COUNTY SNOWMOBILE / ATV REGULATIONS 44.01 DEFINITIONS.
Snowmobile . Any engine driven vehicle of a type which utilizes sled type runners, skis or an endless belt tread or any combination of these or similar means of contact with the surface upon which it is operated, but does not include such vehicles which are either manually propelled or driven by a motor of 4 horse power or less and operated only on private property. All-Terrain Vehicle (hereinafter referred to as ATV) . As defined in Section 340.01(2g), Wisconsin Statutes, means an engine driven device which has a net weight of 650 pounds or less, which has a width of 48" or less, which is equipped with a seat designed to be straddled by the operator and which is designed to travel on 3 or more low-pressure tires. A low-pressure tire is a tire which has a minimum width of 6", which is designed to be mounted on a rim with a maximum diameter of 12" and which is designed to be inflated with an operating pressure not to exceed 6 pounds per square inch as recommended by the manufacturer. 2003 ATV Deaths Tie State Record
MORGANTOWN, W.Va. – A total of 27 people died in ATV-related crashes in 2003, tying the highest number of ATV deaths on record set in 2002 according to researchers at the WVU Center for Rural Emergency Medicine (CREM). Of those killed in ATV-related crashes last year, eight were under the age of 18; only two were known to be wearing a helmet; and six were passengers at the time of the crash. Four of the passengers were children riding on ATVs operated by older drivers. Ten of the fatal crashes occurred on paved surfaces. West Virginia has averaged 26 ATV-related fatalities per year since 2000. West Virginia remains one of only six states without ATV legislation. –WVU– af:01-13-04

National forests were established by Congress in 1897 to improve and protect our country’s forests. The Multiple Use-Sustained Yield Act of 1960 stated that the national forests would be administered for outdoor recreation, range, timber, watershed, wildlife and fish purposes. Today, national forests cover more than 190 million acres nationwide. The U.S. Forest Service frequently finds itself called upon to perform a balancing act, trying to keep all users of the forest content. Conflicts between boaters and fishermen, hikers and horsemen, preservationists and loggers are all part of the balancing act. In recent years a new trouble zone lies between all-terrain vehicle (ATV) users and their opponents. First introduced in 1971, ATVs quickly became popular, with almost 4 million in use today. Two areas of concern regarding ATVs in the national forests are the safety of ATVs themselves, and the effects of their use in the forests on the environment.

All-terrain vehicles: ATV registration, licensing and safety
All terrain vehicles (ATVs) are designed for off-road use. They have three or more wheels, an engine capacity exceeding 50 ml and a gross weight of less than 1,000 kilograms. They're also known as farm bikes, three-wheelers or four-wheelers. There are around 70,000 ATVs in New Zealand, mostly used on farms. Apart from road crashes, ATVs are the single most common cause of work-related fatalities. This factsheet explains the registration and licensing requirements for ATVs, and provides some guidelines on using them safely.
What is registration?
Registration is when a vehicle is added to the Motor Vehicle Register and given registration plates.
What is vehicle licensing?
Motor vehicle licensing is the payment of a fee for using a motor vehicle on the road. When the fee is paid you receive a label indicating the licence's expiry date. This licence label must be displayed on the vehicle. Motor vehicle licensing is commonly but incorrectly known as registration.

Total cooperation between the driver and the track for the safety of each individual is of the utmost importance. Standards for safety are contained in this rule book for the benefit of a safe race. A Little History and
The Safe Use of Your ATV
ATVs are not toys and they can be dangerous to operate. They handle differently from other vehicles and are less safe than cars and trucks in a variety of ways. The all-terrain vehicle (ATV), also known as a three, four or six-wheeler, was initially developed in Japan as a farm-to-town vehicle for use in isolated, mountainous areas. When the ATV first appeared in the United States in the 1970s, it was promoted and sold as a recreational vehicle designed to provide "thrills" for the rider. By the mid-eighties the ATV was used both for recreational purposes and in agriculture. It was found to be an efficient and economical substitute for the pickup truck, the horse, the tractor, and even for walking in many operations. ATVs can now be found on all types of farms, ranches, groves, in the forest, on golf courses, and in recreational pursuits.     Governor's Traffic Safety Committee ATVs To promote the safe operation of all-terrain vehicles (ATVs) and respect for the rights of property owners, New York State requires ATVs to be registered and ATV operators and riders to obey special laws. WHAT IS AN ATV? An all-terrain vehicle is any self-propelled vehicle with two or more wheels that is manufactured for sale to be used primarily off-highway or in off-road competitions, and that is no wider than 70 inches and weighs no more than 1,000 pounds. This does not include vehicles manufactured for off-highway use and designed exclusively for travel on snow or ice, and supported by one or more skis, belts or cleats that utilize and endless belt tread. Those vehicles, which include snowmobiles, are subject to other laws and regulations. ATV REGISTRATION An ATV must be registered with the Department of Motor Vehicles (DMV) if it is operated anywhere in New York State, including on the owner's property. The exception is that ATVs used only for agricultural purposes, or for snow plowing (except for-hire plowing), are exempt from the registration requirement.
