An ANZAC Dollar? Currency Union and Business Development
by Arthur Grimes and Frank Holmes with Roger Bowden This study is about currency union. Should New Zealand remain the smallest industrialised country to run an independent monetary policy? Should New Zealand instead adopt the Australian dollar or some hybrid such as a combined ANZAC dollar? Should it adopt the United States dollar or seek a three-way bloc with both Australia and the United States?
The authors analyse political and economic issues relevant to these matters:
  • the trans-Tasman relationship in the context of CER; the political economy of changing currencies; the role of the exchange rate in cushioning and/or exacerbating shocks; a major survey of business attitudes and practices regarding currency management.
They conclude that the Australian dollar (AUD) and the US dollar (USD) would not be materially worse than the floating New Zealand dollar in cushioning New Zealand's external (terms of trade) shocks. By diversifying against a broader range of shocks, a link to a larger currency area (e.g. the AUD or USD) may result in a beneficial regime change. Businesses are strongly of that opinion and there is little economic evidence to the contrary.

    August Bandwidth Report - US Broadband Jumps to 37.8%, Australia Breaks 15%
    Overall, broadband grew by 1.1% in July, with 37.8% of wired US users enjoying a high-speed connection. Over 15% of wired Australians have a broadband connection, according to a June 2003 ACNielsen.consult survey. 8.3% of New Zealand workers have DSL, according to the ISCR. The charts and tables below, derived from Nielsen//NetRatings and other data, show trends in connection speeds to the Internet in the US, Australia, and New Zealand.
    Home Connectivity in the US
    As of July 2003, most users in the US connect to the Internet using dial-up modems of 56Kbps or less. 51% use 56Kbps modems, 8.2% use 28/33.3Kbps, and 3% use 14.4Kbps modems. In total, 62.2% of home users in the US connect to the Internet at 56Kbps or less (see Figure 1).

    Broadband Growth in the US
    Broadband penetration in US homes increased by 1.1% in July. As of July 2003 broadband penetration was at 37.8%, up from 36.7% in June. This is higher than the average increase in broadband of .71% per month from October 1999 to June 2003. Extrapolating the data provided by Nielsen//NetRatings, broadband share in the US should exceed 50% by June of 2004 (see Figure 2).

    With the total value of announced mergers and acquisitions in New Zealand for this calendar year already more than the deals announced for all of last year, the New Zealand market is looking rosy. As the economy is also doing well - the latest economic statistics show unemployment at a 16-year low of 4.4 per cent and interest rates are relatively low - investment bankers in the land of the long white cloud have good reason to be optimistic. The other concern is over the number of New Zealand companies being bought up by foreign companies, particularly by Australian companies. That figure represents a big leap from the $US209.8 million announced for the first quarter and the $US840.4 million announced in the second quarter of last year. Deutsche Bank AG was the top adviser for the latest period, by a sizeable margin, with $US1.28billion worth of announced deals, followed by JBWere, ABN Amro and Macquarie Bank. But the increase, and the rankings, come largely from a few major deals, such as John Fairfax Holdings' acquisition of the publishing businesses of Independent Newspapers from News Corp - the largest transaction in the second quarter and the only one to exceed $NZ1 billion ($869 million).
