The Fire Chief or his designess is responsible for the investigation of the origin and cause of every fire or explosion. Should the Fire Department deem that a fire is suspicious or actually intentional in nature, the Police Department is contacted to conduct a criminal investigation. There are a number of individuals within the Police Department that have been trained in origin and cause determination. If these individuals are available, one of the trained persons is contacted and will respond to assist the Fire members. They document the scene with photographs, help the police take custody of any evidence of this crime, and interview witnesses, suspects or other persons that may have knowledge of this crime. The Detective Bureau will be notified of any fire related death. Members will respond to this type of scene as well.

Click here to return to Home Page The Arson and Fire Investigation Division of the Dallas Fire Department is responsible for determining the origin, cause, and circumstances of fires that occur in the City of Dallas. The divisions nineteen arson and fire investigators are sworn peace officers and enforce the laws of the State of Texas pertaining to arson and malicious false alarms. They are specially trained in the discovery, preservation, and presentation of evidence in proving the crime of arson.
The Arson and Fire Investigators of the Dallas Fire Department investigate hundreds of fires each year that are determined to be intentionally set or incendiary in origin. Incendiary blazes are responsible for a large percentage of the annual fire loss within the City of Dallas and result in several fire fatalities each year. These malicious and criminal acts affect everyone within our communities. Burned structures blight our neighborhoods, lower property values, and cause increases in insurance rates.

It is a necessity that the Certified Arson Investigator be aware of the ever-changing regulations, scientific breakthroughs, and investigative techniques affecting arson investigations. To ascertain that the Certified Arson Investigator has kept up with these changes and to maintain CAI designation, Columbia Southern University requires Certified Arson Investigators to re-certify every three years. The first certification and subsequent re-certifications are, therefore, valid for a period of three years.
Re-certification can be obtained by documenting 5 Continuing Education Units (CEUs) or 3 Academic Credit Hours of acceptable professional development courses, or through the taking of a CSU Re-certification course and examination. The re-certification fee includes the issuing of a new certificate that is valid for three years.

Name CERTIFICATION IN ARSON INVESTIGATION Program : General Studies Description : CSU’s Certification in Arson Investigation program is an in-depth analysis of the skills necessary to investigate fires for the purpose of identifying origin and cause (where the fire started and what caused the fire) and properly conducting and documenting a fire investigation. This program is organized in two tiers, background and practical. In NFPA 921, Investigating Fire and Explosions, the investigator will learn the basics of fire science, fire patterns, origin determination and cause. NFPA 921 offers a step by step process of this first phase of the fire investigation, determining origin and cause. If the fire is determined to be incendiary in nature, the investigator will go on to a second phase or tier of the fire investigation. The second tier will be a step-by-step instruction by the experts in how to conduct an arson investigation. The Certificate in Arson Investigation designation will
be awarded upon the successful completion of the unit exams as well as the comprehensive essay and objective final exam.

The Massachusetts State Fire Marshal is mandated to investigate the cause and circumstances of fires and explosions where local fire authorities are unable to determine the cause, where a violation of law exists, or when the fire or explosion is classified as suspicious or incendiary nature. By administrative order, the State Fire Marshal also investigates cases involving explosive devices, blast explosions, fires causing fatal or serious injuries or which damage state property or any public records.
The State Fire Marshal’s investigators are most often called in to join with rural, suburban or urban fire service and law enforcement investigators in a "team" probe of large scale fires, arsons, and fires or explosions which result in injury or death. In eastern Massachusetts when a fire or explosion is in a category with federal jurisdiction, specially trained agents from the

    Codes Enforcement and Investigations
    To provide more efficient and effective services, the City of Decatur Codes Enforcement is housed within the Fire Department. Three firefighters are trained to do codes-enforcement-related tasks such as investigating complaints for illegally posted signs, overgrown property, and abandoned vehicles, enforcing standards, housing codes, etc. Codes enforcement officials report that the most common violations are related to property maintenance, abandoned vehicles, building without a permit and real estate signs and signs on telephone poles. Also, house numbers should be displayed in a highly visible manner so that emergency vehicles can locate the correct address in an emergency. The City vests these officials with the authority to uphold the code of ordinances; people who do not voluntarily comply may be issued citations and required to appear in the City's municipal court. HOUSTON Arson investigators continued to search for clues into what might have caused a ballroom to go up in flames early Sunday morning. Video Ballroom Fire Causes Roof Collapse, Kills Firefighter
HFD, ATF, State Fire Marshall Investigate El Festival Fire One firefighter was killed and three others were injured after they ran into the building to try and help patrons inside escape. Officials said the fire caused the roof to collapse, trapping Houston firefighter Kevin Wayne Kulow, 32. Fellow firefighters found Kulow's body in the rubble after the fire was extinguished. Fire investigators from the Houston Fire Department, the state Fire Marshall's Office and the Bureau of Alcohol, Tobacco, Firearms and Explosives sifted through the debris Monday, trying to determine if the blaze was an accident or arson. They also want to know why Kulow was the only firefighter unable to escape.

Fire Inspections and Arson Investigations The Fire Prevention Bureau conducts routine and specialized fire inspections on every building, except one and two family dwellings, within the City, as well as one mile outside of the city limits (extraterritorial jurisdiction). On the average, 3,500 inspections are conducted annually and are performed in accordance with the NC State Fire Code by state certified inspectors. In the event of a fire, the bureau will conduct an investigation to determine the cause and origin. Thus, members of the fire prevention staff are certified as NC Fire/Arson Investigators and receive specialized training in this area. They work with other agencies such as local law enforcement, State Bureau of Investigation (SBI), Alcohol Tobacco and Firearms (ATF) and i nsurance i nvestigators.

Arizona firefighters arrested after arson investigation
By JACQUES BILLEAUD, Associated Press PHOENIX (AP) - Two firefighters and a former firefighter were arrested for allegedly setting a blaze that destroyed a newly built $1.5 million suburban home, authorities said Tuesday. The trio allegedly torched the 10,000-square-foot home Dec. 20 at the behest of a suburban firefighter who ran a construction business as a second job, Maricopa County Sheriff Joe Arpaio said Tuesday. The house was nearing completion when it was destroyed. Arpaio said the three men may have received money for the arson. The contractor allegedly conspired with the trio because the homeowners had not paid him in full, Arpaio said. He has not yet been arrested, the sheriff said.
