The AzeriGenocide.org website is one of the starting points in the network, but in the end the site didn't make the issue network. Due to a spam campaign by the AzeriGenocide web team, most web masters of Azerbaijan sites know about the AzeriGenocide site, and the AzeriGenocide banner is posted on many Azerbaijan-related sites. However, none of the final Karabakh issue network sites have links to AzeriGenocide.org.
Considering that the Khojaly Tragedy and Friends of Turkey sites made the network, it's not clear why AzeriGenocide didn't, especially as AzeriGenocide initiated a recent and popular campaign to repeal Section 907 of the Freedom Support Act, an issue which is important for most Azeris. I. Summary Azerbaijan is located along a drug transit route from Iran and Central Asia north to Russia and Central and Western Europe. Consumption and cultivation of narcotics are at low but increasing levels. The main drugs seized were opium and cannabis. Azerbaijan is devising a national drug control strategy including a new national narcotics law. Section 907 of the U.S. Freedom Support Act has precluded the funding of U.S. counternarcotics assistance in 1998. Azerbaijan is a party to the 1988 UN Drug Convention and recently ratified the 1961 and 1971 UN Drug Conventions. The United Nations Narcotics Drug Control Program (UNDCP) is presently carrying out a program of technical counternarcotics assistance. II. Status of Country

An Overview
Introduction

On Sunday, October 11, 1998, the Republic of Azerbaijan will hold its first presidential election under the country's new Constitution (adopted in 1995) in which the term for Presidency is five years. In February 1998, a new election law was proposed. Following debate in the Azerbaijani Parliament (Milli Majlis) and formal discussions with opposition parties, leading political figures and numerous international organizations, the draft law was substantially amended and passed by the Parliament. It was signed into law by President Heydar Aliyev on June 9, 1998. Comprehensive Law
The National Democratic Institute for International Affairs said in a statement issued on July 22, 1998 that "the current draft of the law on presidential elections provides in many respects a legal framework that conforms with international standards for elections. It reflects extensive deliberation and consultation on the part of the government, and incorporates proposals made by the opposition." Central Election Commission
The law establishes an independent Central Election Commission (CEC), comprised of representatives from political factions in the country, to monitor and supervise the electoral process. The CEC is to have 24 non-partisan members: 12 members are appointed by the President, with the remaining 12 appointed by the Parliament on a representational basis appropriate to party affiliation in the legislature. In addition to the 24 non-partisan seats, each political party that meets the qualification (of 50,000 signatures) to put forth a presidential candidate will also receive a seat on the CEC. Citizens may sign petitions endorsing as many candidates as they desire.

Chronology of Major Events (1918-1920) by Fuad Akhundov Left: Fourth Cabinet of Ministers of the Democratic Republic of Azerbaijan (March 14, 1919 - December 22, 1919). Right: Azerbaijan's delegation to the Versailles Peace Conference (1919). The first independent Republic of Azerbaijan existed for 23 months, between May 28, 1918, and April 28, 1920. Without a doubt, the republic existed during the most turbulent, unstable and complicated period of local history in the 20th century. Ethnic conflicts and continuous wars with Armenia, aggravated by the collapse of the Russian Empire, communist coups, civil war in Russia and the consequences of WW I, brought the region of the Caucasus into complete turmoil. This, in turn, facilitated the occupation of the entire region by the Soviet Army. However, despite the unfavorable historical background, the Azerbaijan Republic of 1918-1920 became the first secular state in the Orient with the first European-like Parliament and the first Cabinet of Ministers. It was also the first to adopt other Western-like institutions, which were implemented for the first time in the Moslem World. The experience of the first Republic (also known as the Azerbaijan Democratic Republic) seems particularly precious nowadays, when almost 80 years later, Azerbaijan is trying its best to create an independent state based on the finest democratic traditions laid in 1918-1920.

Nigyar Maxwell, Ph.D. is a researcher at the Department of Azerbaijani History 1917-1920, Institute of History, Azerbaijan Academy of Science in Baku.
On the historic day of May 28, 1918 Azerbaijan declared independence. Thus, after over than 100 years, national statehood was re-established and Azerbaijan's government started creating its own state institutions. However, in spite of the energetic steps taken by the government, this process was complicated and impeded by the military-political situation it faced at the same time. Even after the declaration of independence, a diarchy existed in Azerbaijan: the city of Baku and Baku province were controlled by the Bolshevik regime. It is clear enough that the Bolsheviks, led by Shaumyan, were completely controlled and directed by Soviet Russia; this explains the fact that the interests of Baku's economy and especially the oil industry, were subjected to Russian interests.
On May 1, 1918 The Baku Soviet of Peoples Commissars published a declaration claiming that it would apply all the decrees of the Soviet government in Russia
