Azerbaijan - a nation of Turkic Muslims - has been an independent republic since the collapse of the Soviet Union in 1991. Despite a cease-fire, in place since 1994, Azerbaijan has yet to resolve its conflict with Armenia over the Azerbaijani Nagorno-Karabakh enclave (largely Armenian populated). Azerbaijan has lost almost 20% of its territory and must support some 750,000 refugees as a result of the conflict. Corruption is ubiquitous and the promise of wealth from Azerbaijan's undeveloped petroleum resources remains largely unfulfilled.

Republic from the lands of former Irevan khanate and territories ( Goyche and Zangezur ) which were transferred to Armenia from Azerbaijan Democratic Republic
http://mrashid.home.cern.ch/mrashid/history.html
There are plentiful of proves that the area of former Irevan khanate (kingdom) ( Armenian Republic at present ) were populated mostly by Azeris in the past. If we just consider the 19 century, not even earlier... With the help of Russians, who were tried to establish their control over Caucasus by means of the massive relocation of Armenians from the Turkish and Persian empires to the Causasus, the ethnic population of these lands started to getting change. These initiatives of Russians were explicitly documented in the Gulistan ( Treaty of Gulistan 12.10.1813 (Russo-Persian War 1804-13 ) and Turkmanchay (1928) peace accords. Later these actions of forceful expel of the local Azeris out and settle of the Armenians in, were described in many Russian sources. The creation of Armenian Republic had taken place only when the communists came to a power in the Russian Empire, then forming the Armenian Republic from the lands of former Irevan khanate and territories ( Goyche and Zangezur ) which were transferred to Armenia from Azerbaijan Democratic Republic ( ADR ) by sordid acts of Soviet Bolsheviks. Apparently not fully satisfied with ethnic cleansing of Azeris in the past, Armenians, again with the help of Russians ( in the form of the Soviet Union this time ), have continued of the ethnic cleansing of former Azeri lands by expelling more than 250.000 Azeris from various parts of Armenian Republic soon after World War II. Another forceful flow of Azeris ( more 200.000 ) from Armenia occurred during Upper Karabakh ( also known in the West in a ugly misspelled name of "Nagorno-Karabakh" ) conflict in 90's.

    http://tps.dpi.state.nc.us/connectasia/Azerbaijan/historyofazerbaijan.htm
Azerbaijan History People have been living in Azerbaijan for at least 3000 years, but scientists think it has been inhabited for much longer than that. In the 9th century BC, Scythians settled in the area later joined by the Medes, followers of Zoroastrianism. Two hundred years later, half of the country was taken over by the Archaemenid Persians, but were only captivated in 330 BC by the Greeks. The Romans began to control the area in the first century AD, but didn't last to the 4th century during which the Persians began to gain power. By the 11th century the Arabs were in control, but Seljuk Turks, giving them the foundation of modern Azerbaijan, displaced them. The country really enjoyed a cultural renaissance, beginning in about 1050, which produced many of Azerbaijan's best architectural and artistic achievements. A riot between Russia, Turkey, and Persia ended in 1813 when Russian and Persia split Azerbaijan along the Aras River. While Russia was ruling Azerbaijan, its economy grew in relation to Russia's. Azerbaijan supplied the Soviet Union with crude oil, chemicals, textiles, food and wine. Although Azerbaijan's petroleum supply dropped during its time as a Soviet supplier, Azerbaijan continued to be a bounteous producer of crude oil and textiles throughout the 20th century. From 1918 to 1920, Azerbaijan was nearly independent, but in 1922, it was stuck into a "federate republic" with Armenia and Georgia. The independent province, Nagorno-Karabakh was created by the USSR in 1922. This province was virtually all Armenian, and placed under Azeri rule. Although in 1936, the Soviets dissolved the federated republic, they held the three republics within its orbit.
