AAS offers undergraduates opportunities for either a major or a minor. In addition to the 15 units in the CSRE core curriculum, 45 units are distributed as follows:
  • 5 units in a course with international dimension
  • 10 units in Asian American focus courses selected from among historical studies, social sciences, and humanities
  • 30 units in courses offering comparative perspectives
In certain instances, students are able to apply credit from the study of Asian language to help meet requirements and receive a special citation for relevant language study. For students already fluent in an Asian language, the citation may also be earned by using the language in a substantial way in the research for their senior papers. An honors option is available. Minors take 30 units in a program of study similar in form to that of majors. Students interested in the major or minor in AAS work with a faculty adviser to develop a specific program of study. The proposal must be approved by the chair of AAS. Policies and programming for the major and minor are guided by the Asian American Studies Curriculum Committee.

As members of the Southeast Asian American community, we know better than to accept the "model minority" image of Asian Americans. We see all around our communities the constant struggles that our families and friends face with difficulties in language, education, and employment. SEARAC wants to work with other organizations to ensure that issues that concern Southeast Asians are not buried underneath the gloss of the "model minority image." For example, we need to draw attention to the fact that 43% of Cambodians and 65% of Hmong in this country live in poverty; Vietnamese American women are five times more likely than European American women to suffer from cervical cancer; and over 60% of Hmong Americans live in "linguistically isolated" households.

This guide is designed to serve as an introduction to the resources in the John Jay College Library in the areas of Asian criminal justice and legal studies and Asian American criminal justice and legal studies. The aim of this guide is to help the users of the John Jay Library to locate the material that the Library has in this field and suggest some additional resources available in New York City. The first and second sections of the guide have been devoted to Asian and Asian American criminal justice and legal studies respectively. It was arranged in this manner so that the researcher of Asian American studies may first look through the sources pertaining to Asia to gain an understanding of the history of the cultures and the laws which govern them, the possible sociological, political, or economic causes of criminal behavior, and the effectiveness or ineffectiveness of corrections in these groups. The section on Asian American criminal justice is concerned with the study of criminal behavior among these ethnic groups and the legal system’s response as well as Asian American victimization by criminals or by the legal system in this country. While the bibliography concentrates largely on the materials available in the reference and reference law collections, much more information is available in the circulation and periodical collections. This guide will go over any databases or indexes needed to search for information in these sources. In addition, electronic resources as well as many libraries in the New York City area can also be consulted. The third section of this guide contains information on all of these resources.

The History of the JACL
The Japanese American Citizens League, the nation's oldest and largest Asian American civil rights organization, was founded in 1929 to address issues of discrimination targeted specifically at persons of Japanese ancestry residing in the United States. In California, where the majority of Japanese Americans resided, there were over one hundred statutes in California that proscribed the limits of rights of anyone of Japanese ancestry. Organizations like the Grange Association and Sons of the Golden West exerted powerful influence on the state legislature and on Congress to limit participation and rights of Japanese Americans, and groups like the Japanese Exclusion League were established with the sole purpose of ridding the state of its Japanese population, even those who were American citizens by birth. Amidst this hostile environment, the JACL was established to fight for the civil rights primarily of Japanese Americans but also for the benefit of Chinese Americans and other peoples of color. Although still a small, California-based organization, the JACL was one of only a few organizations in the 1920s and 1930s willing to challenge the racist policies of the state and federal governments. With limited resources and virtually no experience in state or federal politics, the JACL nevertheless took it upon itself to set the course for civil rights for persons of Asian ancestry in the West Coast region of the United States as well as at the federal level by combating congressional legislation aimed at excluding the rights of Japanese Americans and Asian Americans.

Current Legislation and Issues FBI statistics show increases in reported hate crimes at the same time that other serious crime continues to decrease nationally. Violence based on a person's membership in a minority group is a matter of national concern; yet many states lack comprehensive hate crimes laws.
Federal prosecutors should be empowered to assist state and local authorities to ensure that justice is achieved in every case. The Hate Crimes Prevention Act would begin to bring uniformity to the categories covered under current federal hate crimes law. Current Limitations in the Law
Current law (18 U.S.C. 245) permits federal prosecution of a hate crime only if the crime was motivated by bias based on race, religion, national origin, or color, and the assailant intended to prevent the victim from exercising a "federally protected right" (e.g. voting, attending school, etc.) This dual requirement substantially limits the potential for federal assistance in investigating or prosecuting hate crimes, even when the crime is particularly heinous.

BIOGRAPHIES
Irene Bueno is the current Deputy Assistant Secretary for Legislation (Congressional Liaison) at the United States Department of Health and Human Services (HHS). Among other responsibilities, Ms. Bueno advises the Secretary and other Department and Administration officials on the development and implementation of legislation on immigration issues as they relate to Health and Human Services programs. She is also a member of the District of Columbia Commission on Asian Pacific American Affairs and is a pro bono attorney. Ms. Bueno is a graduate of the University of California at Berkeley and the University of California, Hastings College of the Law.
Barbara Chow is from California and is the Associate Director for Human Resources at the Office of Management and Budget (OMB) in the Executive Office of the President. She is responsible for budget, legislative, and policy review of all human resource programs of the Federal government including the Corporation for National Service and the National Endowments for the Arts and Humanities. Ms. Chow formerly served as Special Assistant to the President for Legislative Affairs at the White House and was integrally involved all the Administration's major economic initiatives, including the 1993 economic plan, the 1997 balanced budget and the resolution of key appropriations. In her current work, she draws on her in-depth experience working for the U.S. Congress and Price Waterhouse. Ms. Chow attended the University of California at Berkeley and Pomona College and currently lives in the District of Columbia.

The email we receive in reaction to our articles relating to this issue suggests that it's an emotional one for many of our readers. Perhaps one reason for the emotion is the fact that the issue isn't amenable to an easy or simple solution.
The first historical mention of Taiwan appears to have been when Portugese traders found it to be a resting place on their journey to Japan and named it Isla Formosa. Beijing's claim to Taiwan dates back to the 16th century when a Chinese general fought off the Portugese to claim the island for the emperor. In 1895 the expansion-minded Japanese annexed it after defeating China in a war on the Corean peninsula. China briefly reestablished sovereignty over Taiwan following Japan's defeat in August of 1945.
At the time the official government of China, as recognized by most nations of the world, was under the control of the Kuomingtang headed by Generalissimo Chiang Kai-shek. He was engaged in a desperate war against Mao Tse-tung's peasant army. Despite billions of dollars of aid by the U.S. based mainly on intensely partisan reporting by Henry Luce's Time/Life empire, the spectacularly corrupt Chiang lost that war and fled to Taiwan with 2.5 million followers.
He established the present government of Taiwan on December 7, 1949 and proclaimed it the sole legitimate government of all China. Mao made the same claim. The claims competed until 1971 when it became clear to most of the world that Mao's was more persuasive. Taiwan was kicked out of the UN. The Beijing government took its place as a permanent member of the UN Security Council, a seat given in recognition of China's role in fighting Japan in World War II.
