Following their ambigous geographic location, Azeri’s have their feet in both Islamic and European cultures, the latter mostly Russian and Turkish, struggling with deep divisions between the old and the new. About 90% of the population is ethnic Azeri, with a smattering of Dagestanis, Russians, Armenians, Jews and other groups. Most Azeri’s speak Azeri, a close cousin of Turkish, though many also speak Russian. The younger generation is now very keen to learn English. Even more than with Turkey, the 7 million Azeri’s living in the Republic of Azerbaijan feel closer to the 10 million (more Islamicized) Azeri’s living in Iran, in what is usually called "South Azerbaijan". Although at state level there is no conflict, there are important movements in civil society on both sides of the border, advocating a united Azerbaijan.
a z e r b a i j a n A literature of "longing" for reunification has also developed during the last half century (e.g the works by Mirza Ibrahimov, Balash Azeroghlu or by Suleyman Rustam), with a folklore based in recent heroes, such as Semed Behrangi and Jafar Pishevari. Despite years of Soviet attempts to wipe it out, Islam remains the most popular religion with the Azeri’s, followed distantly by various Orthodox Christian branches. Like in Iran, the majority of Azeri’s are Shia Muslims (70%), whereas Sunni Muslims make up most of the Islamic population of the rest of the former Soviet Union.

LANGUAGE The official language is Azerbaijani, a Turkic tongue belonging to the southern branch of the Altaic languages. In 1994 it was estimated that some 82 percent of Azerbaijan's citizens speak Azerbaijani as their first language. In addition, 38 percent of Azerbaijanis speak Russian fluently to accommodate Russian domination of the economy and politics. Although official Soviet figures showed that about 32 percent of Russians living in Azerbaijan spoke Azerbaijani, the Russian population generally was reluctant to learn the local language.
When the Soviet Union disintegrated, the alphabet question arose once again. Most Azerbaijani intellectuals ultimately rejected switching to Arabic. Instead, the intellectuals preferred a modified Roman alphabet incorporating symbols for unique Azerbaijani language sounds. In December 1991, the legislature approved a gradual return to a "New Roman" alphabet. RELIGION The prophet Zoroaster (Zarathustra), who was born in the seventh century B.C. in what is now Azerbaijan, established a religion focused on the cosmic struggle between a supreme god and an evil spirit. Islam arrived in Azerbaijan with Arab invaders in the seventh century A.D., gradually supplanting Zoroastrianism and Azerbaijani pagan cults. In the seventh and eighth centuries, many Zoroastrians fled Muslim persecution and moved to India, where they became known as Parsis. Until Soviet Bolsheviks ended the practice, Zoroastrian pilgrims from India and Iran traveled to Azerbaijan to worship at sacred sites, including the Surakhany Temple on the Apsheron Peninsula near Baku.

AZERBAIJAN UNDER THE SOVIETS Courtesy: Excerpted from Muslims Under the Czars and the Soviets Right on heels of October Revolution, the Bolsheviks in the Russian dominated town of Baku seized political power although they were in a minority [100] in the local Soviet. But the nationalists led by their Mussavat Party overthrew that government and set up their own independent government in its place in November, 1918 [101]. The Eleventh Russian Soviet Army was sent to Baku to curb the nationalists and seize power from them. On April 27, 1920 the nationalist government was overthrown and Soviet authority was established [102] and the army captured millions of puds of oil, according to April 28, 1920 telegram sent to Moscow by Revolutionary War Council of the Eleventh Russian Soviet Army concerning the liberation of Baku [103]. Immediately after this economic exploitation of Azerbajian began. Oil drilling; rapidly increased. Influx of Russian settlers to Baku was accelerated. By 1934, only one out of five oil workers was the Azerbaijani Turk. In 1949 Russian was the language employed in most of the schools [104]. The economy of Azerbaijan being mostly agricultural, emphasis was given on increasing the area under cotton cultivation. Between 1913 and 1938 the area under cotton increased by 90 per cent while that under wheat shrunk by 12 per cent and that under rice cultivation by 48 percent. There was popular opposition to cotton growing. Even the Communist Party organization in villages and rural districts sabotaged the instructions which Baku authorities issued for the implementation of the cotton plan [105]. Coercion was employed to extend cotton area, to set up collective farms and to implement alphabet revolution.

