Rules of Origin under the Australia-New Zealand Closer Economic Relations Trade Agreement
Issues and Questions The CER in outline The CER Agreement entered into force in 1983, building on earlier preferential trade agreements between Australia and New Zealand. Its objectives are to:
  • strengthen the broader relationship between Australia and New Zealand; develop closer economic relations through a mutually beneficial expansion of free trade between the two countries; eliminate barriers to trade between Australia and New Zealand in a gradual and progressive manner and with a minimum of disruption; and develop trade between New Zealand and Australia under conditions of fair competition.
Since its inception in 1983, the CER Agreement has undergone three general reviews which, among other things, accelerated the achievement of free trade in goods meeting the CER rules of origin, so that by June 1990 all tariffs and quantitative restrictions on trade were eliminated. The rules of origin establish criteria for the preferential entry of goods which are wholly or partly produced within the CER area. For manufactured goods produced partly inside and partly outside the CER area, for example, origin is generally conferred by reference to the location of the last process of manufacture and the proportion of expenditure undertaken within Australia and New Zealand. The agreed rules of origin are incorporated into legislation in each country and were last amended following the 1992 review of the Agreement.

    About The Fund
    The New Zealand Government has identified biotechnology as a key sector with potential for high growth and economy-wide benefits. The Australia New Zealand Biotechnology Partnership Fund (ANZBPF), announced by the Minister of Research, Science and Technology in September 2003, responds to the Biotechnology Taskforce recommendation that industry and government act to stimulate the formation of international biotechnology partnerships, with Australia noted as a priority. It is envisaged that the Fund will be administered in the form of Grants that will require a minimum of matching funding from biotechnology industry applicants and, where applicable, their Australian partners. page top

NEW ZEALAND SIGN MUTUAL ACCEPTANCE AGREEMENT
ON OENOLOGICAL PRACTICES
TORONTO, CANADA
"This agreement is a breakthrough for world wine trade that recognizes the effectiveness of other country's regulatory and enforcement systems for assuring that producers comply with its country's standards," said John De Luca, president and CEO of the Wine Institute in San Francisco. "We hope other countries will participate in the agreement and liberalize wine trade." In other provisions, the agreement will establish transparency requirements and consultation and dispute mechanisms. The agreement does not limit signatories' rights or obligations under the World Trade Organization Agreements, including the right to take measures for the protection of human health and safety. Future work includes negotiation of a wine labeling agreement that will simplify export labeling. Argentina and South Africa participated in the negotiation of the agreement, and have the option to sign it prior to March 31, 2002. Other countries can accede to the agreement under the procedures and conditions established in the agreement.

Results at 30 June 2002: Status: Achieved Comments: The Marketing Opportunities Guidelines were distributed before 31 July 2001 and the schedule of events was also posted on www.tourisminfo.govt.nz to broaden the distribution of this information. Total attendance at targeted trade and consumer travel shows where Tourism New Zealand participates will be 1.3 million. Results at 30 June 2002: Status: 1.5 million Achieved Comments: Whilst the target was achieved, attendance at travel shows was affected this year by September 11, 2001. Tourism New Zealand attendance at FITUR (Spain) was cancelled as a result, and two key European events, CMT (Stuttgart) and ITB (Germany), both recorded a decline in attendance. CMT attendance was down as much as 23%, equivalent to approximately 55,000 people. Key shows attended this year were WTM in the UK, JATA Travelmart in Japan, ITB in Germany, Arabian Travel Mart in Dubai, CMT in Stuttgart, and CITM in China.
