Course Description
This course considers the physical aspects of fire and arson investigation. Included are such topics as:
properties of materials,
physical aspects of fires,
physical examination of fire scene to determine origin,
ignition sources and their physical aspects, and
characteristic physical features indicating incendiarism.
This course is usually offered via home study or PSI (Personalized System of Instruction). In each case, a study guide is used to guide the student through the text. The text is Kirk's Fire Investigation , fourth edition, by John D. DeHaan. The study guide was written by Paul Kicska, a former professor of physics at East Stroudsburg University. Both are available at the University book store. Keep in mind that the study guide is constantly being updated. Be sure to get the latest edition, dated January 1997. A version for PC Word can be downloaded here (compressed in ZIP format).

The Rutherford County Sheriff's Department conducts investigations into fire and explosive incidents that are reported to the department. The Detective Division handles these incidents. When a fire or explosive incident is reported to the Sheriff's Department a deputy is sent to the scene. When the deputy arrives at the scene they will write a report for follow-up by the Detective Division or notify a Detective Supervisor and request a Detective respond to a scene. The Detective Supervisor will make a response decision based on facts given him by the on scene deputy and other emergency responders at the scene.
Detectives who have received specialized training in fire and explosive investigation will handle the fire or explosive investigation. The Detectives assigned this duty conduct an investigation to determine if there has been a violation of the state law and bring charges against the persons who had committed the crime. Sheriff's Detectives work closely with the Tennessee State Bomb and Arson Section and the Tennessee Bureau of Investigation Crime Lab. The Sheriff's Department maintains a working relationship with the municipal agencies in our county that are charged with fire and explosive investigation. This relationship consists of exchange of information between agencies and assistance in working scenes and investigations.

Fire Marshal's Office won't rule out link between fire, Deneke's death
Investigators received a new clue Tuesday in the ongoing arson investigation of an Amarillo residence. Dustin Michael Camp, 17, who was charged Feb. 5 in connection with the death of 19-year-old Brian Deneke, lives in the home that investigators say was set on fire May 13. The Fire Marshall's Office is investigating a Crimestoppers tip that a dark-colored Ford Explorer filled with teen-agers was seen in front of the Camp residence about 3 a.m. on the day of the arson, investigator Kent Gardner said. No arrests have been made. "They used enough liquid that if the fire would have went unnoticed it could have been major," Gardner said. The house sustained an estimated $500 in damage and was ruled to be arson two days later, according to police reports. Flammable liquid was poured in a line around the house before it was ignited, Gardner said. "There was a trail that went from the hose reel to the house, down the south side of the house, across the porch and into the front flower bed," Gardner said.

HAMPDEN TOWNSHIP Police in Cumberland County are asking for your help in finding whoever intentionally set a Hampden Township mobile home on fire.
Fire officials say a fire last month at the Twigg Mobile Homes was arson. The vacant mobile home was scheduled for demolition as part of a buy out of the trailer park by a New York firm.

The Lima Fire Department Arson Bureau The Lima Fire Department includes a full-time Arson Bureau designed to aid in determining the cause and origin of all fires, as well as the investigation and prosecution of the crime of arson. The Bureau consists of one investigator, who is on call 24-hours a day, to respond to the fire scene as quickly as possible. Also available are assisting personnel, trained in arson investigation, that are responding firefighters to the scene. They help preserve the scene and aid in the investigation. The Arson Bureau for the Lima Fire Department began in 1973 on a $30,000 federal grant through the Law Enforcement Assistance Administration (L.E.A.A.) and the efforts of then Platoon Chief Rollin Kerzee. By March of 1974, Chief Kerzee had the Bureau in full swing with as many as four firefighters trained to help him with the investigations. When Chief Kerzee returned to his duties as a fire officer, Investigator Ron Straker took over as head of the Bureau. Investigator Albert Truesdale was next to handle the job on the retirement of Straker. Jon Jenkins is currently assigned as Arson Investigator, taking over after the retirement of Al Truesdale in 1994. Appointed to the department in 1986, he had 8 years of firefighting experience before his promotion to the Investigator's position. Investigator Jenkins is a graduate of the Ohio Police Academy in 1996 and commissioned through the Lima Police Department. All personnel trained to do investigations through the Arson Bureau receive that training at the Ohio Fire Academy in Reynoldsburg, Ohio.

