U.S. reaffirms Balkans role
Rumsfeld: will consult Europe before withdrawing troops from Balkans By CNN Military Affairs Correspondent Jamie McIntyre THESSALONIKI, Greece (CNN) U.S. Defense Secretary Donald Rumsfeld has reaffirmed U.S. participation in peacekeeping missions in Bosnia and Kosovo. A day after inspecting U.S. troops in Kosovo, and meeting with American military commanders there, Rumsfeld said he is "certainly" convinced of the continued need for U.S. troops there. "There no question but that the SFOR (Bosnia Stabilisation Force) and KFOR (Kosovo Force) forces in the Balkans are making a very valuable contribution to stability in the region, and our interest is peace and stability in the region and finding ways to do it in the most effective and constructive possible way," Rumsfeld said. Rumsfeld's remarks came at a news conference prior to the opening session of the Southeastern Europe Defence Ministerial conference in Thessaloniki, Greece.

Elizabeth Dole heading to the Balkans
April 15, 1999
Web posted at: 1:10 p.m. EDT (1710 GMT)
WASHINGTON (AllPolitics, March 15) Former American Red Cross President and potential Republican presidential candidate Elizabeth Dole departs, as a private citizen, for Macedonia and Albania later Thursday. Mrs. Dole is heading to the Balkans to "let the (Kosovo) refugees know that we care and hear their plea." Dole will visit a Kosovo refugee camp in Macedonia on Friday. Saturday she will be in Albania meeting with leaders of that war-torn area, and return to the U.S. on Sunday. While giving a speech to 4,000 U.S. naval midshipmen in Annapolis,Maryland Wednesday night, Mrs. Dole spoke strongly about the current conflict in Yugoslavia. She said Yugoslav President Slobodan Milosevic "ought to be labeled a war criminal" and President Bill Clinton must "use all the power necessary" to win in Kosovo. She tackled head-on the politically volatile question of sending U.S. ground troops into Kosovo.

It is our objective to counter the distorted image held by the public of both the Serbs and the real nature of US and NATO intervention in the Balkans. We will proove that the military assault had nothing to do with humanitarian issues and that the KLA have commited violence against their own people who are loyal to Serbia. We hope to convince you that the truth is very different to what most of us currently believe and what the media wants us to believe. Fear of Arrest for Macedonian
    Human Rights Activist
    Last Updated: Feb. 11, 2002

The Macedonian authorities have reportedly threatened to arrest Mirjana Najcevska, a human rights activist and President of the Macedonian Helsinki Committee, after the Helsinki Committee published a report criticizing the human rights situation in the country. Ms. Najcevska is currently in France and plans to return to Macedonia shortly. If Mirjana Najcevska is arrested, Amnesty International will consider her a prisoner of conscience, detained solely for her work in defense of human rights. We are asking that you please send appeals immediately to the Macedonian authorities:
    • Expressing concern at reports that the authorities plan to arrest the President of the Macedonian branch of the Helsinki Committee, Mirjana Najcevska, solely for her work in defense of human rights.
    • Reminding the authorities that Macedonia is a party to the European Convention for the Protection of Human Rights and Fundamental Freedoms, Article 10 (1) of which states: "Everyone has the right to freedom of expression. This right shall include freedom to hold opinions and to receive and impart information and ideas without interference by public authority".

    Balkans Justice Bulletin:
    The Trial of Dominik Ilijasevic
    Human Rights Watch January 2004
    Introduction
The trial of Bosnian Croat Dominik Ilijasevic-Como, age 38, before the Zenica Cantonal Court, began on December 16, 2002 in Zenica, in Federation Bosnia and Herzegovina (Federation BH). The seven charges on the indictment arise from war-time abuses by Bosnian Croat forces against Bosniac (Bosnian Muslim) civilians in central Bosnia, including the October 23, 1993, killing of thirty-eight Bosniacs in the village of Stupni Do, central Bosnia. Ilijasevic denies all charges. Trial hearings will continue during 2004, but recent personnel changes in the Zenica Cantonal Court make it difficult to envisage when the verdict will be rendered. On December 10, 2003, the High Judicial and Prosecutorial Council of the Federation BH decided not to re-appoint the presiding judge in the Ilijasevic case to the position of a judge in the Zenica Cantonal Court. This decision could significantly slow down the trial. Given the ethnicity of the accused, the nature of the crimes, and the location of the trialÑin an area with a Bosniac majorityÑthere were concerns prior to the start of the trial that proceedings might be tainted by ethnic bias. These concerns were somewhat allayed by the composition of the five-member trial chamber: the presiding judge and one of the three lay-judges are Bosnians of non-Bosniac ethnicity. To date, Human Rights Watch is aware of no infringement of the rights of the accused during the trial. On February 7, 2003, the chamber even released Ilijasevic from prison having found that conditions the law prescribes for provisional release had been fulfilled.

