So-called "non-tariff trade barriers" in a number of Asian nations have tumbled significantly since the Warner-China Film Accord, yet more evidence of the Chinese ripple effect. "Hollywood's strategy is very simple. They want as much money as they can get, and not give any back" Restrictions on the number of importable prints in Taiwan, for example, have all but diminished while Corean limits on the number of days that theaters could play foreign product also appear to be disappearing. In more restrictive societies, especially those like Malaysia and Indonesia, which have large Muslim populations, censorship is still an obstacle. Recent problems with films like Babe , an otherwise wholesome film by American standards but offensive to the Islamic view of pigs as "dirty" animals, underscore the lingering challenges. Centralized distribution monopolies like China Film's are also a characteristic of strict regimes like President Suharto's in Indonesia, where local laws even prohibit the opening of studio offices.
But these are minor issues when considering the bigger picture. If the next 15 years in Asia even remotely mirror Europe over the course of the past 15, Hollywood's ultimate domination seems all but certain. Key to this success is the development of multiplexes throughout the region, a trend which nearly doubled Hollywood's European revenues in just over a decade.

Across our nation in this month of May, Asian Pacific American Heritage Month is celebrated with community festivals and educational activities. This year's theme "Freedom for All—A Nation We Call Our Own," is especially timely as our civil liberties and civil rights are under assault. This event hosted by the Asia Society recognizes both the importance of APA Heritage Month and reminds us of the many challenges facing Asian Americans and Pacific Islanders today. Our nation has come a long way since the internment of Japanese Americans during World War II through the Civil Rights movement. However, since the attacks of 9/11, President Bush and some Members of Congress have used it as an opportunity to promote legislation that has had a detrimental impact upon civil our liberties and civil rights. Unfortunately, much of this legislation disproportionately affects Asian Americans.

Thursday, October 23, 2003 CONTENTS ACTION ALERT: Sikh Americans from Key States Urged to Contact Representatives Regarding Hate Crimes Legislation SMART has been working with the Leadership Conference on Civil Rights, the nation's largest umbrella civil rights organization, to advance federal legislation combating hate crimes. Current law permits federal prosecution of a crime as a hate crime only if the act was motivated by bias based on race, religion, national origin, or ethnicity, and the assailant intended to prevent the victim from exercising a federally protected right. If this legislation is enacted, it would expand federal jurisdiction to include a broader set of bias categories. Second, the legislation would increase funds and support from federal law enforcement in the prosecution and investigation of hate crimes. Such action would enhance vigilance and effectiveness in the response to hate crimes.

DEFENSE: Senator Akaka is committed to enhancing the readiness of our Armed Forces and ensuring services and benefits for those who serve in the defense of our country. During the 107th Congress, Senator Akaka was instrumental in authorizing funding for military construction projects in Hawaii. Senator Akaka worked to authorize funding for the Photovoltaic Energy Park in Ewa Plains, to be run by Hawaiian Electric Company in joint partnership with the University of Hawaii and the Department of the Navy. Senator Akaka also worked with the Army to resolve training issues related to the use of the Makua Military Reservation on Oahu, and worked closely with the Department of the Navy and State of Hawaii to address remaining matters pertaining to the cleanup of unexploded ordnance (UXO) on the island of Kahoolawe. Senator Akaka inserted report language in the FY03 National Defense Authorization Act (NDAA)(P.L. 107-107) directing the Army to study the UXO problem at Waikoloa on the island of Hawaii, and to determine how to fund the clearance of UXO on this Formerly Used Defense Site (FUDS site). Senator Akaka also worked to authorize funding for a study of the critical infrastructure vulnerabilities at Navy sites in Hawaii. HOMELAND SECURITY: Prior to the events of September 11, 2001, Senator Akaka had begun the debate over the appropriate means to ensure homeland security. In the first session of the 107th Congress, he examined the role of the Federal Emergency Management Agency's disaster preparedness and mitigation efforts and reviewed the role of satellite imagery in assisting domestic agencies of the federal government to aid local and state officials in disaster relief.

Dear Mr. Speaker:
In recent weeks, there have been reports, including the release of draft legislation that became public on February 7, 2003, that the Administration intends to submit new anti-terrorism legislation to the Congress. While the undersigned organizations may have differing views on some of the substantive provisions of the draft Domestic Security Enhancement Act, we are all deeply concerned that anti-terrorism measures not erode basic civil liberties. To that end, we write to ask for your commitment concerning the procedures that the House of Representatives will use in considering the Administration’s proposals, if and when they are presented to Congress. This legislation, like any proposal dedicated to reducing the risk of terrorism, should be considered calmly and deliberately with a determination to protect both national security and the liberties and freedoms at the core of the American way of life.
Accordingly, we urge you to ensure that the House of Representatives follows normal parliamentary procedures when it takes up any new anti-terrorism legislation. The Administration’s bill should not be considered until it has gone through the full OMB clearance process. The bill should be referred to the Judiciary and other appropriate committees on a schedule that provides adequate time for full and careful analysis. Those committees should hold extensive hearings, where the Administration can explain its views in detail and outside groups can respond, before marking up the bill. To ensure that the final legislation benefits from this careful review, the bill that is brought to the floor of the House should be the one that has been reported out by the appropriate committees.

Our reservations are based on our shared belief that the United States' efforts to protect the country and punish those who were responsible for the September 11 attacks are best served by legislation that is directly focused on appropriate, responsible and effective anti-terrorism measures. Legislation that fails to respect our time-honored liberties, or focuses on efforts unconnected to fighting terrorism, detracts from this crucial mission. The DSEA is that sort of legislation.

Day of Remembrance to focus on race relations

The Asian American Studies Institute and the Asian American Cultural Center will present a Day of Remembrance and Dialog on Feb. 19, at the Asian American Cultural Center, from 11 a.m.-12:30 p.m. It was on Feb. 19, 1942, that President Franklin Roosevelt issued Executive Order 9066, leading to the mass removal and detention of 120,000 Americans of Japanese ancestry in prison camps between 1942-1946. In 1988, the U.S. government enacted legislation calling for an apology and partial compensation to survivors of the camps. By that time about half of the 120,000 had already passed away. Guests at the Day of Remembrance include a former internee, a descendant of former internees, and others who were involved in the internment camps of World War II. The event will be an opportunity to engage in informal discussions about the lessons of internment and current concerns about constitutional rights, tolerance, prejudice, race and community relations. Additionally, as part of the National Collegiate Day of Remembrance, students and faculty may participate in a nationwide commemoration of the civil liberties violations and wrongful detention of Japanese Americans during World War II, through a multimedia and panel presentation, including video, poetry, dance, music and discussion, to be telecast live from San Francisco State University, at the Student Union, Room 378, from 2:30-4:30 p.m.

Call to Order: Lieutenant Governor Pat Quinn called the meeting to order at 5:30 p.m. Lt. Governor Quinn
The Lieutenant Governor opened his remarks by thanking everyone at the meeting. He then stated that he was interested in specific call-to-action ideas since there is a need to help the thousands of Asians in the community. After everyone on the staff and council introduced themselves, Lt. Governor acknowledged the two upcoming parades he planned to attend that included the Indian Independence Parade and the Pakistani Independence Parade. He also requested the council to present him with a calendar of Asian American events where he or his staff can come and attend.
Lt. Governor then requested members in the council to discuss their Asian American issues and concerns.
