The new requirements come from provisions of the 1994 reauthorization of Title I, the largest federal effort in precollegiate education, which provides aid to "level the field" for disadvantaged students. May 2003 Assessing the Assessment Tests Almost twenty years after The National Commission on Education released A Nation at Risk FINDINGS Impact of High-Stakes Testing on Student Performance
  • Analysis of scores and participation rates for the National Assessment of Educational Progress (NAEP), American College Test (ACT), Scholastic Assessment Test (SAT), and Advanced Placement Tests (AP) tests suggest that there is inadequate evidence to support the proposition that high stakes tests and high school graduation exams increase student achievement. Training causes test scores to improve, but doesn't show any effect on student learning from other independent measures, such as the ACT or AP. In fact, the analysis suggests that high-stakes tests may inhibit the academic achievement of students on these different and independent measures of student achievement, rather than fostering their academic growth. Although test scores on state-administered tests usually increase after high-stakes testing policies are implemented, the evidence presented here suggests that students are learning only the content and item forms of the state-administered test.

Scholastic Assessment Test Scores
What do standardized assessment test scores tell us about students and schools? o The Scholastic Assessment Test (SAT) consists of 138 questions, 78 verbal items and 60 mathematical items that are each assigned a designated number of points. Students earn both verbal and math scores that are each converted to a scale ranging from 200 to 800. o The reported decline in SAT scores that began in 1963 and leveled off in the early 80's consisted of 6 to 9 (or 5%) fewer correctly answered questions. During this period a much larger and more diverse group of students began taking the test. o A school or state that wants to make accurate and fair comparisons of SAT averages should first determine whether the number of students taking the test is about the same, and if the group characteristics such as gender, wealth, and class rankings also are similar. o A few colleges and universities look only at the SAT scores and high school grades to determine if a student meets their entrance criteria. The vast majority look at more than test scores and grades, and recognize that SAT scores are neither the only nor the best indicator of academic success in college.

    Test (student assessment)
    From Wikipedia, the free encyclopedia.
In education certification counselling , and many other fields, a test or exam (short for examination ) is a tool or technique intended to measure students' expression of knowledge skills and/or abilities . A test has more questions of greater difficulty and requires more time for completion than a quiz . It is usually divided into two or more sections, each covering a different area of the domain or taking a different approach to assessing the same aspects. A standardized test is one that compares the performance of every individual subject with a norm . The norm may be established independently, or by statistical analysis of a large number of subjects. Multiple-choice questions
For a multiple-choice question, the author of the test provides several possible answers (usually four or five) from which the test subject must choose. There is only one right answer, usually respresented by only one answer option, though sometimes divided into two or more, all of which the subject must identify correctly. Such a question may look like this: The number of planets in the solar system is: a) 7 b) 8 c) 9 d) 10 If a subject makes an error and produces an answer that is not an option, the subject will see that he or she is wrong. As a result, he or she will probably continue working until an allowable answer is achieved. If the subject fails to produce an allowable answer after an inordinate amount of time, he will probably suffer from dramatically increased anxiety, leading to a cascade of further errors not representative of his actual level of knowledge.

You may need to take remedial courses to improve your skills before taking some college-level courses.

NCLB: Assessment Promising Practices NGA summary of promising state assessment practices, and links to more information. Under NCLB states must assess students relative to math and reading or language arts standards in grades three through eight, as well as once in grades 10 through 12, by the 2005-06 school year. States must also administer science assessments at least once in elementary, middle, and high school by the 2007-08 school year. Almost all states will need to develop additional assessments to fully comply with the law. As they develop assessments to meet NCLB requirements, states may want to consider collaborating with other states in the development of assessments, incorporating multiple question formats into state assessments, using computerized assessments to provide timely feedback to parents and teachers, and ensuring alignment between state assessments and state standards and curricula. Collaborate with other states in the development of assessments Four New England states, Maine New Hampshire Rhode Island and Vermont , are working together to develop a series of grade-level standards and tests to meet the requirements of NCLB. The U.S. Department of Education has awarded $1.78 million to this effort through a competitive grant process. By collaborating, these states can develop the required assessments in a cost-effective manner. For more information, see the Department of Education

OK, now that you have your school's ISAT results, what do they mean?
Your children's school touts (or explains away) its ISAT results, and you are sent your children's own ISAT scores. But what exactly is the ISAT the Illinois Standards Achievement Test and what is it supposedly measuring? Read these excellent reports to find out:
    • "What Do State Tests Measure? A cautionary tale from Illinois by Dawn Earl.
Excerpts: "...recent evidence from Illinois indicates student performance on state-designed tests bears no relationship to changes in state educational standards. ... Average ISAT test scores by school are not reported to Illinois parents or the public. The state report cards thus do not allow parents to determine how well their child's school is performing relative to other schools in the area or across the state."