John Mark Ministries Priscillas Friends WWW Pray For The World Azerbaijan: A Culture Of Control Religious Liberty Prayer List - No. 196 - Wed 20 Nov 2002 AZERBAIJAN: A CULTURE OF CONTROL Azerbaijan, which lies south of Russia, east of Armenia, north of Iran and on the west coast of the Caspian Sea, has been famed for its oil springs and natural gas sources since ancient times. The world's first oil well was drilled just south of the capital Baku in 1848. Azerbaijan came under Soviet control in 1920. The president, Heydar Aliyev, became head of the KGB in Azerbaijan in 1967 and then the head of the Azerbaijani Communist Party in 1969. By 1982 Aliyev was a full member of the Soviet Politburo. He was elected President of Azerbaijan in 1993 and re-elected in 1998. Like many other former Soviet states, Azerbaijan is today free and democratic. However, a culture of control still exists at all levels. President Aliyev has in recent years publicly declared his commitment to religious freedom, which is clearly guaranteed in the constitution. But for that to be truly implemented, rogue local authority figures need to be reined in and restrictions lifted. Religious freedom is tempered also by a general undercurrent of hostility towards Christianity, due to its association with Russian imperialism and the conflict with Armenia. Most Christians in Azerbaijan are from the Russian and Armenian minority communities and are either Russian Orthodox or Armenian Apostolic. Ninety percent of Azeris are Muslims, mostly Shia. Despite difficulties and hostility, Azeris are however coming to Christ. Ten years ago there were only around 40 Azeri believers worldwide, whilst today there are some 2000 inside Azerbaijan. Scientific, Technological and Cultural Co-operation Agreement with Azerbaijan
On 31 May 1999 the Council officially concluded the Partnership and Co-operation Agreement (PCA) that the EU had negotiated with Azerbaijan. This agreement together with agreements with Armenia Georgia , and Uzbekistan was signed in 1996. The PCAs , which replace the co-operation agreement concluded in 1989 between the EU and the USSR for all these countries, provides for strengthened co-operation in a large number of sectors: legislative, economic, scientific, technology and culture. Science and technology co-operation shall cover:
  • the exchange of scientific and technical information;
  • joint RTD activities;
  • training activities and mobility programmes for scientists, researchers and technicians engaged in RTD on both sides.
Where such co-operation involves education and/or training, the Parties shall co-operate with the aim of raising the level of general education and professional qualifications in the Republic of Azerbaijan, both in public and private sectors.

ADVERTISING INFORMATION B aku Culture Baku or Baky , capital and largest city of Azerbaijan. The population is 1,149,000 (1990 estimate). The city is close to major petroleum fields near the border with Iran, and oil refining is its chief industry. Petroleum was extracted in the Baku region as early as the 8th century. The first historical reference to Baku dates from AD 885, although archaeological evidence indicates a settlement there several centuries before by the 11th century AD, Baku was in the possession of the Sh i rv a n-Sh a hs, who made it their capital in the 12th century, although for a period in the 13th and 14th centuries it came under the sway of the Mongols. In 1723 Peter I the Great captured Baku, but it was returned to Persia in 1735; Russia captured the town finally in 1806. After the Soviet victory over the republic, the Transcaucasian Soviet Federated Socialist Republic was declared in 1922, with Baku as its capital. Baku served as the capital of the Azerbaijan Soviet Socialist Republic from 1920 to 1922 and from 1936 to 1991. In 1991 Azerbaijan became an independent republic (See Azerbaijan Chronology). The core of present-day Baku is the old town, or fortress, of Icheri-Shekher. Most of the walls, strengthened after the Russian conquest in 1806, survive, as does the 90-ft (27-m) tower of Kyz-Kalasy (Maiden's Tower, 12th century). The old town is highly picturesque, with its maze of narrow alleys and ancient buildings.

Azerbaijan, which lies south of Russia, east of Armenia, north of Iran and on the west coast of the Caspian Sea, has been famed for its oil springs and natural gas sources since ancient times. The world's first oil well was drilled just south of the capital Baku in 1848. Azerbaijan came under Soviet control in 1920. The president, Heydar Aliyev, became head of the KGB in Azerbaijan in 1967 and then the head of the Azerbaijani Communist Party in 1969. By 1982 Aliyev was a full member of the Soviet Politburo. He was elected President of Azerbaijan in 1993 and re-elected in 1998.
Like many other former Soviet states, Azerbaijan is today free and democratic. However, a culture of control still exists at all levels. President Aliyev has in recent years publicly declared his commitment to religious freedom, which is clearly guaranteed in the constitution. But for that to be truly implemented, rogue local authority figures need to be reined in and restrictions lifted.
Religious freedom is tempered also by a general undercurrent of hostility towards Christianity, due to its association with Russian imperialism and the conflict with Armenia. Most Christians in Azerbaijan are from the Russian and Armenian minority communities and are either Russian Orthodox or Armenian Apostolic. Ninety percent of Azeris are Muslims, mostly Shia. Despite difficulties and hostility, Azeris are however coming to Christ. Ten years ago there were only around 40 Azeri believers worldwide, whilst today there are some 2000 inside Azerbaijan.