Staffing

The unit was originally formed in the early eighties and was staffed with six members. These members performed only Cause and Origin, and handed all criminal investigations over to the Police Department. This procedure proved however, to be ineffective. Cases that were considered a high priority by the Fire Dept., would sometimes be put on a back burner by the Police Dept. and eventually good cases would slip through the cracks.
From 1987-89, five new members were assigned to the unit. These members were trained and received full Police Powers. By 1993 the unit had grown to a total number of fifteen members. The Unit was staffed with one Deputy Chief, one Captain, and thirteen Investigators.
The Chief and Captain worked the day tour, Monday to Friday, the Investigators worked in four three man teams, providing twenty four hour coverage. One Investigator worked as a swing man and would fill in for vacations, etc.. Our arrest rate began to soar and as a result, the crime of arson began to decline in Jersey City. Due to budgetary constraints, manpower within the Unit has since been reduced. Currently, the Unit is staffed with three Captains and four Investigators. Duties

Arson Commander; is responsible for the overall management of the Unit, instituting procedure and management of cases.

The Vermont State Police currently have nine Detective Sergeants that are assigned to investigate fires that caused injury or death or are of suspicious origin throughout the State of Vermont. These men and women are sworn Troopers. The investigators serve Vermont's 242 fire departments and are subject to 24 hour call. The fire investigators are each assigned to a specific area of responsibility and are supported and supervised by a Detective Lieutenant from the Bureau of Criminal Investigation. Each investigator is expected to determine the origin and cause of each fire incident that they are called upon to investigate and subsequently provide testimony in both criminal and civil courts. All of the Vermont State Police fire investigators and the Criminal Division command staff are members of the Vermont Chapter of the International Association of Arson Investigators. The Vermont State Police fire investigators are very active in the Vermont Chapter and have organized several training sessions for law enforcement, the fire service, the insurance industry, and the private sector. Training seminars on a variety of fire related topics are essential in keeping everyone up to date in the fire investigation field. The Vermont Chapter has provided quality training at a very low cost to all participants.

June 28, 2002 To Whom It May Concern: The California Conference of Arson Investigators (CCAI) is a non- profit organization dedicated to the education and training of those professionals within the State of California who work in the field of prevention and suppression of “arson”. The organization consists of Police persons, Firefighters, the Insurance Industry, and other individuals who work in related fields. Because our main focus is in training our members to become proficient as fire origin and cause investigators, we sponsor two seminars each year in which the latest cutting edge information and training is made available. On July 22-24, 2002 in the area of Seaside, California, we are conducting a field burn operation in which a total of nine buildings will be constructed, furnished and systematically burned while being monitored as to the behavior of the fire and the resulting fire patterns. In conjunction with the Southern California Security Association, CCAI plans to install and monitor the reaction of burglar and fire protection equipment as the fires progresses. The students will be educated in the type of information that can be obtained by way of the alarm system after the fire has occurred. Academic Credit* Registration Reporting Instructions Transcripts The University of Illinois Police Training Institute and the Office of the State Fire Marshal (OSFM), Division of Personnel Standards and Education, are sponsoring an Arson Investigator certification course at the Bolingbrook Fire Department. Prerequisites for students are completion of Fire/Arson Modules I and II of the Fire Investigator certification program offered by the Illinois Fire Service Institute. It is recommended that Module III be completed before this course. Certification as an Arson Investigator by the Police Training Institute requires full or part-time employment as a fire fighter or police officer, Fire/Arson Modules I and II, and completion of this course. Certification as an Arson Investigator by OSFM requires full-time employment as a firefighter, Fire Fighter II Certification or completion of Bypass examination, Fire/Arson Modules I and II, and completion of this course. This is not a recruit level program, but one based upon the adult learning principles of collaboration, self-directed study and critical thinking. Participation in all practice sessions is mandatory.

Arson is defined as willfully and maliciously causing an explosion, setting fire to, burning, or causing to be burned or aiding, counseling, or procuring the burning of a building, structure, or any property whether the property of oneself or another.
Arson is the top cause of fires in non-residential structures in the United States. Arson is the number two cause of fires in the home in the US. Arsonists strike for many reasons, including spite and revenge, vandalism, crime concealment, insurance fraud, competition and extortion. Arson is a problem that robs communities of their valuable tax base and forces citizens to pay higher insurance premiums and taxes. National Arson Statistics
