Educators rank discipline and safety high on their list of educational concerns as do students, parents, and the general public. Although school staff cannot e ntirely reverse the deep-seated social and emotional problems of some students, there are many things that can be done to help schools become safe havens for learning. The latest addition to the AFT's Building on the Best, Learning from What Works series, this booklet provides detailed background information about the research-based programs that, when properly implemented, show promise for helping to improve student performance significantly on measures of behavior. Setting the Stage for Strong Standards: Elements of a Safe and Orderly School (Adobe PDF)
What are the key elements of a discipline system that would provide all students with a safe and orderly learning environment, and help set the stage for high academic standards? This publication identifies six essential elements of effective school discipline: effective classroom management, clear districtwide discipline codes, consistent enforcement of the codes, programs to modify low-level student misbehavior, alternative placements for disruptive students, and support for families and communities working to develop character in children.

Learn About the Act to Leave No Child Behind! Click here! Issue Basics School Safety Despite heightened media coverage of incidents of school violence, school crime rates are actually declining. Schools continue to be one of the safest places for children.
  • In 1998, students were approximately twice as likely to be victims of serious violent crime while away from school than while at school. The number of students carrying weapons to school has declined in recent years. Between 1993 and 1997 the percentage of American high school students who reported having carried a weapon on school property in the past month dropped from 12 to 9 percent. Though there has been at least one multiple-victim homicide event each year since the 1992-1993 school year (except for the 1993-1994 school year), the number declined from six events in 1997-1998 to two events in 1998-1999. Less than one percent of the 4,812 children nationwide who were murdered or committed suicides during the 1997-1998 school year were at school (or on their way to or from school).
While serious, violent crime at schools has decreased, some crime and safety issues that compromise the school environment raise cause for concern.

http://www.adprima.com/safety.htm
School Safety Information School safety is a major concern of parents, guardians, teachers, administrators, citizens of all persuasions, and most of all, children. These concerns run the gamut from the need for schools to have safe playground equipment to real worry about bullying, physical assaults, actual physical injury and death. A terrible price is paid by children in this environment. Concern about the physical safety of their children is major reason some parents choose to provide home schooling for them. There is not now, nor will there ever be an end to opinions, programs and recommendations about school safety. It is a multicausational problem rooted in the culture itself and is not easily defined. Anti-social and narcissistic attitudes, a sense of entitlement, a disregard for the value of authority and rules, and a lack of willingness to enforce consequences all contribute to this problem. Some kids feel alienated and act out their anger in the worst possible way. Teachers worry for their students and for their own physical safety. Parents worry about everything. So here we go. The sources below offer helpful information about school safety, as well as practical advice about reducing violence in the schools. Results of a 1999 CNN Poll on School Safety

school safety Plan Review. (Safe schools Against Violence in Education). GUIDING QUESTIONS. DISTRICTWIDE school safety PLAN. Commissioner’s Regulation 155.17.
http://www.emsc.nysed.gov/deputy/Documents/alerts/safetyplan.html
School Safety Plan Review The effectiveness of any response to a crisis is strongly linked to the extent and appropriateness of the planning and preparation process. Your district has developed a safety plan to deal with emergencies such as, bomb threats, biohazards, chemical agents, and radiation, among others not yet determined. The possibility of dangerous events following the onset of war makes review of those plans the critical foundation for your preparedness. Essential Elements:
  • Communication system Informed staff, student body and community Procedures for people with special needs Practiced procedures
The Review Initially published in the Guidance Document for School Safety Plans (Project SAVE), the questions have been streamlined to focus on assessment of the relevance and accuracy of your school safety plan. The items included in this document are organized into two broad categories that group activities and strategies to reduce redundancy and/or overlap in policies and procedures:
  • Risk Reduction/Prevention and Intervention Response

    Water Safety

    • Never swim alone. Always swim with a grown-up or if you are older, swim with a buddy (in an area supervised by a lifeguard).
Learn and practice the water safety rules and listen to the lifeguard - - lifeguards are there for your safety.
Walk slowly into the water to check things out before jumping. Check with a lifeguard before diving to make sure the water is deep enough.
If you hear thunder or see lightning, get out of the water immediately.
Remind grown-ups of the importance of four-sided fencing around the pool area with a self-locking gate and keeping a phone nearby in case of emergencies.
    Scooters, bikes and skateboards

    • Wear the gear. Be sure that safety gear (wrist, elbow and kneepads) fits properly and does not interfere with movement, vision or hearing.
Always ride in safe areas and never at night.
Learn the proper hand signals and use them when you turn or stop. Come to a complete stop before entering driveways, paths or sidewalks, then look left, right and left again for bikes, cars or pedestrians heading your way.

Elizabeth Dole opposes concealed weapons law, backs mandatory safety locks
    May 12, 1999
Web posted at: 12:07 a.m. EDT (0407 GMT)
WASHINGTON (AllPolitics, May 12) Vowing she "won't shy away from tough issues," Elizabeth Dole said Tuesday it is "wrong" to allow Americans to carry concealed weapons and that she supports mandatory safety locks on guns two gun-control proposals that GOP front-runner George W. Bush opposes. "I think police work is hard enough already. No one should make it harder. I think it's wrong to let people carry concealed weapons," Dole said in a prepared text for a much broader speech on the career paths of women. The announcement for specific gun-control measures distinguishes Dole from the rest of the GOP presidential field for the 2000 election. "It's the right thing to do and I won't shy away from the tough issues, even if some in my party don't like it," Dole said. While saying she opposes people being allowed to carry concealed weapons, she said it is ultimately "a matter for states to decide."

    SAS backs Linate over safety
The tail of the wrecked SAS airliner MILAN, Italy Scandinavian Airlines System says there is no reason to believe that Milan's Linate airport is unsafe the day after one of its airliners collided with a light aircraft, killing 118 people. Linate's arrangements have prompted furious criticism in press comments in Italy and Scandinavia. Newspaper editorials accused the airport authorities of negligence for failing to ensure a ground radar system that could track movements of planes on the ground was working. SAS chief executive Jorgen Lindegaard is waiting for the results of three investigations into Monday's crash before reaching any conclusions. But he said on Tuesday: "We travel to many airports that have ground radar and many that do not. We have no reason to believe there is a safety problem at Linate."
