The decade witnessed an unprecedented lowering of tariffs and a large increase in foreign investment flows. This has stimulated growth but unevenly, both within and across nations. The second aspect of this change is the alternating nature of alliances between countries. Rather than country-to-country specific, alliances are woven around issues. Today, the meaning and string of the term "south-south cooperation" has less significance than it had before. The possibility for a country getting into an alliance is no longer determined in a strict manner, as in the form of developed versus developing countries. On the other hand, there has been a significant trend towards region-specific alliances, with an increase in the number and extent of regional trade arrangements. Thirdly, at the national level, countries have made attempts at economic reforms (through structural adjustment and macro economic stabilisation programmes), which are interwoven with reforms in trade policies for implementation of the Uruguay Round accords of the General Agreement on Tariffs and Trade (GATT).

International Trade and Investment
In much of the Asia and Pacific region, economic growth has occurred in parallel with increasing economic integration into the global economy through foreign trade and international investment. In East Asia, export-led industrialization was the leading edge of the region's development strategy, and this is now the development model of most DMCs. Private investment sourced internationally is the dominant basis of capital for such development. International initiatives on trade and investment within the context of the General Agreement on Tariffs and Trade (GATT) and the WTO focus on further liberalization of trade and investment regimes. A parallel set of initiatives for trade liberalization is also slowly taking root under the auspices of ASEAN and other regional organizations. In this context of economic globalization, policy integration for trade and investment implies an open trade and investment regime, not necessarily an unregulated regime (see Box 4-5). Policies that encourage open trade and investment do not contradict policies that require all investors (foreign and domestic) to meet national environmental performance standards. Typically, this will involve developing in accordance with a “master” plan supported by EIA of all new investments. An approach of combining national environmental performance standards with support of open trade and investment will (in most cases) provide the best route to securing improvements in economic and environmental performance.

Negotiating the TRIPs Agreement: India’s experience and some domestic policy issues Negotiating the TRIPs Agreement: India’s experience and some domestic policy issues One of the most contentious issues discussed in the Uruguay Round of multilateral trade negotiations under the General Agreement on Tariffs and Trade (GATT), was that on intellectual property rights (IPRs), which resulted in the Agreement on Trade Related Intellectual Property Rights. There were several reasons and among them the fundamental one was that a binding international agreement on trade-related IPRs creates monopoly power in the hands of a few and goes against the main goal of the multilateral trading system, i.e. trade liberalisation. It is this issue, which has found many economists condemning the inclusion of TRIPs under the World Trade Organisation (WTO), which has been best expressed by the noted trade analyst, Professor Jagdish Bhagwati: “We are now using the GATT for the collection of royalty payments, which is not a mutual-gain transaction. In so doing, we have abandoned or diluted a very attractive philosophical basis for organising the GATT – the idea that trade is mutually beneficial to all contracting parties and that therefore all parties should liberalise.”

AVIAN INFLUENZA IN ASIAN COUNTRIES
Purpose 1. To advise of the latest situation in Asia with respect to outbreaks of avian influenza. Latest position 2. Customer Information Note 2004/09 and 2004/10 advised of the situation in Thailand with respect to avian influenza. 4. This Proposal has been implemented in England by a Declaration
Thailand 5. This Declaration revokes and replaces the one issued in respect of Thailand on 23 January in accordance with Commission Decision 2004/84/EC. As far as meat, meat products and eggs for human consumption from Thailand are concerned, the revised Declaration does not change the restrictions. Imports of live birds are now included within the terms of the prohibition. 6. In addition the European Commission has clarified a point in relation the importation of raw material for petfood. The prohibition includes raw material for petfood derived from any avian species.

Australia and Japan have a long and strong economic relationship, but it is losing momentum and is not the broad economic relationship it should be in a globalized economy. Perceptions on both sides need to be altered to broaden the relationship. An institutional commitment such as a free trade agreement is required to secure this change. Agreement to put interests in common ahead of differences is necessary to proceed. Australia and Japan have strong common interests in global and regional economic affairs. A revitalized bilateral economic relationship is necessary if Australia and Japan are to collaborate to advance common global and regional interests. Asia: International trade unions target Asian call centres
This story is about India, which I don't cover on this site, but I think the issue raised is an important and relevant one. Last week (11 January), the Hindu , a major Indian newspaper, published a story about a plan by Europe's largest specialist finance sector trade union ( UNIFI ) to "offer representation to more than 50,000 employees in [Indian] call centres and data-processing operations." A British trade union with 158,000 members across 400 employers, UNIFI is a member of Union Network International ( UNI ). After failing to stop the exodus of call centre jobs to India, UNIFI hopes to work with UNI to attract members on the subcontinent and thus assist in improving terms and conditions. The interesting points here are whether UNI and UNIFI will be successful (in attracting members and improving wages and workplace conditions), and whether the strategy will be taken up by other trade unions (notably US-based unions) in this and related IT sectors. One important factor in this strategy relates to cost. Companies have moved call centre functions to India for three main reasons: wages, IT infrastructure, and the English-language ability of a relatively large proportion of the population. Mounting wage costs could hasten the move to other locations (the Philippines or even China as it starts to come online with a larger English-language speaking population). Another important factor is that a very small percentage of India’s workforce outside of the formal sector (in India this means the public sector) is unionised. It remains to be seen if the initial positive response to UNI’s overtures will translate into membership numbers.

ITC organized a pan-Asian buyers-sellers meeting for the automotive components sector (Singapore, December 2002), to promote trade linkages between firms from 12 Asian countries. Over 60 companies from South and South-east Asia, ranging from large diversified groups to entrepreneur-driven small businesses, participated in the meeting. Mr. Bilahari Kausikan, Permanent Secretary of Singapore’s Ministry of Foreign Affairs, was the guest of honour at the opening ceremony. Mr. Kausikan stated that the buyers-sellers meeting was timely and provided SMEs with an ideal opportunity to network, develop effective marketing channels and thereby break into regional markets. One-to-one meetings facilitate deals Over two days, 105 representatives from Cambodia, China, Indonesia, India, Malaysia, Myanmar, Nepal, the Philippines, Singapore, Sri Lanka, Thailand and Viet Nam took part in 374 one-to-one meetings lasting half an hour each. By close of business, participants reported deals amounting to approximately US$ 2.2 million in total. The deals they negotiated included straightforward buying and selling, as well as representation, agency and joint venture agreements.
