WASHINGTON (AP) Federal officials plan to significantly loosen their restrictions on same-sex public education, giving schools the most freedom they've had to teach boys and girls separately in almost 30 years. In changing its enforcement of Title IX, the landmark law that prohibited sex-based discrimination in schools, the Education Department says it will expand choices for parents without eroding equal opportunity. The regulations announced Wednesday reflect a push by both the Bush administration and female senators of both parties to give schools flexibility. "We're not suggesting that any particular kid ought to be in a single-sex setting," said a department official familiar with the changes. "Educators and parents can make that decision. But the point is, they don't have the freedom to make that decision even if they think it's appropriate for their children...We're suggesting this ought to at least be part of the mix." Since 1975, when current rules went into effect, single-sex classes have been allowed only in limited cases, such as gym classes involving contact sports. The proposed rules would broaden the options considerably, allowing school districts to launch single-sex classes to provide a diversity of choices or to meet the particular education needs of their students.

Chicago schools to play ball
CHICAGO (AP) In the end, a mostly white Catholic sports conference and a mostly black school agreed to play ball. But the vote Thursday night admitting St. Sabina parish to the Southside Catholic Conference was neither unanimous nor without disagreement. Representatives from 20 of the 22 conference schools voted to approve penalties for inappropriate behavior at conference games, a health and safety plan for the games and a change in the conference guide for coaches. One school abstained from voting and one was absent. "We know there is a lot of healing to take place, and we hope the dialogue will continue with the program in place," Hank Lenzen, executive director of the conference, said after the closed-door meeting. The league has about 5,000 students in grades five through eight who play football, basketball, soccer, volleyball and golf.

... Links to Related Organizations Violence Against Children in Schools For many children around the world, violence was a regular part of the school experience. In some countries, school officials routinely used corporal punishment to maintain classroom discipline and to punish children for poor academic performance. In other countries, authorities failed to intervene to protect minority children from harassment and attacks by other students. The failure of school officials to protect children from violence in school denied them their right to be free from all forms of physical or mental violence and the full enjoyment of their right to education. Human Rights Watch worked to highlight these abuses, undertaking a fact-finding mission to Kenya and issuing its findings in August 1999. Kenya's School Discipline Regulations authorized the use of corporal punishment in schools but failed effectively to regulate its use. Nominal restraints were routinely ignored by teachers and the regulations rarely enforced. Teachers caned children for "offenses" such as tardiness, talking in class, wearing torn or dirty uniforms, being unable to answer a question, or failing to achieve target marks set on exams. These measures often resulted in bruising, swelling, and small cuts; at times, however, children suffered more serious injuries such as sprained or broken fingers or wrists, knocked-out teeth, internal injuries, and even death.

Story Tools RELATED American Soybean Association International Dairy Foods Association WASHINGTON (AP) A food fight is brewing in school cafeterias that could elbow aside the long-standing drink of choice milk to make some room for soy. Soybean growers and the soy foods industry are pushing the government to reimburse schools that decide to offer soy milk as well as cow's milk. They say it is a healthy option, particularly for youngsters who have trouble digesting milk. Under current law, school districts can be reimbursed for soy milk or lactose-free milk only if a student has a doctor's note. Dairy farmers, who for years have held the beverage monopoly in the federal school lunch program, are resisting the change. They say nothing is as healthy as cow's milk with its calcium and vitamins A and D. The Senate Agriculture Committee plans to take up the issue Tuesday when it holds its first hearing on reauthorizing the National School Lunch Act, which subsidizes school meals.

Senate considers free fruits, veggies for schools
Some politicians said the availability of fresh fruits and vegetables at schools might curb consumption of unhealthy snacks. WASHINGTON (AP) Offering school kids a free apple or banana might get them to eat less junk food, says the chairman of the Senate Agriculture Committee. Tom Harkin, D-Iowa, says a new farm bill that Congress is writing will subsidize the cost of giving away fruit and vegetables in some school cafeterias as an alternative to candy and snacks that are sold in vending machines. "We want our kids to eat more fruits and vegetables," said Harkin, who outlined his idea to a gathering of produce growers. "If we start out young in life eating more fruits and vegetables, then we can do that during our lifetime." Details of the program haven't been worked out, and Harkin conceded the problems inherent in storing perishable commodities. An aide said the giveaway probably would start out as a pilot project in a limited number of schools.

RELATED U.S. Education Department Center on Education Policy WASHINGTON (AP) School districts cannot use overcrowded classes in better-performing schools as an excuse to keep students from transferring from failing schools, according to new federal regulations. A federal education law signed by President Bush in January makes more federal money available for elementary and secondary education, but holds educators accountable for failures in teaching the nation's 48 million public school students. If a failing school does not make progress, parents must be offered the chance to transfer their children to another school even if that school is full, according to a final version of the regulations released last week by the Education Department. "Parents must be given options for seeking better and expanded learning opportunities for their children," Education Secretary Rod Paige said. "The American people have made it clear that they want schools held accountable for delivering a world-class education for every child." Jack Jennings, director of the Center on Education Policy think tank in Washington, said offering the choice of transferring students from failing schools is good, but the Education Department "has interpreted the law to make this almost an absolute right of parents regardless of other factors."

Dallas schools sued over religious e-mail
DALLAS, Texas (AP) A public interest group sued a suburban Dallas school district Thursday over a policy banning employees from sending e-mail containing religious messages. The conservative American Center for Law and Justice filed suit on behalf of LaDonna DeVore, who sent a message through the Highland Park Independent School District's e-mail system this spring about President Bush's proclamation for a national day of prayer. District officials told DeVore her April 30 e-mail to friends was inappropriate and threatened to suspend her e-mail privileges if she used the system again to send religious messages, the suit said. The district allows employees to use the system for both work-related and private messages, but has a policy prohibiting "religious worship" or "proselytizing," the suit said. The policy is unconstitutional because it unfairly singles out religious messages, said Stuart J. Roth, senior counsel of the Virginia-based American Center, which was founded by evangelist Pat Robertson.
