Chester A. Arthur, 1829-1886
America's 21st president, Chester A. Arthur ascended the presidency under a cloud after the death of James A. Garfield, who was assassinated before completing 6 months as president. A former member of an infamous New York political machine, it was said that no man took the president's office "so widely distrusted, and no man ever retired more generally respected" than Chester A, Arthur. Remembered for establishing the Civil Service Commission, Arthur died November 18th, 1886 at the age of 57. Born on October 5th, 1829 in Fairfield, Vermont, Chester A. Arthur was the son of an Irish-born Baptist minister, William Arthur, and his wife Malvinia Stone. Arthur graduated from Union College at Schenectady, NY in 1848 an honor student and member of Phi Beta Kappa and proceeded to work his way through law school as a teacher. Passing the New York bar in 1854, Arthur took up practice in New York City, where his strong abolitionist sympathies led him to waging famed cases on the behalf of African Americans, including the Lizzie Johnson case which led to a New York State anti-discrimination law.
A conservative republican supportive of Lincoln and the anti-slavery cause, Arthur joined the Union Army during the Civil War and served as the New York State Quartermaster General, coordinating offices as far north as Fort Ontario in Oswego, New York, to main hubs in New York and down to the active battlefields. In October of 1859 Arthur married his fiancee of 3 years, Ellen Lewis Herndon, the only child of USN Commander and explorer

Chester A. Arthur (1881-1885) BACK HOME NEXT Dignified, tall, and handsome, with clean-shaven chin and side-whiskers, Chester A. Arthur "looked like a President." The son of a Baptist preacher who had emigrated from northern Ireland, Arthur was born in Fairfield, Vermont, in 1829. He was graduated from Union College in 1848, taught school, was admitted to the bar, and practiced law in New York City. Early in the Civil War he served as Quartermaster General of the State of New York. President Grant in 1871 appointed him Collector of the Port of New York. Arthur effectively marshalled the thousand Customs House employees under his supervision on behalf of Roscoe Conkling's Stalwart Republican machine. Honorable in his personal life and his public career, Arthur nevertheless was a firm believer in the spoils system when it was coming under vehement attack from reformers. He insisted upon honest administration of the Customs House, but staffed it with more employees than it needed, retaining them for their merit as party workers rather than as Government officials. In 1878 President Hayes , attempting to reform the Customs House, ousted Arthur. Conkling and his followers tried to win redress by fighting for the renomination of Grant at the 1880 Republican Convention. Failing, they reluctantly accepted the nomination of Arthur for the Vice Presidency.

Religious groups have had much different proportions at various time in U.S. history. One of the most over-represented religious groups among U.S. presidents is Unitarianism. The combined proportion of Unitarian Universalists in the U.S. population is just 0.2% of the population (one in every 500 Americans). Yet there have been 4 Unitarian presidents. On the other end of the scale, the most under-represented religious group is Catholicism, which has had only one U.S. president (John F. Kennedy), despite making up 26% of the current U.S. population. At the Republican national convention of 1880, Garfield was nominated for President, and the Conkling "Stalwarts," who had supported Grant, were placated by the nomination of Arthur for Vice President. Garfield's assassination soon after his inauguration made Arthur President. He came into office handicapped by a record in machine politics and grave doubt as to his ability and integrity, but his administration proved honest, efficient, and dignified. He effectively supported the civil service reform act of 1883, vetoed a Chinese exclusion bill that violated a treaty with China, and vigorously prosecuted the Star Route trials, in which several prominent Republicans were found guilty of swindling the Post Office Department. Serious illness kept Arthur from actively seeking renomination in 1884. See biography by T. C. Reeves (1975).

First Annual Message to Congress
December 6, 1881 (Richardson, ed. Messages and Papers, Vol. VIII, p. 54 ff.) . . . Prominent among the matters which challenge the attention of Congress at its present session is the management of our Indian affairs. While this question has been a cause of trouble and embarrassment from the infancy of the Government, it is but recently that any effort has been made for its solution at once serious, determined, consistent, and promising success. It has been easier to resort to convenient makeshifts for tiding over temporary difficulties than to grapple with the great permanent problem, and accordingly the easier course has almost invariably been pursued. It was natural, at a time when the national territory seemed almost illimitable and contained many millions of acres far outside the bounds of civilized settlements, that a policy should have been initiated which more than aught else has been the fruitful source of our Indian complications. I refer, of course, to the policy of dealing with the various Indian tribes as separate nationalities, of relegating them by treaty stipulations to the occupancy of immense reservations in the West, and of encouraging them to live a savage life, undisturbed by any earnest and well-directed efforts to bring them under the influences of civilization.

- Inaugural address, 1881 Have you ever in your life heard a reference to President Arthur We thought not. Neither have we. Perhaps the most unknown of the unknown, President Chester Arthur came from relative obscurity, became President by way of a heinous event, accomplished little and never had a chance to seek a second term. In July 1881, after only four months in office, President Garfield was mortally wounded at the Washington railroad station by gunfire from a disgruntled office seeker and died 80 days later, leaving Chester A. Arthur as President of the United States and the third President to have served as President within a 12 month period. Specters of the tainted past greeted Arthur when he assumed office as the political pundits of the day predicted a flood of corruption and graft. However, that never occurred and Arthur ran the presidency in an honest and upright fashion. In fact, he showed great political courage by vetoing a graft-laden "rivers and harbors" bill, by breaking relations with his former New York political boss and by vigorously prosecuting fellow Republicans accused of defrauding the government. Legislatively, though, little of any consequence was achieved during his term except for the creation of the modern Civil Service system with its competitive examinations and non-political merit system. It became law because, in another display of exceptional political courage, Chester Arthur went against the will of his own party and supported it.

Chester Alan Arthur ( October 5 , 1830 – November 18 , 1886) was the twentieth Vice President ( 1881 ), and the twenty-first ( 1881 - 1885 ) President of the United States . Arthur became President when James Garfield was assassinated. Before being chosen as Vice President, he had been collector of customs for the port of New York . As such, he was assumed to be benefiting from bribes and corruption. Hence many were surprised when he became an advocate of civil service reform and presided over the passage of the Pendleton Act . Biography
During the Civil War , Arthur served as acting quartermaster general of the State in 1861 . He was later commissioned as inspector general, and appointed quartermaster general with the rank of brigadier general, and served until 1862 . He resumed the practice of law in New York City, and was appointed by President Ulysses Grant as collector of the port of New York 1871 - 1878 . Honorable in his personal life and his public career, Arthur nevertheless was a firm believer in the spoils system when it was coming under vehement attack from reformers. He insisted upon honest administration of the Customs House, but staffed it with more employees than it needed, retaining them for their merit as party workers rather than as Government officials.

ARTHUR BIOGRAPHY
Vice President Arthur became the 21st President when James Garfield died in 1881. The granite monument, dedicated in 1903, is situated on a small plot of land presented to the State of Vermont by P.B.B. Northrop. At that time it was believed this was the location of the birthplace of Chester Arthur. In 1950 the State of Vermont purchased the land around the monument and the present building was recreated in 1953 using as a guide an old photograph of the house which stood on this site.
