About the Endorsed Supplier Arrangement (ESA) The Endorsed Supplier Arrangement (ESA) provides pre-qualification for businesses in the Information Technology, Major Office Machines, Commercial Office Furniture and Auctioneering industries to sell to the Australian Government. It is mandatory for Australian Government Financial Management and Accountability Act 1997 (FMA Act) agencies to use the ESA when purchasing Information Technology (IT) and Major Office Machines (MOM) products and services. ESA is part of the Australian Government's commitment to:
  • streamlining and simplifying Australian Government purchasing; cutting the cost of doing business with government; providing greater opportunities for regional Australia and small to medium enterprises; and stimulating the development of the IT and MOM industry in Australia.
The ESA is supported by an Internet based Application and Search system. Businesses apply online and once endorsed can update their supplier information, as they require. An Endorsed Supplier's business information is promoted by publishing these details on the Internet made available through the Search system. Government buyers use the Search system to find information on suppliers, its outlet/dealer networks and the products and services they offer. Endorsement is granted in perpetuity with integrity maintained by a review system. Suppliers that fail to honour ESA obligations may have their endorsement suspended or revoked.

Supported by the Australian Democrats and Greens in the Senate, it amended the legislation to allow the government to outlaw groups listed as terrorist by the UN Security Council. Since then, Labor, the Democrats and Greens have also voted for specific legislation banning three Islamic fundamentalist groups, Hamas, Hezbollah and Lashkar-e-Taiba. Moreover, the 2002 laws retained a backdoor method for banning organisations by freezing their funds, even if the UN Security Council did not list them as terrorist. The government can freeze assets or proscribe groups if a UN Security Council freezing order has been issued. Anyone collecting or providing donations for the organisation can be jailed for five years. If the funds are used for terrorist purposes, the penalty is life. Using other new powers in the counter-terrorism legislation, ASIO and the Federal Police have conducted scores of house raids, interrogations and detentions of alleged supporters of some of these organisations, without a single terrorist-related charge being laid.

Fifty of the detainees have now signed forms requesting an independent medical assessment of their health. By the end of the hunger strike, many men could not stand, move or digest solids. Others continued to urinate blood. During the strike, many participants were repeatedly stretchered to the hospital to be revived. Medical staff recorded 120 separate admissions by hunger strikers. Poor facilities on the island have left one 19-year-old Afghan boy blind in one eye. Louise Newman, a psychiatrist and member of the medical team blocked from visiting Nauru, said the boy had been complaining of eye pain and loss of sight for two months, yet he had no access to an eye specialist. the Age Lombok hunger strike Another group of asylum seekers blocked from seeking protection in Australia has staged a hunger strike and spoken out against their shocking treatment at the hands of the Australian navy. The Afghan refugees have been stranded on the Indonesian island of Lombok since warships forcibly escorted their boat into Indonesian waters in October 2001.
