National Alcohol Indicators - Tools for Policy and Prevention
Funded by the National Drug Strategy, the National Alcohol Indicators Project (NAIP) is a nationally coordinated project aimed at tracking and reporting on trends in alcohol-related harm in Australia at national, state and local levels. One of the main objectives of the project is to develop a set of indicators for the continual monitoring and evaluation of the effectiveness of state and national alcohol policies. Five statistical bulletins and one report have been published so far (to view the bulletins or report in pdf format, click on the corresponding thumbnail): Bulletin 1: Alcohol-caused Deaths and Hospitalisations in Australia, 1990-1997.
The first Bulletin documented national and jurisdictional rates of deaths caused by hazardous/harmful alcohol consumption between 1990 and 1997. It was estimated that 3,290 Australians died from injury and disease caused by hazardous/harmful alcohol consumption in 1997 and that over 72,000 hospital admissions were caused by high-risk drinking. About 70% of all alcohol-caused deaths and hospitalisations occurred among males and an average of 19 years of life were lost to premature death. From 1990 to 1997 death rates declined by over 20% with most of the decline between 1990 and 1993.

Electoral systems of the Australian states and territories
Electoral systems of the Australian states and territories in the news The legislatures of the Australian states and territories all follow the Westminster model described in the Australian electoral system . When the Australian colonies were granted responsible government in the nineteenth century, their constitutions provided for lower houses (Legislative Assemblies) elected by the people from single-member constituencies, with all adult males able to vote. This was considerably more democratic than the system which existed in Britain at that time. To balance this democratic element, however, upper houses (Legislative Councils) were created, whose members were either nominated by the Governor or elected on a restricted franchise. This ensured that the upper houses were dominated by representatives of the wealthy. For elections to the Australian Parliament, see the Australian electoral system

    Background and overview
    The states originated as separate British colonies prior to Federation (in 1901). Their powers are protected by the Australian constitution, and Commonwealth legislation only applies to the states where permitted by the constitution. The territories, by contrast, are from a constitutional perspective directly subject to the Commonwealth government. The Australian Parliament has powers to legislate in the territories that it does not possess in the states. Most of the territories are directly administered by the Commonwealth government, while three (the Northern Territory, the Australian Capital Territory and Norfolk Island) administer themselves. In the self-governing territories the Australian Parliament retains the full power to legislate, and can override laws made by the territorial institutions, which it has done on rare occasion. For the purposes of Australian (and joint Australia-New Zealand) intergovernmental bodies, the Northern Territory and the Australian Capital Territory are treated as a state.
