangladesh government arrested nearly 15,000 people in the capital Dhaka, in a bid to foil an agitation by the country's opposition party.
Worse, almost all those arrested were aged between 15 and 30 years, and were not even remotely connected with politics.
Many of them had just arrived in the capital from other districts for job interviews, some to consult doctors or give examinations, while some were just visitors. Others were ordinary citizens of Dhaka arrested enroute to work. Standing outside the Dhaka Central Jail, 40-year-old widow Kulsum, cries, "My son is only 15 and he works in a factory. He does not belong to any party."

Bangladesh's Ministry of Communication (MoC) set up a series of Web sites in 2003 to improve the flow of data from government to citizens.
Application Description
As a part of introducing e-governance, the Ministry of Communication in Bangladesh launched four Web sites of its major departments to enable citizen access to government information. In general terms, the Web sites provided information in English about the organisation, personnel and activities of the four agencies. More specifically, what has been published is: Ministry of Communication (MoC): provides basic information about the ministry, personnel working in the ministry and their details, current projects and programmes. Roads and Highways Department (RHD): contains a wide variety of information on technical and managerial issues. This includes road and bridge data, personnel data, financial project information, survey manuals, standard test procedures, geometric design standards as well as management plans for each area plus audit and financial reports. Bangladesh Road Transport Authority (BRTA): provides information on the services offered by BRTA, driving licence forms and procedures, the main vehicle regulations, as well as personnel and activities of the department.
