By Graham Hand Other people's money I n Sydney recently, ratings agency Moody's Investors Service hosted a conference on structured finance and liquidity. Moody's had some fascinating insights into how it rates Australian banks. Much of it was not flattering. Deborah Schuler, a Moody's vice president and senior credit officer, explained how the agency judges the quality of bank liquidity, including its evolving "cash capital" framework. This allows a statistical analysis of potential structural problems in liquidity management. Globally, Moody's worries about liquidity in banks were:
  • Heavy reliance on wholesale funding. Retail deposit growth cannot fund loan growth due to increasing disintermediation (diversion of savings to funds managers). Assets are long-term and liabilities short-term. Holdings of liquid assets are "very low".

Australia central bank keeps key rate steady Victoria Batchelor Bloomberg News
Thursday, May 6, 2004 SYDNEY The Reserve Bank of Australia on Wednesday kept its benchmark interest rate unchanged for a fifth month amid signs that the housing market is slowing. Building approvals fell to a 13-month low in March, a report showed.
The bank's governor, Ian Macfarlane, and his eight board members kept the overnight cash rate target at 5.25 percent. They last raised the rate a quarter percentage point in December following a similar increase in November.
Lending to homebuyers by Westpac Banking and St. George Bank has eased since the central bank raised rates last year to curb a surge in borrowing, which fueled an 18 percent jump in house prices in each of the past two years. The housing decline may cool economic growth, economists said.
"It's hard to see the need for another rate rise," said Andrew Pease, chief economist at J.P. Morgan Chase. "Housing is in for a prolonged downturn, which will slow domestic economic growth."

From here I'll be going to New York to open the Merrill Lynch investment conference for investing in Australia, and to talk to a foreign policy association in relation to prospects for economic growth in Asia. JOURNALIST: Treasurer, first, how much discussion if any have you had at this meeting about the possible economic effects of military action in the Middle East by the United States, perhaps early in the New Year. TREASURER: Well, if there is instability in the Middle East you would expect that from an economic point of view that will have an effect on oil prices, and rising oil prices is a negative for growth in the developed world, so that's something to bear in mind when you're looking at the prospects. To some degree, we've already seen those price rises. The point I'm making here is that it's not necessarily just military intervention, but it's volatility and instability that effects its way into prices, and higher oil prices are not good for the American economy or indeed the Australian economy or any developed world economy. We lived through a period of rising oil prices in 2000 in Australia, and that was not good nor conducive for economic growth.

    China's Central Bank announces plans to tighten credit and the National Australia Bank comes under sharp criticism. The body that oversees Australia's banking standards has issued a scathing report criticizing National Australia Bank. The Australian Prudential Regulation Authority, or APRA, says management should have been aware sooner of irregularities in its foreign currency training operations before losses spiraled out of control. NAB announced $270 million U.S. dollars in losses in January, sparking a marketplace backlash and the firing of several senior managers. APRA Chairman John Laker tells the Australian Broadcasting Corporation the Authority tried to warn the National Australia Bank Chairman as early as January of last year. "We identified serious cracks in their defenses to handle risk, we signaled our concern to senior management and took the step of writing to the chairman of the board," he says. The APRA report accuses National Australia Bank of turning a blind eye to standard risk management procedures.

    History of Macquarie Bank
    Established in Australia in 1969, it began operations in Sydney in January 1970 with only three staff. In 1981, in response to changes evolving from the deregulation of financial markets, HSA commenced work on a proposal to become a trading bank. Authority for HSA to become Macquarie Bank Limited was received from the Federal Treasurer on 28 February 1985, making it only the second private trading bank to be established in Australia this century.  Macquarie Bank adopted its name from Governor Lachlan Macquarie, a leading pioneer and the man responsible for transforming the early settlement in Australia from a penal colony into a dynamic economy. The Bank's logo is a stylised version of the ‘ Holey Dollar’ , which Lachlan Macquarie introduced in 1813 as the first domestic coinage of the colony. Macquarie Bank took over all the existing activities of HSA and opened its doors for business on 1 March 1985 with a retail branch in Sydney. A trading bank branch was opened in Melbourne a few months later and in Brisbane in November 1986.
