Q. Who can call for an OSFM Arson Investigation? A . OSFM Arson Investigators are dispatched by the Illinois Emergency Management Agency (IEMA). IEMA receives requests for arson investigators from fire departments or law enforcement agencies. Only these agencies can request an arson investigator from OSFM. Q. How do I become an Arson Investigator? A . Arson Investigators receive extensive and continued training. To become a certified arson investigator through the Office of the State Fire Marshal you are required to complete the Fire Investigator Modules 1 and 2. Firefighter II Certification is also required. (Law Enforcement Officers may take a Bypass examination in lieu of Firefighter II Certification). Q. Why do Arson Investigators wear weapons?

U.S. FIRE ADMINISTRATION OFFERS NEW FIRE/ARSON INVESTIGATION STUDIES FOR FIRE AND LAW ENFORCEMENT AGENCIES
WASHINGTON The U.S. Fire Administration (USFA) announced today the beginning of its 14th annual program of providing direct technical assistance to selected state and local fire investigation agencies. This project is part of USFA's ongoing effort to strengthen and enhance the work of fire investigation units across the country. "Arson is increasingly experienced as a violent crime committed for many different reasons," said Ken Burris, USFA Chief Operating Officer. "USFA's technical assistance focuses heavily on improving the working relationships among fire, police, prosecutors and other state or federal agencies by suggesting strategies for closer cooperation." According to USFA, case prioritization and management, arson data collection and analysis, investigation reports, training, and time-of-day staffing coverage also are key components of the site reviews. This program provides this assistance to help improve arrest and conviction rates and promote arson prevention by highlighting the positive features of a jurisdiction's arson control operations, recommending options for resolving problem areas, and identifying potential inter-agency and community anti-arson partnerships.

Canine Teams

Fire/arson investigation assistance to local communities is one of the most critical services provided by the Texas Department of Insurance through the State Fire Marshal's Office. Upon a request from an authorized entity, or by order of the State Fire Marshal, the Fire and Arson Investigation Services Division will dispatch appropriate resources to the scene of a fire. The purpose of these services is to determine the cause and origin of the fire and to assist local officials in the collection and analysis of evidence that may lead to prosecution of an alleged arsonist. The State Fire Marshal's Office also makes the use of specially trained canines available to communities to aid with evidence collection. Field Investigators may be assisted by the State Fire Marshal's Arson Laboratory in the analysis of evidence. Texas experiences tens of thousands of fires each year. Due to this immense potential need for fire/arson investigation services, the State Fire Marshal's Office has adopted an investigation protocol as a guide for allocation of its resources. At the top of the protocol are fires that are catastrophic in nature. These are fires that have resulted in death, significant property damage or pose a serious threat to public health and safety. The protocol also identifies fires where the fire is believed to the work of a serial arsonist, related to hate crime, or where the operation of vital public institution is compromised.

Therefore, my first Job Aid Training Resource for the Net will be information and tips pertaining to arson/fire investigations. Hopefully, the following tips and information will assist you in furthering your fire/arson investigative skills. The Fire/Arson Problem The fire investigator is expected to be more familiar with the fire/arson incidents than the average person. The following information is designed with the fire investigator in mind and is of particular importance to him or her because of the nature of their duties. These special tips and information concerns itself with the standards of information pertaining to the fire/arson investigation's problem. It is not uncommon for the investigator to be asked questions by reporters, civic groups, and the court about fire and arson problems, both local and national. One must have a basic knowledge in reference to local, state, and national fire/arson and explosion problems. As one knows, these problems vary from state to state. However, there are certain areas that will not change and are common throughout the world. This information is not intended to make you an expert in the problem area of fire/arson investigation. However, it will prepare you to deal positively and confidently with the more common questions that will arise in the exercise of your more routine duties.

The Arson Bureau is responsible for conducting fire scene and follow up investigations for all incendiary or suspicious fires. In addition, Arson Investigators are called to determine the cause of fires that are not immediately discernible to firefighting personnel.
