Australian Military in Iraq Renders First Aid to Russian Diplomats Caught in Crossfire
The Australian military in Iraq have rendered first aid to the Russian journalists and diplomats who got caught in the crossfire while travelling from Baghdad to Syria, Australian Premier John Howard announced on Tuesday.
According to him, an Australian task force met the Russian motorcade 200 kilometres away from Baghdad, lent first aid to the wounded, and even offered to evacuate them to a hospital.
"We were very polite and diplomatic to the Russian ambassador and his colleagues from the Embassy," said Howard. "They were allowed to move on as soon as all necessary checks were over and the wounded tended to." The premier refused to say who he thought had attacked the Russian motorcade, saying only Australians had nothing to do with the attack.

Testing the Force: HIV and Discrimination in the Australian Military
Eric A. Feldman, J.D., Ph.D. Should the military require all service members to be tested for HIV? If so, should those who test positive be permitted to serve? In answering these questions, different nations have crafted diverse policies, responsive to domestic political pressures, legal precedents, and regulatory regimes. Australia has been the site of a particularly bitter and prolonged debate over HIV and the military. The most recent volley in that ongoing battle was sounded in January, 1998, in a decision of the Federal Court of Australia. To put the Australian issue in perspective, it is first useful to examine the controversy over HIV and the military that has occurred in the US and other nations. HIV and the Military in the US and Europe Since 1985, the US military has required all recruits to be tested for HIV; those with a positive test result cannot serve. The policy was adopted after a contentious public debate in which a civilian advisory panel, the Armed Forces Epidemiological Board, made recommendations against testing that were ignored by the Secretary of Defense (Bayer, 1991). An authoritative account of the military’s decision to implement a mandatory HIV testing policy states:

Appendix: Personnel Costs Major Issues The need to deploy a substantial force to East Timor has placed unanticipated stresses on the Australian Regular Army. It has become clear that rotating the troops sent to Timor is going to be difficult for an Army of less than 24 000 Regulars, as Australia's is today. This difficulty has led some to call for the introduction of compulsory military service. Conscription is certainly a quick means of raising large numbers of troops. However, the need for training means that it would not deliver personnel fast enough to solve the Timor rotation problem. Historically Australia has been able to maintain an Army significantly larger than the present force by means of voluntary enlistment. In the eighties the Regular Army was almost 8000 stronger than it is now and conscription was not required. Universal conscription of, e.g., all 18 year old males is both prohibitively expensive (salary costs alone in that case are about $2.8 billion per annum) and delivers too many personnel-if two years service is required, then such a scheme would increase the Regular Army by almost 100 000 personnel. This would seriously unbalance the Australian Defence Force (ADF).

Brigitte's key contact in Australia was a Pakistani man who was also believed to be part of the terrorist group Lashkar-e-Toiba, DST deputy director Jean-Francois Clair told the Nine Network's Sunday program. This man, whom Sunday will name, used the Internet to view the layout of army bases and attempted to obtain chemical ingredients for explosives, the program will allege at the weekend. The program cites the DST dossier on Brigitte compiled since he was deported from Australia in October last year. "French terror suspect Willie Brigitte was sent to Australia by a Pakistani terrorist organisation and was in the process of considering which military targets the group would attack," Sunday said in a statement. An Infantry WO2 was posted to England on Ex Long Look. While in the Old Ilse he attended a Junior Officer Promotion Course, on actual battlefields in France. At one particular place, after the Instructors has given their usual instructions about troop dispositions in 1943, the course set about developing their individual plans of attack. The Australian WO curled up under a tree and went to sleep. The training staff were less than impressed, but allowed him this latitude. When the obligatory hour was up, they called the course together and one by one, went through the attack scenario. Eagerly they awaited the Australian. When it was his turn, he stepped forward and with one arm, pointed out his battle plan. "I would form my seven men up here. Fix bayonets and charge straight down this hill and onto the bridge, sweeping through to the other side. Then I would reorg and move back onto the bridge to make sure I could hold it." The Instructors were highly amused and showed their mirth gladly. Then one said quite seriously, "Warrant Officer. That sort of thing would never work. The machine gun emplacements would cut you to pieces the moment you crested the rise. You would merely provide target practice for the mortar pits and if by any chance you did manage to get to the bridge, the platoon of Germany Infantry would be on you like a terrier. I'm sorry my colonial friend - it just wouldn't work."
