    CAAC MANAGEMENT INSTITUTE The CAAC Management Institute, founded in August 1984 and located in the Beijing Capital Airport, is an institution of higher education for adults that aims mainly at training managerial personnel in civil aviation at high and middle levels. Undertaking the tasks of education, scientific research, consultation and information services, the institute is an important component of both education and administration of civil aviation.
    Of its 235 staff members, 99 are teachers including 17 associate professors and 38 lecturers. There are 560 students studying in the 4 departments of economic management, social science, foreign languages and basic courses. The institute now offers 4 major courses: civil aviation business management, civil air transport management, Chinese and mathematics, English in the form of full-time undergraduate classes, spare-time college level courses, certificate courses, and other short courses.

AVIC I and II are both cooperators and competitors. AVIC I AND II are equal economic entities authorized by the state to make investments, operating as a state holding company under the direct supervision of the Central Government. The scope of business for AVIC I and AVIC II look similar, but have a different emphasis. Generally speaking, AVIC I focuses on large- and medium-sized aircraft while AVIC II gives priority to feeder aircraft and helicopters. AVIC II initially owned 54 large- and medium-sized industrial enterprises and 3 scientific research institutes involved in helicopter, airplane, engine and airborne equipment.     5.7.1As part of the assessment process, visits were made to selected regional offices, training institutes, operators, design, production and maintenance organizations in the United Kingdom. It should be noted that the objective of the visits to these organizations was limited to observing the implementation of national requirements and procedures. Such visits were designed to help the assessment team to gain a perspective of the civil aviation industry as a whole. 5.7.2Some recommendations (relating to airworthiness) have been made as a result of visits to design, production and/or maintenance organizations.     4.AVIATION ACTIVITIES IN THE UNITED KINGDOM
    4.1Commercial and public air transport operators
    The CAA has issued over 200 air operator certificates (AOC). These include 179 AOCs to civil operators and twenty-six to the police force (PAOC). Fourteen of the AOCs issued to commercial operators were issued under JAR-OPS 1 provisions. Additional operators are in the process of being certificated in accordance with JAR-OPS provisions. A list of public transport operators holding an AOC or PAOC may be found in Appendix C.
