The Presidency. top Arthur succeeded in gaining respect as president, but he generated little political enthusiasm. And, unknown to his contemporaries, he was dying of kidney failure. He effectively hid his illness from the public and even made desultory attempts at the Republican nomination for 1884, but this was probably only because of intense pride. Leaving office in 1885, honored but unlamented, he died of nephritis on Nov. 18, 1886.

  • President Arthur signed the Chinese Exclusion Act of 1882. It broke the Treaty of 1880 with China which allowed Chinese immigrants to enter the U.S. While the Chinese Exclusion Act did halt immigration for 10 years and kept already immigrated Chinese from becoming citizens, Arthur had already vetoed a bill which would have banned any Chinese immigration for 20 years. In 1883 Buffalo Bill, who had become famous hunting buffalo to feed the crews who were laying track for the Transcontinental Railroad by the Union Pacific, organized the first of his wild west shows. These shows featured sharpshooter Annie Oakley and Sioux chief Sitting Bull. In 1883 President Arthur signed the Pendleton Act. This act reformed civil service, which was believed to be filled with politically connected individuals who didn’t really do any work. The Pendelton Act created exams for government jobs. It also created a Civil Service Commission to oversee the new competitive merit system. Chester Alan Arthur - portrait and biographical information at the White House web site.

By Anna No one ever wanted Chester A. Arthur to be President, but he became one anyway! Chester was the fifth child of eight children in his family. He was born on October 5, 1829 in North Fairfield, Vermont. His dad also home schooled Chester. After that he went to Union College. While he was in college he took part in a prank and dumped the school's bell in the Erie Canal. Chester taught school and then practiced law in New York City. He became a Quartermaster General of the State of New York. Chester clothed and fed the soldiers from New York during the Civil War. Chester A. Arthur met Ellen Herndon and got married on October 25, 1859. They had two children. His wife caught pneumonia and died before Chester took office. Chester A. Arthur was part of the Republican Party. He was never elected! Chester ran for Vice President as James Garfield's running mate. Garfield was assassinated, so Chester A. Arthur became President. While he was President he signed a law keeping Chinese immigrants from coming into the U.S. It stopped criminals and insane people from coming into the United States. Chester had also signed the Civil Service Reform Act. It made getting a government job fair. Arthur began to rebuild the U.S. Navy. In 1882 he vetoed the Rivers Harbor Act. He exclaimed, "There are no payoffs!"
