s the opening footage of Germans overtaking Polish cities in the fall of 1939 intimates, Films for the Humanities and Sciences’ newly released video, Eastern Europe, 1939-1953 , focuses on Hitler, Stalin, "high politics," military operations, and Poland. The film, now available on video, chronologically traces the political history of Eastern Europe and the Balkans up through Stalin’s death in 1953. The black and white original archival film, drawn primarily from Polish repositories, is visually arresting. Images of the dazed starving children of the Warsaw ghetto, mass graves of the Katyn Massacre victims, and the piled corpses of Polish resistance members are powerful. Nonetheless, precisely what a ghetto was or the motivations behind the Katyn Massacre and its cover-up remain unclear; the text does not do justice to the images. T his film demands a great deal from its viewer. That is to say, individuals lacking a strong background in Eastern European and Balkan history will find this film frustrating. Undoubtedly, the unfolding narrative would be easier to follow if maps were included. (The sixty-minute video features only one unlabeled map). As a result, place references such as "in the Carpathians," "Bessarabia," "in Silesia," and "on the Baltic" will confound some viewers. Similarly, some viewers will have difficulty recognizing or identifying Edvard Benes, Josip Broz Tito, Miklos Horthy, King Carol II of Romania, Ion Antonescu, or Jozef Tiso. Individual names, like place names, should appear on the screen when a figure is introduced. Complex terms such as the "intelligentsia," "the NKVD," "Chetniks," and "the Polish Government in exile" are used but never explained or placed in broader historical context.

To understand the current unrest in the Balkans, it is important to know the history of this troubled region. The Balkans have been called a powder keg and the source of conflicts throughout history. The start of World War I was linked to the Balkan Wars and the assassination of the Archduke Ferdinand in Sarajevo, Bosnia-Herzegovina, in 1914. Balkan conflicts in recent years have been a cause of concern for NATO leaders in Europe and the United States as well. Could the recent civil warfare lead to war in Europe, as those leaders have told us? We, as future problem solvers and citizens of the United States, cannot make good decisions without understanding the reasons behind conflicts, and the ethnic unrest and conflicts in the Balkans are important for us to understand. Balkan History 1389-1999
Serbs lose a key battle against the forces of the invading Ottoman Empire on the fields of Kosovo. The defeat marks the beginning of the end of Serbia's Medieval Empire. Kosovo becomes part of the Ottoman Empire. In the centuries that follow, the battle becomes the key event in Serbian national history.
Serbian uprisings secure limited autonomy from the Ottoman Empire.
Serbia gains formal autonomy.
Serbs gain control of Kosovo in a war against the Ottoman Empire. Fearing they, too, would be partitioned, Albanian leaders in Albania declare an independent state in November 1912. Borders for the new Albanian state are drawn in 1913. The disputed region of Kosovo becomes part of Serbia.

The volatile Balkans region of Europe, long held together under the tight rule of Yugoslavia began to break apart in the early 1990s. In 1991, Slovenia and Croatia declared their independence from Yugoslavia, followed in 1992 by Bosnia and Herzegovina. Conflict flared between Belgrade and the break-away states and between the ethnic groups of the region. A group of Bosnian refugees peer from a U.N. truck after arriving in Tuzla from Srebrenica. Two years later in 1985, Serb forces in Srebrenica murdered an estimated 7,000 Bosnian muslim men - it was the worst atrocity of the Bosnian war. Photo: AFP / Pascal Guyot - STF

Using the Kosovo Crisis of 1999 as a case study, this paper examines the intervention of NATO forces and the legislation which arose as a result of the use of force. The paper explores the viability of legalising the use of legitimate force under International Law whilst undertaking coercive operations.

His books, The Establishment of the Balkan National States, 1804-1920 (written with his late wife Barbara Jelavich, University of Washington Press, 1977) and South Slav Nationalisms Textbooks and Yugoslav Union Before 1914 (Ohio State University Press, 1990), are standards in the field. Jelavich follows events in the region closely and can explain how the current situation developed and how it compares with previous periods of political upheaval in Serbia.

    Yugoslav Republics Negotiate Future Ties

    Wednesday, October 27, 1999; Page A24 The ruling parties of both republics concluded a first round of talks exploring how to prevent the federation from breaking apart, and officials said they are seeking ways to meet Montenegro's demands for a more equal relationship with Serbia, the larger and more powerful of the two republics. Montenegro, a mountainous land on the Adriatic coast, proposed in August a series of radical changes to the Yugoslav constitution that would lead to greater independence for its 626,000 citizens. Its president, Milo Djukanovic, has insisted on holding a referendum calling for secession unless Yugoslav President Slobodan Milosevic consents to a form of self-rule that includes a separate Montenegrin currency, army and foreign policy. Serbian authorities have warned that Montenegro's demands could trigger another Balkan war in the wake of those that followed the departure of Slovenia, Croatia and Bosnia from the old six-republic Yugoslav federation earlier this decade. "Our basic complaint is that they are presenting their proposals as a 'take it or leave it' plan," said Tomislav Nikolic, a leader of Serbia's ultranationalist Radical Party. "Not even NATO has frightened us with such threats."

    From the very beginning of the crisis in the Balkans back in 1992 In Defence of Marxism has maintained a firm internationalist approach. The different imperialist powers and the local former Stalinist bureacrats used the poison of nationalism to gain power and spheres of influence. Their manouevres had nothing to do with the rights of the people's of the Balkans but with naked self interest. We have insisted that the poison of nationalism (be it Albanian, Serbian, Bosnia, Croatian, Bulgarian, Macedonian, Greek, Turkish, or whatever) offers nothing to the peoples of the Balkans but a future of fratricidal war, ethnic cleansing, economic ruin, poverty and despair. The entirely artificial frontiers that divide the living body of the Balkans have long since ceased to play any progressive role, if they ever did. Reactionary nationalism divides brother from brother, and sister from sister, creating ethnic hatreds and never-ending strife. We think that only a policy of internationalism and class solidarity between the workers in the different countries in the Balkans would provide a lasting solution to this conflict. Only a Socialist Federation of the Balkans could actually guarantee full democratic rights for all national groups.
