Austrian government collapses
THE RIGHT-WING Austrian ‘Blue-Black’ coalition government collapsed on 9 September after intense quarrels inside the far-right populist Freedom Party (FPÖ), in which Jörg Haider led a coup against the FP֒s ‘pragmatic’ government wing. Elections have been called for 24 November, with chancellor Wolfgang Schüssel, leader of the conservative ÖVP, under pressure from the ruling class to end any collaboration with the ‘unreliable’ FPÖ. The crisis was triggered when the government used the summer’s catastrophic floods as a reason to postpone tax ‘reform’. Part of these measures would have benefited those on lower incomes, by which the FPÖ hoped to win back some of the support it has lost since joining the government in 2000. Facing the possibility of big losses in the elections originally due in 2003, and fearing being sidelined within the FPÖ leadership, Haider acted. He suddenly announced that he was no longer in favour of a government plan to buy 18 new Eurofighter jets, which was already very unpopular. He called for tax reform to go ahead. Haider has also raised a nationalist campaign against a new Czech nuclear power plant at Temelin, and the Czech Republic in general. The FPÖ wants to veto European Union (EU) enlargement and is exploiting the fears of working people with an aggressive campaign against the ‘threat’ of immigrants from new EU states. However, enlargement is vital for the Austrian capitalists and they cannot allow the FPÖ to complicate economic relations.

Elections could be as soon as November, a year early.
Austrian Chancellor Wolfgang Schuessel announced on Monday that his conservative People’s Party would end its coalition with Joerg Haider’s far-right Freedom Party, and called for new elections as soon as possible. The move followed weekend resignations by Vice Chancellor Susanne Riess-Passer and Finance Minister Karl-Heinz Grasser, both members of the far-right Freedom Party. Riess-Passer also resigned as party chairwoman. On Monday, fellow party member and Transportation Minister Mathias Reichhold also stepped down. The actions were part of an ongoing dispute with Haider over the implementation of planned tax cuts. The Freedom Party’s top government ministers had sided with Chancellor Schuessel, who said that the tax cuts needed to be delayed so the country could cope with damage from the severe flooding that swept through Austria and much of central Europe in August. In Austria, 8 people died in the disaster, and damage is estimated at 6.7 billion euros ($6.6 billion).

(559.5350) WISE Amsterdam - The issue is getting more and more tense because of the negotiations between the Czech Republic and the current EU member states about the acceptance of the Czech Republic as a new member of the EU in a few years. Austria has, up till last week, always said it would block its neighbors' membership as long as the Czechs insist on running Temelin. But this position has isolated Austria within the EU as none of the other member states wants to take such a strong position. The 29 November agreement concluded the so-called Melk process in which the two countries have tried to resolve differences over Temelin (see WISE News Communique : "Temelin-1 to 75% then closed again after incident"). Schuessel stated that he accepted Czech assurances about the safety of Temelin in a deal that EU commissioner Verheugen said would "end a blockade of the accession process". The first national election since 1930 was held on November 25, 1945. Nazi Party members were barred from participation. This exclusion sharply limited electoral participation by the nationalist camp, and no party was formed to represent its viewpoint. The ÖVP was thus able to monopolize the entire antileft vote. Voters gave overwhelming support to the two democratic parties: the ÖVP received nearly 50 percent of the vote and eighty-five seats in the Nationalrat, and the SPÖ received 45 percent of the vote and seventy-six seats. The KPÖ received only 5 percentwell below its anticipated 25 percentand four seats. Although the ÖVP thus held an absolute majority in parliament, the government, headed by Chancellor Leopold Figl of the ÖVP, preserved the three-party coalition. The distribution of cabinet seats was adjusted, however, with the KPÖ receiving only a specially created and unimportant Ministry for Electrification. In December parliament elected Renner to the largely ceremonial position of president of the republic. With the Austrian government clearly evolving along democratic lines, the Western Allies grew more supportive, and the Soviet Union grew increasingly hostile. The Soviet Union only realized the implications of the new Control Agreement when a dispute arose over German assets in Austria. In early July 1946, the Soviet Union confiscated German assets in its occupation zone as war reparationsmines, industrial facilities, agricultural land, and the entire Austrian oil production industry. To protect the Austrian economy from such Soviet seizures, the Austrian government nationalized German assets. The Soviet Union attempted to veto the nationalization law but was rebuffed by the other Allies, who made it clear that the Austrian government had wide latitude in determining whether a particular law was a constitutional law or not. Although the Soviet Union was able to prevent implementation of the nationalization law in its occupation zone, the 1946 Control Agreement significantly enhanced the power of the Austrian government. By 1953 more than 550 laws had been implemented over the objection of the Soviet Union.

    Resignations rock Austrian Government
    Austria's government coalition, formed in 2000 amid international protest over Joerg Haider's far-right Freedom Party, is teetering toward early elections after Mr Haider drove his party rival out of the cabinet.
    The resignation of Vice-Chancellor Susanne Riess-Passer marked Mr Haider's victory in a bitter internecine struggle and his resurgence as the party's strongman.
    Ms Riess-Passer also quit as Freedom Party chairwoman.
    Ms Riess-Passer, 41, said party colleague Finance Minister Karl-Heinz Grasser was also stepping down over efforts by Mr Haider and rank-and-file loyalists to force the government to cut taxes next year despite a widening deficit.
    "In recent weeks an ever larger rift has grown between us and portions of our own party. All efforts to mend this gap have failed," Ms Riess-Passer said.

    June 10, 2000 International Tribunal for U.S./NATO warcrimes in Yugoslavia THE ROLE OF THE AUSTRIAN GOVERNMENT IN THE RAMBOUILLET ACCORDS by Gregor Neussel Gregor Kneussel, from the Austria-Yugoslav Solidarity Committee, is one of the organizers of the Austrian war crimes tribunal. The Rambouillet accords had conditions that amounted to the occupation of Yugoslavia by NATO armies. Kneussel spoke about the role of constitutionally neutral Austria in delivering this NATO ultimatum. Austria declared a state of neutrality after the Second World War, which forbids it from joining any military alliance and siding with any other country in a war. In August 1999 the Austrian government once more took part in the actions against Yugoslavia. Wolfgang Petritsch was the Austrian ambassador in Belgrade at that time, and he was sent to Kosovo to represent the European Union in the Contact Group that was supposed to solve the conflict in Kosovo. Together with Christopher Hill, the US representative in that Contact Group, Petritsch was preparing the Rambouillet negotiations and delivering an ultimatum to the Yugoslav government. In fact NATO had already threatened to bomb Yugoslavia in October 1998, five months before the Rambouillet negotiations started. The so-called Rambouillet agreement was signed by the Albanian side and also by Wolfgang Petritsch, but the Yugoslav and the Russian representatives did not sign it. At that time in March 1999, the content of the so-called Rambouillet agreement and the Annex B as NATO and EU proposed it was not known at all to the public. Gerald Knobloch, who describes himself as an archdruid, used a divining rod to inspect the 300-metre stretch of the A9 in Styria to restore "earth energy lines". "I located dangerous elements that had disrupted the energy flow," he said. "The worst was a river that human interference had forced to flow against its natural direction. By erecting two stones of quartz, each weighing more than a tonne, at the side of the road, the energy lines were restored."
