Chester A. Arthur Dignified, tall, and handsome, with clean-shaven chin and side-whiskers, Chester A. Arthur "looked like a President." The son of a Baptist preacher who had emigrated from northern Ireland, Arthur was born in Fairfield, Vermont, in 1829. He was graduated from Union College in 1848, taught school, was admitted to the bar, and practiced law in New York City. Early in the Civil War he served as Quartermaster General of the State of New York. President Grant in 1871 appointed him Collector of the Port of New York. Arthur effectively marshalled the thousand Customs House employees under his supervision on behalf of Roscoe Conkling's Stalwart Republican machine.

Honorable in his personal life and his public career, Arthur nevertheless was a firm believer in the spoils system when it was coming under vehement attack from reformers. He insisted upon honest administration of the Customs House, but staffed it with more employees than it needed, retaining them for their merit as party workers rather than as Government officials.

Vice President Arthur became the 21st President when James Garfield died in 1881. The granite monument, dedicated in 1903, is situated on a small plot of land presented to the State of Vermont by P.B.B. Northrop. At that time it was believed this was the location of the birthplace of Chester Arthur. In 1950 the State of Vermont purchased the land around the monument and the present building was recreated in 1953 using as a guide an old photograph of the house which stood on this site.

Arthur studied hard and entered Union College in New York when he was 15. He taught school to help pay his expenses and continued to teach while he studied law. He began his law career in New York City. His Presidency: Arthur became president when Garfield died in office. Congress was divided, and both parties were divided. There was little Arthur could accomplish, but his administration's greatest achievement was the Pendleton Civil Service Act. It required people to pass tests for government jobs rather than be handed them as political favors. Arthur was an honest man and had the courage of his convictions. His Life: Dignified, tall, and handsome, with clean-shaven chin and side-whiskers, Chester A. Arthur "looked like a President."

Chester Alan Arthur (1830-1886), the 21st President of the United States, was born in Fairfield, Franklin County, Vermont, October 5, 1830. His father, Rev. William Arthur, D.D., was a Scotch-Irish Protestant who graduated at Belfast College, and came to the United States at the age of 18. Here he became a Baptist minister; was interested in antiquarian researches; published a work on Family Names , and during several years edited The Antiquarian . His mother was Melvina Stone, whose grandfather, Uriah Stone, was a New Hampshire pioneer. Chester, the future President, was educated at Schenectady, New York, entered Union College in 1845, and was graduated in 1848. In 1851 he was principal of an academy in North Pownal, Vermont, where, three years later, James A. Garfield taught penmanship. Soon afterward he began the study of law in Lansingburg, New York, and having saved $500 by teaching school, he went to New York City to enter the law office of E.D. Culver. In 1853 he was admitted to the bar and became junior partner of the firm of Culver, Parker and Arthur. This firm attained much notoriety as legal champions of the negro race, and in the famous Lennon case of 1856, succeeded in obtaining for them the right to ride in New York City street cars. Until that time Mr. Arthur belonged to the Whig party, but when the Republican party was formed he was active in giving it local organization.

Longevity of U.S. Presidents
Ed Uthman, MD
Diplomate, American Board of Pathology
Last updated 2 Sep 2000 Everyone knows that the average life span of humans has increased markedly in the 20th century, but has it increased for everyone? An informal study of U.S. presidents may yield some surprising answers. My aim is to look at the effect of medical advances over the last two centuries on the longevity of those who are most likely to have access to those advances. I think presidents make an interesting (if small) sample because of their demographic uniformity: all are white male politicians, almost all are military veterans, and presumably all had sufficient wealth and/or prestige to command whatever medical resources were available in their later years. Of the 41 men who have held the office, 5 are still alive (Ford, Carter, Reagan, Bush, Clinton), 4 were victims of homicide, all from gunfire (Lincoln, Garfield, McKinley, Kennedy)*, and 32 died of natural causes (4 while in office: Harrison, Taylor, Harding, FD Roosevelt). These 32 are listed below by date of death. The "ordinal" figure is the order in which each served as president, Cleveland having served two non-consecutive terms. NAME ORD-

Chester A. Arthur

Political Lieutenant in the Conkling Machine

The Stalwarts and the Half-Breeds
...
Support for Civil Service Reform

Such an honor and opportunity comes to very few of the millions of Americans, and to that man but once. No man can refuse it, and I will not. Chester A. Arthur Following the Civil War and Reconstruction, "boss rule" and "machine politics" flourished in the United States, and nowhere more intensely than in New York, the most populated state in the Union. The Tweed Ring ran the Democratic party's Tammany Hall apparatus in New York, and an equally powerful machine operated within the state's Republican party. Throughout the 1870s, that party's "stalwart" faction, led by Senator Roscoe Conkling , dominated New York politics until it reached both its apex and nadir within the space of a few months in 1881. Although responsible for some of the most tawdry politics in American history, Conkling's machine also produced two vice presidents, Chester Alan Arthur and Levi P. Morton, one of whom—Arthur—became president of the United States under tragic circumstances and turned against the machine and its spoilsmen.
