Back-To-School Means Parents Must Teach Lessons in Safety
September, 2001 It's an annual ritual. As summer draws to a close, parents, guardians and child caregivers begin preparing children to go back to school. Immunizations and physicals, new backpacks and schools supplies — it's a tremendous responsibility to make sure that a child is well prepared to meet the rigors of academia and extracurricular activities that ensure a successful school year. However, as many of these children prepare to board buses, step onto subway cars, ride bicycles, walk or be driven to school, how many adults take the time to prepare their children for the unexpected dangers they may face outside the classroom? As a board member of the National Center for Missing and Exploited Children, I am painfully aware that each year, more than 700,000 children are reported missing to law enforcement agencies. vAlthough adults may warn a child to "stay away from strangers," unfortunately, many of the perpetrators of these crimes are individuals who have some type of familiarity with the child, but may or may not be known to parents or guardians. Oftentimes, exploiters and abductors initiate what appears to be innocent contact with the child - befriending him or her by asking for assistance or other subtle approaches. In cases of sexual molestation and assault, it is often a repeat crime, in which a child is victimized a number of times.

What is the Elementary and Secondary Education Act?
Since it was first enacted in 1965, the Elementary and Secondary Education Act (ESEA) has described the federal requirements for public schools. The Act must be re-authorized every five to seven years. President George Bush proposed major changes in the federal role in education in 2001. With bipartisan support and input from state educators, the new ESEA, also called the No Child Left Behind Act, makes major changes in the federal role and puts more resources into states to support public schools in exchange for increased accountability. Identifying the Needs There are not only a lot of changes in technology this year there are a lot of changes in the ways that schools are providing centralized services. The backlash of the MSBlast worm and other viruses has caused education institutions to begin to rethink how they are providing centralized services both to protect from these viruses and to limit the capabilities for students to use school resources to create and then distribute these viruses. It is important, therefore, that your first stop be the IT organization for the school your child will be attending. You may find that there are limits to the hardware your child can use on campus as well as group discounts that you may be eligible for. For instance the discounts on Microsoft software to students is vastly greater than what even the hardware OEMs can provide and, in many cases, you may be eligible for group discounts that can save you somewhere between 10% and 20% off of what you might otherwise pay. Once you have identified the programs take some time to find out what students are actually using. This may be a good project for your child. What often happens is the parent spends a great deal of money on a desktop or laptop system only to find that the kind of work the student is actually doing favors a different kind of configuration.
