After Election, Hundreds of Opposition Members Arrested
(New York, October 22, 2003) Azerbaijani authorities have unleashed a massive and brutal political crackdown, arresting hundreds of opposition leaders and activists since the October 15 presidential election, Human Rights Watch said today. Ilham Aliev, the son of the outgoing leader, was elected president in a vote that international and local observers said was marred by widespread fraud. Related Material

“The Azerbaijani authorities are using the post-election violence, an affair in which they themselves played a major role, to justify a massive crackdown on the opposition,” said Peter Bouckaert, Human Rights Watch’s senior emergencies researcher. “Arbitrary arrests have to stop. Those arrested without cause must be released immediately, and those in custody should have access to an attorney.” Human Rights Watch called on the government to publish a full list of all those arrested in the aftermath of the election, their whereabouts and the charges against them. Human Rights Watch urged the international community to press the Azerbaijani government to launch an independent commission, with international participation, to investigate election fraud.

    Azerbaijan: Government Launches Post-Election Crackdown
Widespread Arrests, Torture and Beatings Follow Fraudulent Elections
(New York, January 23, 2004)—Azerbaijan’s government has unleashed a massive crackdown on the political opposition in the wake of the fraudulent October presidential election, Human Rights Watch said in a new report released today. Azerbaijan is experiencing its gravest human rights crisis of the past ten years. The government must take immediate steps to end the repression.

(New York, October 30, 2000) Government interference in Azerbaijan's upcoming parliamentary elections has diminished prospects for a free and fair vote, Human Rights Watch said today. In a nine-page backgrounder issued ahead of the November 5 vote, Human Rights Watch described how the government has prevented opposition candidates from contesting the election, and charged that Azerbaijan was backtracking on its commitments to the Council of Europe. The Council of Europe's Parliamentary Assembly voted in June to recommend Azerbaijan's accession; the Council of Ministers has yet to vote on accession. Related Materials

A Turkish secret service intelligence report has revealed that the British oil giant BP was allegedly involved in backing a military coup that overthrew the democratically elected government of Azerbaijan in 1993. In testimony included in the report, a former intelligence officer accused BP of trading arms for oil in an effort to secure a better deal on oil concessions in the country.
The intelligence report, leaked to the Sunday Times of London, documents how BP, using bribes and a supply of military arms, systematically undermined the government of Azerbaijan, and perpetuated the overthrow of President Abulfaz Elchibey. The coup caused the death of 40 people, along with violence and repression of Azeri citizens.
"As a result of our intelligence efforts, it has been understood that two petrol giants, BP and Amoco, British and American respectively, which together form the AIOC [Azerbaijan International Oil Consortium], are behind the coup d'etat carried out against Elchibey in 1993," said the report.
Azerbaijan won independence in 1991 after the collapse of the Soviet Union and the global oil industry quickly moved in. In 1993, in two extraordinary votes, the parliament elected former KGB chief Heydar Aliyev into Parliament and then made him Speaker of the House just after the current Speaker mysteriously resigned. This put Aliyev second in line to the presidency. At that point, the report alleges that, "middlemen" paid off government officials and arranged to supply the incoming government with military equipment and an "arms-for-oil" deal, all on behalf of BP. This allowed BP to consolidate its position in the country.

Mikhail Gorbachev Going To Genocide Trial?
Azerbaijan government accused Mikhail Gorbachev of genocide crimes
The incumbent government of the republic lays all responsibility for further events in the republic on Mikhail Gorbachev. President Alieyv said that the suggestion to institute the criminal persecution against Gorbachev was a “right suggestion.” This statement became news number one not only in Azerbaijan, but also far abroad. However, mass media did not pay attention to a very important stipulation: Gorbachev trial will become possible only if all procedure formalities are observed.
Those formalities make a criminal case against the former president of the Soviet Union absolutely impossible. Yury Kolosov, a specialist of law from the Moscow State University of International Relations said in his interview to the Nezavisimaya Gazeta newspaper: “The given situation looks like the one with Pinochet, from the legal point of view. Mikhail Gorbachev is a foreign citizen for Azerbaijan. Needless to mention that he will not rush to yield to the Azerbaijan government. As a matter of fact, Baku will have to address to Moscow with a request to deliver the genocide crime suspect. However, there are no bilateral agreements between Russia and Azerbaijan to deliver criminals. Russia is a member of the European Convention for delivering criminals, although Azerbaijan is not. This means that the only thing that Baku can do about it is to put Mikhail Gorbachev on Interpol’s wanted list. Azerbaijan should have very weighty arguments to prove Gorbachev’s guilt at that. If Mikhail Gorbachev goes somewhere abroad, Interpol agents will be authorized to arrest him then.”

Web journal on minority issues in Georgia Back to Homepage Appeal to the Azerbaijan Government and Public [MW - Wednesday, 22 October 2003] We would like to express our deep concern over the safety of the tens of our colleagues detained and/or violently attacked during the recent presidential elections in Azerbaijan. According to the information distributed by journalism organizations and individual journalists, on October 15 and 16, 2003 during and the next day of the presidential elections in Azerbaijan, dozens of journalists and media workers were subjected to arrest or attacked by policemen and civilians, and some media staff were forced to leave their offices. It is reported that in these days some 73 journalists were detained and/or violently attacked in different parts of the country, and one journalist is missing. Georgian National Association of Broadcasters (GNAB) and “Free Press”, the Association of Independent Publishers of Georgia, call upon the Government of Azerbaijan to do its best to stop pressure on media, to ensure the safety of journalists in Azerbaijan, and implement an investigation into the arrests and violent attacks against journalists.
We call on the Azerbaijan authorities and public to remember the vital importance of the free media in building democracy.
