Texas-Mexico Border Texas Internet bureau can help communities fight child predators by Attorney General Greg Abbott The Internet has given child predators the anonymity to act on their perversions. That is why it is imperative we are vigilant in tracking down and locking up these predators. Today, law enforcement agencies across Texas and the nation are working together to bring justice to those who would prey on our children. The Texas Attorney General's Office formed the Internet Bureau to track online predators and train law enforcement officers. Our team of investigators are online every day looking for evidence of cybercrimes against children. In a recent Internet Bureau investigation, an officer with the McAllen Police Department and investigators from the district attorneys' offices in Potter and Fort Bend counties helped apprehend a suspect in an undercover operation in Central Texas. The officers are on special assignment with the Internet Bureau. James Steven Thornton, Jr., 26, a parolee living in Lampasas, was arrested when he arrived at a restaurant in Travis County to meet what he believed was a 13-year-old girl he had met in a chat room. The "child" happened to be one of our Internet Bureau investigators. He then allegedly got the child to agree to a sexual rendezvous with him. He has been charged with criminal solicitation of a minor, a second-degree felony. Thornton allegedly engaged the online "girl" in a four-hour, sexually explicit conversation. Throughout the conversation she claimed to be 13. He told her where to meet him, described the pickup he would be driving and the style of clothes he would be wearing.

    Operation Decrypt Leads to Charges Against 17 For Developing Technology Used to Steal Millions of Dollars Worth of Satellite TV The victims of the hackers and hardware distributors are satellite programming providers such as DirecTV and DISH Network, companies that lose millions of dollars every year from satellite signal piracy. Additionally, members of the Motion Picture Association of America lose millions of dollars every year in unpaid royalties when satellite programming is stolen. In an illustration of the scope of the problem, one defendant already has pleaded guilty and admitted that he was responsible for losses of nearly $15 million. Another nine defendants have agreed to plead guilty to charges based on conduct that also caused significant losses. Six of the remaining defendants have been named in four indictments that were returned by a federal grand jury in Los Angeles last month and unsealed this morning. One additional defendant has been charged in a criminal complaint. In October 2002, FBI agents in seven states executed search warrants at the homes of many of the targets. Agents seized numerous computers and illegal decryption devices as part of the investigation.

    A s e-commerce becomes ever more entrenched in the infrastructure of business-to-business communication, pioneers of a new concept believe they might have discovered a middle ground between the restrictions of a virtual private network and the near-anarchy of an industry portal-the online gated community. "VPNs are usually always tied to a very small, limited number of participants," says attorney Dan Greenwood, director of the Massachusetts Institute of Technology's e-commerce architecture program, and author of a recently released white paper ( http://ecitizen.mit.edu/OnlineGatedCommunities/

Those work well for what they do, but that approach is really precursory to the online gated community approach. "The industry portal is different for another reason," Greenwood explains. "Those are, in a sense, too broad. In the generic industry portal, all you need to be a member, theoretically, is to be a member of an industry. That includes competitors, people who don't have a business relationship with each other, or who ordinarily wouldn't, because an industry is not a very tight formulation."

    Published: Tuesday, April 6, 2004 At last week's campus senate meeting, President Dan Mote reaffirmed his commitment to providing anti-discriminatory language to protect all communities in the campus' human relations code.
    Currently, the code does not include language to protect gender expression and identity. The two differ from sexual orientation in that they speak to how someone chooses to represent himself or herself, for example a woman who chooses to identify as a male, but may not be a lesbian, or an effeminate man who is not gay. The state's attorney general's office advised Chancellor William Kirwan against including gender expression and identity language in the code after receiving the proposal endorsed by the campus senate.
    "There is no protection without protection in other jurisdictions...where the campus resides," said Joel Cohen, senate chair, during last week's meeting. He was referring to a 1973 Board of Regents policy that ties campus human relations codes to relevant laws. Neither county, state or federal policies provide for gender expression or identity.

We asked John Delaney, Partner at Morrison Foerster and authority on new media law, to outline the principal legal issues confronting those who build and manage online communities. Which are the principal legal issues that online communities face? Online communities face significant legal issues. These issues primarily arise from the fact that, by definition, an online community web site has a high degree of user interactivity. For example, on a typical online community site, visitors to the site may be posting messages on electronic bulletin boards or engaging in dialog with other visitors in chat rooms.

    Abstract
    Despite strong interest among practitioners and scholars, the study of communities of practice (CoPs) and Information Technology (IT) is short of empirical research. This paper presents a theoretical framework for communities of practice and provides alternative perspectives on IT supports for communities of practice. The framework was developed based on the literature and ethnographic case studies of communities of practice within two organizations. The study examines how people share and construct their knowledge and how they use collaborative IT to support work practices in two organizations. The surprising finding is that the groups that used IT most intensively had the least well-developed CoPs. The results of the study would inform practice and research in Knowledge Management. Introduction
    This paper introduces a framework for CoPs. The framework was developed based on the literature and the ethnographic case studies conducted by the first author. Second, we will discuss three kinds of knowledge and argue that some knowledge is difficult to share in electronic formats. Next, we will address the relationship between CoPs and IT. Finally, the implications of the study for further IT research will be discussed.