There were many factors that contributed to the forming of a Serb national identity by the dawn of the nation-building 19th century. These are all largely based on the legacies that can be traced back to the Middle Ages. Serbian Rulers
Collection of Serbian rulers portraits from various monastery frescoes and other historical material. Medieval Royal Ornaments
Serbian rulers' ceremonial costume emerged from its Byzantine counterpart at the very moment when Serbian rulers chose to get close to Byzantium, politically as well as in matters of religion. That costume clearly shows the manner in which governmental power was comprehended and considered at the time, while simultaneously being filled with profound religious meaning. Byzantine Coinage
With subtle variety and remarkable longevity, Byzantine coinage is an excellent starting point for glimpsing into the millenial Greek Christian state, along with the Balkan Slav development that took place in the shadow and often under the auspices of the Universal Empire. Serbian Military Uniforms 1808 - 1918: A uniformed Serbian militia is mentioned at the end of the seventeenth century after the siege of Vienna in 1683, but no details are known of its dress. It can be supposed that it derived from national costumes like the uniform introduced at the end of the first half of the eighteenth century.

    U.S. joins Balkans peace mission
Powell starts the talks in Paris PARIS, France Renewed diplomatic efforts to end continuing violence in the Balkans are taking place in France with U.S. participation. U.S. Secretary of State Colin Powell has held his first meeting with foreign ministers from the six-nation Contact Group formed to tackle ongoing problems in the Balkans following the break-up of Yugoslavia. French Prime Minister Lionel Jospin voiced concern at what he calls a "unilateral" approach to international affairs by President George W. Bush's administration. Powell is due to meet both Jospin and French President Jacques Chirac while in France. There has been concern in Europe that Washington could unilaterally cut its commitments in the Balkans. But Powell said after Bush's election victory that U.S. troops entered Bosnia and Kosovo with their NATO allies and they would come out together.

Sarajevo summit seeks to write new Balkans chapter
    July 28, 1999

Web posted at: 10:53 p.m. EDT (0253 GMT)
WASHINGTON President Clinton is expected to depart early Thursday for Aviano Air Base in Italy, where he will spend the night before meeting with world leaders in Bosnia to endorse a "stability pact" for the war-torn Balkans. The leaders of southeastern European nations will first meet in Sarajevo on Thursday to discuss commitments to human rights, democracy and regional security. Western leaders will join in on Friday. The conference was agreed to during last month's G-8 summit in Cologne, Germany, and is sponsored by the European Union. Countless buildings in Sarajevo still lie in ruins from the 1992-1995 Bosnian War. The city where the 1914 assassination of an Austrian monarch dragged Europe into World War I was chosen for its symbolism.

The roots of the current conflicts can be found in the nationalist movements of the middle and late 19th century, the Balkan Wars of 1912 and the diplomacy leading up to it, and the continued fighting in the area through the two world wars.

UK urged to probe 'Balkans syndrome'
WEB EXCLUSIVE Patricia Kelly: NATO nations worry U.S.ammunition tied to cancer deaths LONDON, England Britain has been urged to join other European NATO members in conducting health checks on troops who served in the Balkans. Concern at the effects of depleted uranium used in armour-piercing shells on soldiers grew after Italy linked the deaths of six soldiers to exposure to radioactive material. A number of European allies have called for an investigation into deaths or illness among peacekeepers a condition dubbed "Balkans Syndrome" but Britain's Ministry of Defence (MoD) has said it sees no cause for concern and that the risks to troops are "minimal." But the pressure on London is set to increase after the MoD said on Sunday that its troops had fired depleted uranium at test ranges in the north of the country over the last 10 years.

Lecture 23: Social and economic change in the Balkans
Previous lecture Complete list of lectures Next lecture Significant changes from longstanding norms are easier to find in the area of Balkan socio-economic development than in the world of politics. No matter how discouraging the repetition of Balkan crises and nationalist enthusiasms appears, one must remember that the inhabitants of the Balkans today [in 1995] have access to better food, transportation, industries, health and personal goods than at any time in their history. There is room to hope that the satisfaction of basic human needs and wants can help blunt political discord. We can measure socio-economic progress in several ways. One is to compare contemporary achievements against historical statistics. Another is to compare production figures among the Balkan states themselves: when we do so, we can cautiously draw comparisons between change in the various socialist states and change in Greece, which went through a totally different "Free World" experience during the forty years of the Cold War. Finally, we can look for signs of fundamental change in social structures and practices. There are few more striking measures of social change in the Balkans than changes in the status of women. This lecture will spend some time on each of these three topics. Two questions can help us assess the degree of social and economic change in the Balkans since 1945:
