HARNESSING GLOBALISATION ... RESPECTING THE RULES New Zealand The EU is New Zealand's second trading partner with increasing trade figures since 1990. New Zealand's exports to the EU consists of about 80 % agricultural products. Relations with neighbour countries Historically New Zealand's has developed close ties with Australia and the South Pacific Region. The "Closer Economic Relations" Agreement (CER) with Australia was first signed in 1983, extends free bilateral trade to all goods and most services. It includes free movement of labour, the development of joint food standards and national treatment for government procurement. In 2003 Australia and NZ celebrated the 20 th anniversary of this Agreement, under which two-way trade has increased by 500 %. NZ is a member of the Asia-Pacific Economic Cooperation (APEC) and - given its agricultural interests - also of the Cairns group of "Fair Trading Agricultural Exporters". It has a key leadership role within the South Pacific Forum and is also a member of the South Pacific regional Trade and Economic Agreement (SPARTECA). The Free Trade Agreement (FTA) with Singapore has entered into force and now it is in the process of negotiating a trilateral trade deal with Singapore and Chile, known as P3. NZ has started end 2003 negotiations for a FTA with Thailand and with China talks for the establishment of a trade and economic cooperation framework.

Introduction The European Community in its relations with third countries endeavours to promote international trade. For regulated products, this is achieved – inter alia – through the conclusion of Mutual Recognition Agreements (MRAs) on the basis of Article 133 of the Treaty. Mutual Recognition Agreements are established between the Community and the Government of third countries, which are on a comparable level of technical development and have a compatible approach concerning conformity assessment (For more information consult the site of DG TRADE) These agreements are based on the mutual acceptance of test reports, certificates and marks of conformity issued by the conformity assessment bodies of one of the Parties of the Agreement in conformity with the legislation of the other Party. Seven Mutual Recognition Agreements on conformity assessment between the European Community and third countries entered into force on: 1/12/98 with the United States, 1/11/98 with Canada, 1/1/99 with Australia and New Zealand, 1/5/00 with Israel in the Sector of Chemicals Good Laboratory Practices (GLP), 1/1/02 with Japan and 1/6/02 with Switzerland.
