Overview
Bangladesh is governed by a multi-party parliamentary system of government. The executive power of the republic is exercised by or on the advice of the Prime Minister who commands the support of the majority members of Parliament and is appointed by the President. Other ministers, state ministers and deputy ministers are appointed by the Prime Minister. The Prime Minister nominates the cabinet members from among Parliament members and one-tenths of the total members are from outside of the Parliament. The cabinet is collectively accountable to the Parliament. The roles of head of state and head of government are separated. In the Bangladesh parliamentary systems, the head of state (the President) is generally a ceremonial position.

    Bangladesh government blames opposition leader for fatal blast
    Home Minister Mohammad Nasim comforts injured lawmaker Shamin Osman after the attack DHAKA, Bangladesh (CNN) Prime Minister Sheikh Hasina Sunday said her predecessor the leader of the opposition played a role in an bomb attack on a local office of the country's ruling Awami League. Saturday's blast in the riverport city of Narayanganj killed 22 people and injured roughly 100 others. Hasina, who has blamed right-wing leaders for earlier blasts, cited Khaleda Zia a former prime minister and leader of the rightist Bangladesh Nationalist Party in connection with Sunday's bombing.     Bangladesh is a parliamentary democracy, with broad powers exercised by the Prime Minister. Prime Minister Sheikh Hasina is the leader of the Awami League, which came to power in 1996 in national elections deemed to be free and fair by international observers. There is an active political opposition. Violence is a pervasive feature of politics, including political campaigns, and elections frequently are marred by violence, intimidation of voters, and rigging. The major opposition political parties have abstained from Parliament since July 1999, diminishing Parliament's effectiveness. The opposition parties accuse the Awami League Government of abusing its parliamentary majority to prevent real debate on legislation and national issues. The higher levels of the judiciary display a significant degree of independence and often rule against the Government; however, lower judicial officers fall under the executive, and are reluctant to challenge government decisions. The Home Affairs Ministry controls the police and paramilitary forces, which bear primary responsibility for maintaining internal security. The Government frequently uses the police for political purposes. There is widespread police corruption and lack of discipline. Police officers committed numerous serious human rights abuses.

    Continuous reportage during the first three quarters of year 2003 indicating the existence of Al Qaeda There has been spurt in the activities of Islamist extremists in the year 2003. Some of the major incidents were:
    • August 14: Police in Saudi Arabia arrest 21 terror suspects, including 11 Bangladeshis, from a house in the southern province of Jizan. June 16: A Time report in its June 16, 2003, issue indicates that Islamist extremists in Bangladesh may be attempting to make a radioactive "dirty" bomb. May 18: Police arrest five suspected Al Qaeda terrorists from the Deudoba Baniapara area in Rangpur. An unspecified amount of Saudi Rials (currency) is also recovered from their possession. May 7: HT cadres set ablaze a mosque of their opponents at Shakokati village, Gouranadi subdivision, under Barisal district, to avenge the killing of a HT cadre at Bhurghata on May 5. May 5: A Hizbut Tauhid (HT) member is killed and 25 others, including some Tauhid cadres, are injured in a clash between the HT and villagers at Bhurghata in the Barisal district.

    Bangladesh government introduces harsh new security laws
    By Y.A. Dharmasena 29 February 2000 Use this version to print Bangladesh President Shahabuddin Ahmed signed into law a Public Safety (Special Provisions) Bill on February 14 giving sweeping powers to the police. Under the pretext of dealing with criminals and terrorists, Prime Minister Sheik Hasina's government will use the new law to witchhunt the political opponents of the ruling Awami League regime and to suppress social unrest by workers and the poor. Hasina's regime has already begun to use the law against opposition activists. According to a report on February 18, 300 members of the opposition Bangladesh National Party (BNP), including the city mayor, have been charged under the new measures in Rajshahi, southwestern Bangladesh. In the Dhaka metropolitan area nine cases had been registered under the new law by February 17. Section 16 of the bill deprives those charged of the right to obtain bail during the trial period. If the tribunal finds an accused is not involved with the case it can grant bail but only after its investigation is completed. This investigation can take 75 days and a trial up to 90 days, and a tribunal can extend both periods.

    Bangladesh government spends on investors rather than hospitals and schools
    By Liz Mantell 3 April 1999 Despite the poverty, instability and hardship facing millions in Bangladesh, intensified in the aftermath of last year's floods, the government is pouring money into financial incentives and subsidies to entice foreign investors and extend the country's Export Processing Zones. On a five-day trade visit to England in mid-March, Commerce and Industries Minister Tofail Ahmed urged European investors "to enjoy a wide range of fiscal and non-fiscal incentives and other facilities offered by the government." Earlier in the year, he chastised Japanese investors in particular for their slow pace of investment and bragged that Bangladesh's "liberal investment policy [was] the best in Asia". He also pointed to the gas-based and power industries, fertilizer plants and telecommunications sectors as attractive areas for large-scale investment. Investors, however, are demanding the government vastly improve infrastructure. The government recently announced the allocation of substantial funds to repair roads and bridges damaged by the floods. Plans are also under way to construct new rail and road links, and to upgrade and expand other transport facilities to enable corporations to move goods more rapidly into and out of the country.
